LOUISA CITY COUNCIL HAS PROCLAMATION FOR ‘HAYDEN THE MIRACLE PIG’…

By Susan Salyer

The Louisa City Council held a Regular Meeting on Tuesday, October 13, 2026 at 6PM at Louisa City Hall, 215 N. Main Cross Street, Louisa, Kentucky 41230. Mayor of Louisa Harold Slone was in attendance along with the City Council Members including Joey McClanahan, Kala Brown, Caleb Farley, Coty Roe and Keith Chaffin. Rose Lester was absent.

MAYORS COMMENTS

Mayor of Louisa Harold Slone said, “I have just been to Blaine and attended Larry Cordle’s wife’s funeral. Larry was in good spirits. He said to tell everyone hello and that he wouldn’t be a stranger, which he never has. I wish home and his family much comfort as the days come ahead.”

Slone signed a Proclamation at the beginning of the month for Breast Cancer Awareness Month. Slone said, “I visited the hospital. Radiology is doing a special screening this month. Early Awareness makes a difference.”

Fire Prevention Week was October 4-10. Slone said, “We just finished activities from Fire Prevention Week. We had an Open House, Safety Day and Food Trucks over by the Community Center.”

Debbie and Roy Roberts introduced Hayden the “Miracle Pig” to the council.  Debbie said, “We asked the Mayor to get us one step closer to the White House.” Hayden the “Miracle Pig” was born with his liver going up under his chest and deflated his lung but attached to his lung and sealed the hole. That is why Hayden is alive. The doctors don’t know what to do. He shouldn’t be here. They can’t understand why he is still alive. Hayden is showing that miracles happen. We want the White House to see him as a Kentucky pig, born and raised, and all the towns like Louisa are supporting him. Hayden is seven months old. He’s a miracle…..it shows you have to have faith.”

Slone read the Proclamation out loud and stated that Hayden is believed to be the only pot belly pig in America, possibly the world, with this condition. His life is a reminder that miracles do happen. Hayden is a true Miracle Pig this 13 day of October 2026.

Debbie Roberts said, “In January,  Hayden will be on the floor of the house of representatives in Frankfort, Kentucky.

APPROVE MINUTES

The Minutes were unanimously approved with a Motion by Coty Roe and seconded by Keith Chaffin.

SECOND READING OF ORDINANCE 2026-06, AN ORDINANCE RELATING TO THE VALUATION AND TAXATION OF PROPERTY WITHIN THE CITY OF LOUISA

This Ordinance 2026-06 was unanimously approved with a Motion by Joey McClanahan and seconded by Caleb Farley.

APPROVE RESOLUTION 2026-06, FOR CDBG GRANT

Slone said, “This is a housekeeping matter on the new Fire Station.” Motion was unanimously approved with a Motion by Keith Chaffin and seconded by Kala Brown.

APPROVE PROFESSIONAL ENGINEERING AGREEMENT FOR SOUTH LOCK AVE, WATERLINE PROJECT

Slone said, “Next Spring down on S. Lock Ave they are going to change the sidewalk to a street. Also there is a massive amount of utility work to be done in that area. We would like roadwork on Jefferson to be done also. Most customers are on an old 4 inch steel water line. When you fix one leak you have 2 more. The utility work would have to be done before street work. I asked an engineer to propose something that makes sense, they propose to run 6 inch line with 6 inch line. There is no use in fixing the road, if we don’t get rid of that steel pipe. I believe we can do this project in house. If you all agree to this it wont be an invasive project. This project will start this winter if it stays dry. My goal is to get this done in house and be ready to pave when school starts in the Spring. I need you to vote on Bluegrass Engineering for $3,500. The Water Company will pay the $3,500. Motion by Keith Chaffin and seconded by Coty Roe. None Opposed.

COMMUNITY CENTER USE

Harold Slone said, “I had a request from Mary Spaulding that said I want to have line dancing classes at the Senior Citizens Community Center one night a week and of course Free of Charge, A half hour to 2 hours tops, starting 5-7. There was much discussion on this topic. The Council decided that she cannot use the Senior Citizen Community Center. Spaulding was offered 2 options. Contact Northeast to do these classes with the Seniors or contact the library to have line dancing classes.

GRANT FROM HOMELAND SECURITY FOR CYBER SECURITY

Slone said, “We got a Grant from Homeland Security for Cyber Security type upgrades at the city. One thing identified was the telemetry. When we bid for the system as a whole, the cost of the project was so high. It was a cash-flow problem of producing that much cash at one time. So we talked to Homeland Security and they recommend it’s okay to bid again as individual tanks. If they bid on individual tanks the cost can be spread out over time. This is 100% Grant covered. Motion to approve by Coty Roe and seconded by Caleb Farley.

SEPTEMBER BUDGET REPORT
