FOURTH OF JULY PARADE STARTS AT 11AM, MUSIC IN THE PARK THEN FIREWORKS AT DUSK…

LOUISA, KY., –The Louisa City Council had a Special Meeting on Thursday May 29, 2025 at Louisa City Hall, 215 N. Main Cross Street, Louisa, Kentucky at 6PM. Louisa Mayor Harold Slone was in attendance along with Louisa City Council including Joey McClanahan, Kala Brown, Caleb Farley, Coty Roe and Keith Chaffin. Rose Lester was absent.

APPROVE MINUTES FOR APRIL 15, 2025
The Louisa City Council approved the Minutes for April 15, 2025 unanimously with a Motion by Keith Chaffin seconded by Coty Roe.

OPEN BIDS FOR BLACKTOP
There were 3 companies that had bids for Blacktop in Louisa.
1. R & L Paving
2. BTI Contracting
3. Mountain Enterprises
BTI Contracting won the bid with the lowest per ton and milling with $1.33 ton.
The Council unanimously approved the bid with a Motion by Coty Roe seconded by Joey McClanahan.

OPEN BIDS FOR CONTRACT WORK
There were 2 companies that had bids for concrete work

The bid was awarded to Pack Construction, with pricing of $1.50 per square foot for removal and disposal of old concrete. And $6.50 per square foot for replacement concrete, based on 4″ concrete thickness.
The other bid received was from R & L Paving, Their pricing was $6.00 per square foot for removal and disposal and $9.00 per square foot for replacement for 4″ concrete thickness. .

OPEN BIDS FOR GARBAGE TRUCK
There are 4 companies who made bids for Garbage Truck
1. Boyd Truck Centers
2. Municipal Equipment
3. Worldwide Equipment
4. Best Equipment
The Council decided to make a Motion to table the bids till next meeting, so a spreadsheet can be made to decide the bid. Motion by Kala Brown seconded by Keith Chaffin.

Advertise Bids for Gravel
The Council made a unanimous decision to Authorize the Mayor Harold Slone to advertise for Gravel. Motion by Coty Roe seconded by Kala Brown.

APPROVE CITY BUDGET FOR 2025-2026
The Council unanimously approved the City Budget 2025-2026 with a change in the Cost of living that went from 2.96% to 3%.

FIRST READING OF ORDINANCE 2025-01, CITY OF LOUISA 2025-2026
The Mayor stated that the Budget has $2,092.726.00 in Revenue and $2,534,667.00 in Expenses. Motion to Approve by Joey McClanahan seconded by Caleb Farley. None Opposed.

FIRST READING OF ORDINANCE 2025-02 CITY EMPLOYEE COMPENSATION
The Council unanimously passed the First Reading of Ordinance 2025-02 City Employee Compensation with a Motion by Keith Chaffin and seconded by Coty Roe.

APPROVE LOUISA UTILITY BUDGET FOR 2025-2026
The Louisa Utility Budget has $3,643,661.00 and Appropriations $3,093,424. and each has a small surplus. Motion by Caleb Farley seconded by Kala Brown. None Opposed.

FIRST READING OF ORDINANCE 2025-03, LOUISA UTILITY BUDGET
Motion was unanimously approved with a Motion by Keith Chaffin seconded by Coty Roe.

ESTABLISH DATE FOR JULY 4th FIREWORKS
The Council unanimously approved to have Fireworks on the 4th of July. Fireworks will begin at Dusk.

ESTABLISH DATE AND TIME FOR INDEPENDENCE DAY PARADE
The Louisa Fourth of July Day Parade will be on July 4th 2025 at 11AM.

THE APRIL 2025 BUDGET TRACKING REPORT
No Discussion

REVIEW AND APPROVE POOL ADMISSION AND SEASON PRICING
The Pool Admission is $3.00 a day same as last year.

EXECUTIVE SESSION COMMENTS BY ELDRED E. (BUD) ADAMS
Louisa City Attorney Eldred E. (Bud) Adams said, “We discussed 3 pending real estate matters, but no final action has been taken.”
