LOUISA COUNCIL HOLDS PAY RAISE OF CITY WORKERS TO 5%; CITY POOL TO OPEN MAY 28

LOUISA CITY COUNCIL MAY 10, 2022

On Tuesday May 10, 2022 at 7PM The Louisa City Council had Regular Meeting of Council Members at 7PM. Attending were Mayor Harold Slone and City Council Members, Gary Robertson, Matt Brown, Lisa Schaeffer, Tom Parsons and Ashley Caudill. City Council Member Joey McClanahan was not present. After the Pledge of Allegiance and Prayer the meeting was called to order.

Mayor Harold Slone conducted the meeting and it went as follows:

1. Call to order.

OLD BUSINESS

2. Approved minutes for April 12, 2022- Motion by Tom Parsons and 2nd by Ashley Caudill. None Opposed.

3. Closing portion of Franklin Street – The City will be closing a portion of Franklin Street due to new ownership at the Riverview Building. A central resolution will be prepared at a later date.

4. Amphitheater Project– There was discussion on a parcel of land downtown behind the Dollar General/Hatfields Furniture Building facing the Big Sandy River adjacent to city owned property in the same area. The City is planning a river walk and amphitheater at this location.

NEW BUSINESS

5. Ordinance 2022-01, 22-23 City of Louisa Budget– The City added a raise of 5.4% for all city employees as an addition on the budget. The Consumer Price Index lists the recommended raise at 7% but council members thought that was more than the city can afford. Motion for first reading by Gary Robertson and 2nd by Matt Brown. None Opposed.

6. Ordinance 2022-02, 22-23 Compensation of City Employees– Motion by Tom Parsons and 2nd by Ashley Caudill. None Opposed. No discussion.

7. Ordinance 2022-03, 22-23 Louisa Utility Budget– $3.1 million in water projects and $618,000 in other projects. Motion by Tom Parsons and 2nd by Matt Brown. None Opposed. No discussion.

8. Ordinance 2022-04, 22-23 Compensation of Louisa Utility employees– Motion by Ashley Caudill and 2nd by Tom Parsons. None Opposed. No discussion.

9. Resolution 22-01. KIA Cleaner Water Program– Resolution Motion by Gary Robertson and 2nd by Matt Brown. None Opposed. No discussion.

Between Agenda #9 and #10 The City Council agreed to amend the drug testing policy adding city employees who drive city vehicles, who are also subject to random drug tests for City safety. Motion by Tom Parsons and 2nd by Ashley Caudill. None Opposed.

10. Municipal Solid Waste contract– Motion to accept Rumpke Waste in place of Green Valley Sanitation for city trash and sewer sludge removal. The mayor said RUMPKE will accept all waste materials while Green Valley will not take slurry. RUMPKE will charge $19 per household, Green Valley is $20. Motion by Lisa Schaeffer and 2nd by Tom Parsons.

11. Council comments– Discussion for paving project from Gene Wilson Blvd to LCHS. Slone said it is a CBG grant and the bidding will be based on both quality and price. Motion by Matt Brown and 2nd by Ashley Caudill to advertise for bids. None Opposed.

• Mayor Harold Slone presented a Proclamation acknowledgment for the Police Officers locally and nationally for their Service and Sacrifice of those Law law enforcement officers killed in the line of duty while protecting our communities and safeguarding our democracy.

• Slone said “The Louisa City Pool has been getting new concrete work that has been needed for 20 years.” Also Madi Short will be the City Pool Manager this Summer when the pool opens on May 28, 2022.

  Bud Adams said there were 2 items discussed. Adams said “One was a possible real estate purchase to be made by the city, Mayor Slone will get an appraisal and then decide if interested. Secondly, the city is entering into an agreement to pay $2,200 in fines to the State Division of Water for minor infractions which could be contested, at the Louisa Sewer Plant. The sewer system is old and badly needs to be fixed. We are hoping to get a New Sewer System so it’s more of a nuisance settlement and it was a great accomplishment to put this behind them.” Motion was made by Lisa Schaeffer and 2nd by Tom Parsons. None Opposed.
