LOUISA CITY COUNCIL ANNOUNCES ALL GOLF CARTS ARE ILLEGAL…See Video

The Louisa City Council met on July 8, 2025 at 6PM at Louisa City Hall, 215 N. Main Cross Street, Louisa, Kentucky 41230.
Mayor of Louisa Harold E. Slone was in attendance along with Louisa City Council Members Joey McClanahan, Kala Brown, Caleb Farley and Coty Roe. Council Members Rose Lester and Keith Chaffin were absent.
PROCLAMATION FOR RYAN SAMMONS
Mayor Slone presented a Proclamation for Ryan Sammons who passed a year ago to his wife Kristy Sammons and daughters. Sammons was a teacher with the Lawrence County School System and a community leader who passed away at a much too early age. (See Video)
APPROVE MINUTES FOR JUNE 26, 2025
The Council unanimously passed the Minutes for June 26, 2025 with a Motion by Joey McClanahan seconded by Kala Brown. None Opposed.
COMMENTS FROM THE MAYOR
Mayor Slone discussed the Louisa Swimming Pool. “The pool is doing well so far there have been 4,100 Regular Admissions with revenue of $47,000 this year.”
Also Slone discussed the Golf Cart issue in Meadowbrook.
Slone said, “Local government can adopt an ordinance but currently, ALL golf carts are illegal. The City of Louisa can adopt an ordinance that allows golf carts on city streets, but the carts would have to have headlights, turn signals, tail lights and insurance then inspected by the Sheriffs Office then a City Sticker will be issued. If we choose to adopt an ordinance then golf cart drivers must be a valid driver. The City of Louisa does not have an ordinance in place, but could possibly make one.”
Louisa Police Chief Steven Wilburn said the laws have not been enforced “mostly because the tickets written are always thrown out in district court, anyway.”
Attorney Adams suggested Chief Wilburn check with surrounding cities to see if they are having the same issue and what they are doing.
The Council was told to check out the information provided in their packets and this agenda item will be discussed at the next regular city council meeting.
APPROVE INTERIM FINANCING APPLICATION WITH KENTUCKY RURAL WATER ASSOCIATION
This is the long awaited waste water sewer plant project. The Mayor wants the council to give him permission to fill out an application form for the financing of part of the $5 million project and see if we get approved then bring that information to next month’s meeting. The Council unanimously agreed with a Motion by Coty Roe seconded by Caleb Farley.
REVIEW AND/OR APPROVE HVAC REPAIRS & REPLACEMENT FOR THE LOUISA COMMUNITY CENTER
The air conditioner units at the Community Center are not working properly. Harold Slone checked and the warranty is expired. So the council agreed for Alpha Energy to replace a new unit and labor for $6,000. The unit is a 5 ton split unit with 5 year warranty. The item was unanimously approved with a Motion by Joey McClanahan seconded by Coty Roe.
THE JUNE BUDGET REPORT
Approved at June 2025 Special Meeting.
“The fiscal year 2025 city budget ended the year with a surplus due to increased operating revenues and grant sources. We carried that surplus into the 2026 fiscal year and adjusted expected revenues and expenses for the current budget. These additional revenues were partially appropriated to a 3% cost of living raise for employees as well as planned street resurfacing and sidewalk projects,” Mayor Slone said.

FIVCO GUEST
Jasper Ball was in attendance. Ball is in charge of Utilities Funding Agency at FIVCO. He attended to offer any help needed by the council in helping push the vital infrastructure project through. He said he has been working with mayor Slone for two years on the much needed project that will allow Louisa and the area to progress.
EXECUTIVE SESSION
Attorney Bud Adams said upon the council returning from executive session while they were in the session council discussed the status of a possible real estate acquisition and also discussed possible financing but no decision was made.
