LC FISCAL COURT SIGNS RESOLUTION TO NAME BRIDGE AFTER VETERANS FROM BLAINE

The Lawrence County Fiscal Court had a Special Meeting on Friday May 22, 2026 at the Lawrence County Courthouse, 122 S. Main Cross Street, Downtown 2nd Floor, Louisa, Kentucky 41230 at 10AM. LC Judge Executive Phil Carter was in attendance along with Magistrates including Rick Blackburn, Michael Mouse Halcomb and John Scaggs. David Pinson was absent.
APPROVE MINUTES
The LC Fiscal Court unanimously approved the Minutes for April 21, Regular Meeting. Motion by Michael Mouse Halcomb and seconded by John Scaggs.
APPROVE TREASURER’S REPORT
The Treasurers Report was unanimously approved with a Motion by John Scaggs and seconded by Michael Mouse Halcomb.
APPROVE BILLS
The County Bills were unanimously approved with a Motion by Michael Mouse Halcomb and seconded by John Scaggs. (NOTE: A Lazer viewer asked if the county was broke and could not make its payroll this month without the help from the BOE, but Treasurer Josh Puckett said that is not the case and the county has over $1 million in the bank.)
APPROVE ZONING ORDINANCE
Judge Carter said, “The Zoning Ordinance has to be voted on every 5 years and there have been no changes.” The Court unanimously approved the Zoning Ordinance with a Motion by Michael Mouse Halcomb and seconded by Rick Blackburn.
APPROVE SHERIFF TAX SETTLEMENT PAYMENT
LC Sheriff Chuck Jackson said, “Gentlemen, the Tax Payment is the same as previous years.” The Court unanimously approved the Sheriff Tax Settlement Payment with a Motion by Rick Blackburn and seconded by Michael Mouse Halcomb. (No numbers given)
APPROVE SHERIFFS 2025 PROPERTY TAX SETTLEMENT
The Sheriffs 2025 Property Tax Settlement was unanimously approved with a Motion by Michael Mouse Halcomb and seconded by John Scaggs. (No numbers given)
OPEN BIDS FOR EQUIPMENT
The LC Fiscal Court received one bid on equipment. This bid was from Boyd Cat in Ashland Kentucky. The bid for the Skid Steer was $35,500 and it is a 2022 Model. It comes with an equipment warranty and has a Grinder and Bucket also. Motion by Rick Blackburn and seconded by Michael Mouse Halcomb.
SUBMIT BIDS FOR MATERIALS IN THE MEDIA
The Bid for materials (gravel and sand) in the newspaper was unanimously approved with a Motion by Michael Mouse Halcomb and seconded by Rick Blackburn.
RESOLUTION TO NAME BRIDGE AFTER VETERANS
Marion Jr. Wheeler and Lowell Haskey Jr. are Veterans of the Korean War. Both gentlemen are from Blaine, Kentucky and Served Brave and Honorable during the war. Hood Creek Bridge will be named after Mr. Wheeler and Mr. Haskey.
Motion to approve was made by Rick Lemaster and seconded by John Scaggs.
