LC FISCAL COURT PASSES NEW COUNTY COVID POLICY…

On Tuesday, September 19, 2023 The Lawrence County Fiscal a court held a Regular Court Meeting at the Lawrence County Courthouse, 122 South Main Cross, Downtown 2nd Floor, Louisa, Kentucky at 10 AM.
LC Judge Executive Phil Carter was in attendance along with MAGISTRATES David Pinson, John Scaggs, Michael Mouse Halcomb. Rick Blackburn attended via cellphone.
LC Treasurer Josh Puckett, gave LC Fiscal Court the Treasurer’s Report. The report was passed with Michael Mouse Halcomb making the Motion and David Pinson 2nd.
Puckett had no requests and the LC Fiscal Court Bills were approved. John Scaggs made the Motion and Michael Mouse Halcomb 2nd.
The First Reading of Proposed Ordinance #23-001 was approved but the Ordinance #23-001 has already been used so Crystal Smith will change Ordinance#23-001 to #23-002. Motion of proposed Ordinance and First Reading was made by Michael Mouse Halcomb and 2nd by John Scaggs. The Ordinace will amend the LC Treasurer’s Budget to reflect new monies coming in from FEMA ICE Loan for $717,386. The County borrowed FEMA monies and FEMA is reimbursing the County. (SEE VIDEO)
LC Treasurer Josh Puckett said, “There is a new policy for COVID that will affect payroll and accounting. Missed work due to COVID Illness will now be treated like any other Illnesses,” Puckett said. “Before any County worker that was off work due to Covid, they have to have a COVID test because the Federal and State were paying for the employees to be out sick.”
“Now COVID will be considered like any other illness and not ‘A Special Illness.’” (SEE VIDEO)
LC Judge Executive Phil Carter said the Resolution for FLEX Funds was new funds the Fiscal Court had received to blacktop 2 roads in the County. Roads have not been selected. Motion was made by David Pinson 2nd by Michael Mouse Halcomb. (SEE VIDEO)
Judge Carter said, “The Fiscal Court needs to appoint two people to look at Steel Branch Road at Cains Creek Road, Blaine, Kentucky. Either the land needs to be turned over to the land owner or see if the County has any interest in the land, ” Motion by Michael Mouse Halcomb 2nd by David Pinson. Roll Call. Carter said he would nominate 2 people at a later date. (SEE VIDEO)
LC Schools Supt. Dr. Robbie Fletcher spoke about Dolly Parton’s Imagination Library. “The only two counties in Kentucky without this program were Lawrence County, and Scott County, Fletcher told the court. Once all Counties in each state are signed up for the program Dolly Parton will make a Special Visit to that State. He said more than 300 kids had been signed up already.
The Fiscal Court agreed to give a one-time donation of $1,000 to the program. Motion by Michael Mouse Halcomb 2nd by David Pinson. Dolly Parton’s Imagination Library is dedicated to inspiring a love of reading by gifting books free of charge to children from birth to age five, through funding shared by Dolly Parton and local community partners in the United States, Canada, United Kingdom, Australia and Republic of Ireland. Fletcher gave the LC Fiscal Court a present from the LCHS Football Team. It was a framed photo of the new turf on the LCHS field signed by all the LCHS Football players showing their appreciation for the LC Fiscal Court. (SEE VIDEO)
A group of ladies from J. J. Jordan Center, Louisa, Kentucky, above, spoke about the new CNA Program at J. J. Jordan Center which allows drug offenders a second chance by training to be certified health care workers. The Fiscal Court donated monies to this program with David McKenzie, Owner, J. J. Jordan Center. The ladies were thanking the Fiscal Court for their donation to make this program possible. (SEE VIDEO)
