LC FISCAL COURT NAMES NEW BOARD MEMBERS TO ‘NEW’ ETHICS BOARD, RAISES SENIORS GARBAGE BILLS
On Tuesday May 20, 2025 The Lawrence County Fiscal Court Regular Meeting was at 10:00 am at the Lawrence County Courthouse, Downtown 2nd Floor, 122 S. Main Cross Street, Louisa, Kentucky 41230. LC Judge Executive Phillip Carter was in attendance along with LC Magistrates David Pinson, Rick Blackburn, Michael ‘Mouse’ Halcomb and John Scaggs.
In today’s meeting the fiscal court swept through a 20 item agenda in less than and hour. Here’s a summary of what went on.
APPROVE MINUTES FOR APRIL 15 REGULAR MEETING
The LC Court unanimously approved the Minutes for April 15, 2025 with a Motion by Michael Halcomb and seconded by David Pinson.
APPROVE MINUTES FOR APRIL 22 SPECIAL MEETING
The LC Court unanimously approved the Minutes for April 22, 2025 with a Motion by David Pinson seconded by Rick Blackburn.
APPROVE TREASURERS REPORT
LC Treasurer Josh Puckett said, “Everything is in the black and there is about $200,000 in the General Fund.” The Court unanimously approved the Treasurers Report with a Motion by Rick Blackburn seconded by John Scaggs.

APPROVE TREASURERS REQUEST
Puckett said, “No request at this time.”
APPROVE BILLS
Puckett said, “The bills are regular, nothing special.” The Court unanimously approved the Bills with a Motion by Michael Halcomb seconded by David Pinson.
APPROVE PAYMENT FOR BLAINE CBDG
LC Deputy Judge Vince Doty said, “This project is over 80% done and will be finished by June.” This Payment for Blaine CBDG was unanimously passed by the Court with a Motion by David Pinson seconded by Rick Blackburn.
BLUE CALL CYBER SECURITY PROPOSAL
LC Treasurer Puckett said, “Blue Call owned by Eric Cline and others of Louisa, takes care of our phone systems, there are requirements for the county so Blue Call will handle All Services for computers. Also the LC Attorneys Office, PVA, and the library have all contacted Blue Call.”
The Proposal for Blue Call Cyber Security was passed unanimously with a Motion by Rick Blackburn seconded by Michael Halcomb.
AUTHORIZE CLERK INVITATION TO BID ON BLACKTOP, GRAVEL AND FUEL
Then Court unanimously passed the item to Authorize Clerk Invitation to Bid on Blacktop, Gravel and Fuel with a Motion by Michael Halcomb seconded by David Pinson.
SECOND READING FY 25-26 BUDGET
The Court unanimously passed the Second Reading of the FY 2025-2026 Budget with a Motion by Michael Halcomb seconded by David Pinson.

APPROVE SHERIFF 2024 FRANCHISE SETTLEMENT
The LC Court unanimously passed the Sheriff 2024 Franchise Settlement with a Motion by Rick Blackburn seconded by Michael Halcomb.
APPROVE SHERIFF 2024 PROPERTY TAX SETTLEMENT
The Court unanimously passed the Sheriff 2024 Property Tax Settlement with a Motion by Rick Blackburn seconded by Michael Halcomb.
APPROVE SHERIFF TAX SETTLEMENT PAYMENT
The LC Court unanimously approved the Sheriff Tax Settlement Payment with a Motion by David Pinson seconded by John Scaggs.
APPROVE CLOSURE OF CROSS STREET POINT SECTION
The Court unanimously passed the Closure of Cross Street Point Section with a Motion by Rick Blackburn seconded by Michael Halcomb.
APPOINT VIEWERS TO THE ANNA HAMMOND ADDITION POINT SECTION ROAD CLOSURE
The Court unanimously passed the Anna Hammond Addition Point Section Road Closure with a Motion by Rick Blackburn seconded by Michael Halcomb.
REPORT ON PASTURE LANE-SHEPHERDS BRANCH
The Court unanimously approved the Resolution on Pasture Lane-Shepherds Branch with a Motion by Michael Halcomb seconded by David Pinson. The name’s the game here as the county needs to have the correct name on the road.
APPLE VALLEY SANITATION RATE CHANGE
Charles and Sara Hall from Apple Valley Sanitation were present for the Meeting and suggested the prices change for garbage pickup which is required by county ordinance, to $17 for Seniors and $20 Regular. The price is currently $14 for seniors and $20 for regular.
Paul Walker, who also attended today’s meeting said haulers cannot stay in business with the charges the way they are. (See Video)
Magistrate Rick Blackburn pointed out the number of bags allowed will be as always. “We’ve never charged seniors any different in the number of bags and we won’t, ” Hall said.
The Court unanimously approved the sanitation rates $17 Seniors and $20 Regular. A Motion was made by John Scaggs seconded by Michael Halcomb.
Judge Carter said the new rates would be “pending a contract” from the county to local haulers before it can come into effect.
LAWRENCE COUNTY ETHICS BOARD ANNOUNCED
LC Judge Executive Phillip Carter announced the Lawrence County Ethics Board will consist of three members David McKenzie, Gene Davis and Elaine DeSario. The Motion was unanimously passed with a Motion by Rick Blackburn seconded by David Pinson. {Editors note: Dr. DeSario has told the Lazer as late as last week that she is not a member of the ethics board.}
FRED M VINSON MUSEUM BOARD MEMBERS ANNOUNCED
LC Judge Carter announced New Board Members for the Fred M Vinson Museum, John Skaggs and Garrett Tomlin have been added. The Court unanimously passed the Motion by David Pinson seconded by Rick Blackburn.
