Lawrence County Public Library Regular Meeting
The Lawrence County Public Library had its regular scheduled Board Meeting on Monday February 14, 2022 at 5PM. The Board of Trustees present were Carlie Pelfrey, Director, John Osborne, Susie Chambers, Kim Burchett and Mark Lester. Others present were George Oberlick and Dan Miller, who was attending as speaker for The Miller Group.
The agenda items included:
1. January 2022 Minutes-Approved, no discussion
2. December 2022 Financials-Approved, no discussion
3. Dan Miller-Miller Consulting Group.
Dan Miller spoke to the board about
learning how to plan strategically for projects in your county. Mr. Miller will be attending the LCPL Board meetings for the next four months, each month he will cover a topic helping the board navigate through planning for projects here in Lawrence County.
February’s board meeting involved how to review ‘Facts and Goals’, so Miller discussed the population and demographics of Lawrence County as follows:
2020 Projection Based on 2010 Census- 16,192
Actual Based on 2020 Census—————-16,293
Households with Broadband——————- 61.6%
Persons in Poverty————————————22.3%
Many other topics were discussed by Miller in his 30 minute presentation including the loss of jobs from Kentucky Power and the effect on the county and jobs lost in general. He said serving the elderly, which is 25% of Lawrence County’s population, is another goal of strategic planning effort. Being prepared for emergencies such as the COVID-19 epidemic was also discussed.

Ms. Pelphrey did not say if the strategic plan was mandated by the state or if it is a local initiative. She did say it was done in 2014 when she first took over the library and it is time for a new one. She also did not say how much the study will cost taxpayers.
4. Program Assistant Position – Approved unanimously- The library will be hiring someone to help assist Deena Nelson with programs in the facility.
5. Information for Bank Accounts – waiting on Mr. Scott Osborn, Board Trustee, Ms. Pelphrey told the board..
