Johnny W. Osborne – Lawrence County Attorney

On February 25th, 2026 the Lawrence County Attorney’s Office secured a referral to the Lawrence County Grand Jury for Mr. Cory M. Vasquez aka Cody Hughes, and Mr. Kaysaun M. Madden

Following an extensive investigation by Chief Steven Wilburn and officers of the Louisa Police Department a scheme was uncovered involving US Treasury checks meant to defraud local banks and United States’ taxpayers. The investigation was sparked by the vigilant observations of Louisa city employees.

Mr. Vasquez and Mr. Madden were both charged with the following:

(1) Engaging in Organized Crime – Criminal Syndicate

(2) Criminal Possession of a Forged Instrument – 1st Degree

We’re proud to be able to work with our partners in law enforcement to stop some of the rampant fraud that has been occurring across the country.
