In the past 7 day period from 12:01 A.M. January 23,2020, thru to 11:59 A.M. January 29,2020, there were at least 62 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 62, nine of those arrested were from Lawrence County.
Four Lawrence County residents were taken into custody in other Kentucky jurisdictions (1 who was arrested in Lawrence County, & later was transferred to Boyd County, 1 in Martin County, 1 in Carter County, and 1 in Magoffin County).
That is in comparison to the preceding 7 day period from 12:01 A.M. January 16,2020, thru to 11:59 A.M. January 22,2020, there were at least 65 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 65, 15 of those arrested were from Lawrence County. Also, nine Lawrence County residents were taken into custody in other Kentucky jurisdictions (1 in Boyd County, 1 in Johnson County, 1 in Rowan County, 2 in Martin County, 1 in Pike County, 1 in Scott County, & 2 were taken to Greenup County [after they were originally arrested in Lawrence County]).
The number of inmates that were lodged at the BSRDC in Paintsville as of 3:00 A.M. Thursday morning, January 30, 2020, was 229. The maximum designated inmate capacity as built for the BSRDC facility is 225.
The names and criminal charges of those latest nine arrested in Lawrence County, along with the nine Lawrence County residents arrested in other Kentucky counties, are the following:
Nathaniel M. Pack, 36, of Louisa, was arrested on January 24, 2020, at 1:20 A.M., by deputy Dwayne Bowen, of the Lawrence County Sheriff Department,& was charged with:
• CRIMINAL TRESPASSING-2ND DEGREE,
• CRIMINAL MISCHIEF 3RD DEGREE,
• TERRORISTIC THREATENING, 3RD DEGREE,
• RESISTING ARREST.
Timothy S. Harper, 18, of Louisa, was arrested on January 24, 2020, at 2:51 A.M.,by patrolman officer Hunter James, of the Louisa Police Department,& was charged with:
• FLEEING OR EVADING POLICE, 2ND DEGREE (ON FOOT),
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),
• FAILURE TO APPEAR (2 SEPARATE CHARGES COUNTS).
Maridra N. Stepp, 39, of Columbus, Ohio; was arrested on January 24, 2020, at 10:53 P.M.,by sergeant Steven Wilburn, of the Louisa Police Department, and was charged with:
• THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500,
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE).
Ronald Perkins, 45, of Columbus, Ohio; was arrested on January 24, 2020, at 11:05 P.M.,by sergeant Steven Wilburn, of the Louisa Police Department, and was charged with:
• NON-PAYMENT OF COURT COSTS, FEES OR FINES,
• THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500.
Steven Ray Messer, 39, of Wayne, West Virginia; was arrested on January 26, 2020, at 4:50 A.M., by deputy Michael Housinger, of the Lawrence County Sheriff Department, and was charged with:
• ALCOHOL INTOXICATION IN A PUBLIC PLACE (1ST & 2ND OFFENSE),
• DISORDERLY CONDUCT, 2ND DEGREE,
• TERRORISTIC THREATENING, 3RD DEGREE
Laquitta M. Jacobs, 36, of Campbellsville, Kentucky; was taken into custody on January 26, 2020, at 1:04 P.M.,by the Lawrence County Sheriff Department,&was charged with:
• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.
Carlos R Hayes, 51, of Louisa, was arrested on January 27, 2020, at 1:41 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with:
• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) NO VISIBLE INJURY.
Derek A. Crum, 39, of Louisa, was arrested on January 28, 2020, at 12:59 A.M.,by patrolman officer Hunter James,of the Louisa Police Department,& was charged with:
• NON-PAYMENT OF COURT COSTS, FEES OR FINES,
• FAILURE TO APPEAR
Tyler L. Branham, 36, of Louisa, was arrested on January 29, 2020, at 9:33 A.M., by a deputy of the Lawrence County Sheriff Department,& was charged with,via a grand jury indictment:
•TRAFFICKING IN CONTROLLED SUBSTANCE, 2ND DEGREE, 1ST OFFENSE – < 20 D.U.DRUG UNSPECIFIED SCHEDULE 3),
• DRUG PARAPHERNALIA – DELIVER/MANUFACTURE,
• PERSISTENT FELONY OFFENDER I,
• FUGITIVE FROM ANOTHER STATE – WARRANT REQUIRED.

Charles Defoe, 36, of Louisa, was originally arrested in Lawrence County, and was later transferred from the Big Sandy Regional Detention Center in Paintsville in Johnson County, to the Boyd County Detention Center in Catlettsburg in Boyd County, on January 24, 2020, at 1:40 P.M., by deputy Andrew Garnes,of the Boyd County Sheriff Department, and was charged with:
• FAILURE TO APPEAR (2 SEPARATE CHARGES COUNTS).for not appearing Boyd County Court. Charles Defoe bail bond was set for $500 cash, on one of the Failure To Appear charges.
Charles J. Defoe was originally arrested on January 19, 2020,at 10:56 P.M., by patrolman officer Hunter James, of the Louisa Police Department, and was charged with:
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),

Brett Cook, 22, of Blaine, Kentucky; was arrested in Martin County, on January 24, 2020, at 11:23 P.M., by deputy David Adams, of the Martin County Sheriff Department, and was charged with:
• ALCOHOL INTOXICATION IN A PUBLIC PLACE (1ST \& 2ND OFFENSE).
Nathaniel Lemaster, 26, of Louisa, was arrested in Carter County, on January 26, 2020, at 12:25 A.M., by deputy Beller, of the Carter County Sheriff Department, and was charged with:
• NON-PAYMENT OF COURT COSTS, FEES OR FINES BOND,
• PROBATION VIOLATION (FOR FELONY OFFENSE).
Nathanile Lemaster bond was set at $218 cash on the Non-Payment charge; Lemaster remains jailed as of Thursday afternoon, January 30.
Darrell K. Spencer, 36, of Louisa, was arrested in Magoffin County, on January 28, 2020, at 8:25 P.M., by deputy Bryan Tipton, of the Magoffin County Sheriff Department, and was charged with:
• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE,
• POSSESSION OF OPEN ALCOHOL BEVERAGE CONTAINER IN MOTOR VEHICLE PROHIBITED,
