IN AN EARLIER MOVE, BOTH BOYD COUNTY, KY. & GREENUP COUNTY, KY., JAILERS IN THIS PAST AUGUST 2020, DROPPED THEIR JAIL WEBSITES, NO LONGER AVAILABLE TO THE PUBLIC, AND MAKING WHO WAS ARRESTED BY WHO AND BOOKED AT THE JAIL UNKNOWN TO THE PUBLIC, UNLESS A POLICE AGENCY IN THEIR RESPECTIVE COUNTY RELEASES INFORMATION ON A SPECIFIC ONE OR MORE PEOPLE WHO GOT ARRESTED ON THEIR CHARGES, AS PART OF A PRESS STATEMENT TO AREA NEWS AGENCIES. THIS IS WHY THERE IS LESS INFORMATION IN SOME OF ARREST SUSPECTS IN THIS REPORT THAN IN THE PAST USUAL.

FROM 12:01 A.M., OCTOBER 1 THRU TO 8:00 P.M., OCTOBER 200, (19 & 1/3 DAYS) THERE HAVE BEEN AT LEAST 172 PEOPLE ARRESTED FROM JOHNSON, LAWRENCE, MAGOFFIN, AND MARTIN COUNTIES COMBINED, AND WERE BOOKED AT THE BIG SANDY REGIONAL DETENTION CENTER IN PAINTSVILLE.

29 OF THOSE ARRESTS WERE FROM LAWRENCE COUNTY.

SEPARATELY, EIGHT LAWRENCE COUNTY RESIDENTS WERE TAKEN INTO CUSTODY IN OTHER KY. COUNTIES JURISDICTIONS (1 IN BOYD COUNTY, 1 IN PIKE COUNTY, 3 IN MARTIN COUNTY, AND 3 IN JOHNSON COUNTY).

PREVIOUSLY, FROM 12:01 A.M., SEPTEMBER 20 THRU TO 11:59 P.M., SEPTEMBER 30, (11 DAYS) THERE HAVE BEEN AT LEAST 76 PEOPLE ARRESTED FROM JOHNSON, LAWRENCE, MAGOFFIN, AND MARTIN COUNTIES COMBINED, AND WERE BOOKED AT THE BIG SANDY REGIONAL DETENTION CENTER IN PAINTSVILLE. 12 OF THOSE ARRESTS WERE FROM LAWRENCE COUNTY. IN ADDITION THERE IS AN ARREST THAT WAS MISSED AND NOT REPORTED ON THE PREVIOUS LAWRENCE COUNTY ARREST REPORT.

SEPARATELY, THREE LAWRENCE COUNTY RESIDENTS WERE TAKEN INTO CUSTODY IN OTHER KY. COUNTIES JURISDICTIONS (1 IN BULLITT COUNTY, 1 IN PIKE COUNTY, AND 1 IN GREENUP COUNTY).

THE NUMBER OF INMATES THAT WERE HOUSED AT THE BSRDC IN PAINTSVILLE AS OF 8:00 A.M., TUESDAY, OCTOBER 20, IS 204.

Gregory L. Scott, 35, of Tomahawk, Kentucky; was arrested on October 1, 2020, at 3:05 P.M., by patrolman officer Teddy B. Newsome, of the Louisa Police Department, and was charged with:

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),

• DRUG PARAPHERNALIA – BUY/POSSESS.

 

Ronnie Dale Sweeney, 48, of Louisa, Kentucky; was arrested on October 4, 2020, at 7:03 P.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, & was charged with:

• OPERATING MOTOR VEHICLE UNDER/ INFLUENCE SUBSTANCE (189A.010(1C) – 1ST OFFENSE,

Tommy Muncy, 45, of Louisa, Kentucky; was arrested on October 5, 2020, at 5:35 A.M., by patrolman officer Michael Housinger, of the Louisa Police Department,& was charged with:

April L. Meeks, 40, of Louisa, Kentucky; was arrested on October 5, 2020, at 8:19 P.M., and was charged with:

• FAILURE TO APPEAR.

Corbie A. Fyffe, 57, of Blaine, Kentucky; was arrested on October 5, 2020, at 10:50 A.M., by deputy Joe Osborne, of the Lawrence County Sheriff Department, & was charged with:

• INTIMIDATING A PARTICIPANT IN THE LEGAL PROCESS

Carl E. Marcum, 48, of Louisa,Kentucky; was arrested on October 4, 2020, at 7:03 P.M., by court security officer Melody Salyers, of the Lawrence County Sheriff Department,& was charged with, via a warrant:

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE,1ST OFFENSE (METHAMPHETAMINE).

Bobby Spurlock, 21, of Amelia, Ohio; was taken into custody on October 8, 2020, at 3:26 P.M., by the Lawrence County Sheriff Department, to serve a guilty plea jail sentence, “weekender”:

• CONTEMPT OF COURT LIBEL/ SLANDER RESISTANCE TO ORDER; following up afterwards, On October 13 at 11:23 A.M., Bobby Spurlock was served at the BSRDC by Lawrence County Sheriff Chuck Jackson, with a July 2019 Lawrence County Circuit Court indictment for the charges of:

*Trafficking In a Controlled Substance, 1st degree, class D felony,

*Tampering With Physical Evidence, class D felony,

*Possession of Marijuana, a class A misdemeanor

*Possession of Drug Paraphernalia, class A misdemeanor and

*Failure to Signal.

 

Cassidy P. Mounts, 22, of Louisa, was arrested on October 10,2020, at 10:53 P.M., by the Lawrence County Sheriff Department, and was charged with:

• FAILURE TO APPEAR.

Jeremy Ray Burris, 33, of Louisa, was arrested on October 11, 2020, at 1:09 A.M., by an officer of the Louisa Police Department, & was charged with:

• TRAFFICKING IN CONTROLLED SUBSTANCE 1ST OFFENSE (HEROIN),

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),

Stanley M. Wilks, 46, of Louisa, was arrested on October 11, 2020, at 5:43 P.M.,by chief deputy Mason Keefer,the Lawrence County Sheriff Department, and was charged with:

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE SUBSTANCE (189A.010(1C) – 2ND OFFENSE (AGGRAVATING CIRCUMSTANCES).

 

Alexis P. Carter-Bouallagui, 30, of Pritchard, Wet Virginia; was arrested on October 12,2020,at 10:53 P.M., by the Lawrence County Sheriff Department, and was charged with:

Kenneth McKinster, 32, of Louisa, was arrested on October 12,2020,at 12:36 A.M., and was charged with:

Gary Fyffe, 55, of Blaine, Kentucky; was arrested on October 13, 2020, at 2:13 P.M., by deputy Joe Osborne, of the Lawrence County Sheriff Department, and was charged with, via a grand jury indictment:

Jessie Downey, 47, of Louisa, was arrested on October 13,2020,at 9:20 P.M., and was charged with:

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE).

Jonathon M. Young, 42, of Louisa, was arrested on October 15,2020, at 11:19 P.M., and was charged with:

Danny Pack, 45, of Louisa, was arrested on October 18, 2020, at 12:08 A.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, & was charged with:

Benito Morales Diaz, 27, of Greenup, Kentucky; was arrested on October 19, 2020, at 2:52 A.M., by a trooper of the Kentucky State Police, & was charged with:

• SPEEDING 26 MPH OR > SPEED LIMIT,

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL .08 (189A.010(1A) – 1ST

• NO OPERATORS-MOPED LICENSE.

 

Janet Clay, 58, of Louisa, was arrested on October 19, 2020, at 6:31 P.M., by an officer of the Louisa Police Department, & was charged with:

• PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL),

• THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING.

Brenda J. Shannon, 39, of Louisa, was arrested on October 20, 2020, at 3:35 A.M., by deputy Everett Chase Kirk,, of the Lawrence County Sheriff Department, and was charged with:

• PAROLE VIOLATION (FOR FELONY OFFENSE).

Amity Rae Ison-Hinkle, 30, of Rush, Kentucky; was arrested on October 20, 2020,at 3:52 A.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, and was charged with:

• INADEQUATE SILENCER (MUFFLER),

• POSSESSION CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),

• DRUG PARAPHERNALIA – BUY/POSSESS.

Ralph W. Cordle, 42, of Blaine, Kentucky; was arrested in Johnson County, on October 1, 2020, at 5:58 P.M., by trooper Joseph E. Weddington, of the Kentucky State Police, Post 9-Pikeville, Ky., & was charged with:

• FAILURE OF OWNER TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE.

 

William J. McCoy, 48, of Louisa, was arrested in Johnson County, on October 4, 2020,at 6:50 P.M., by Jeffrey Castle, of the Johnson County Sheriff Department,& was charged with:

• POSSESSION OF FIREARM BY CONVICTED FELON,

• TERRORISTIC THREATENING, 3RD DEGREE,

• PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL),

• MENACING.

 

Jeffery B. Marcum, 35, of Louisa,Kentucky; was arrested in Martin County,on October 5,2020, at 8:17 P.M.,by deputy David Adams, of the Martin County Sheriff Department,& was charged with:

• DRUG PARAPHERNALIA – BUY/ POSSESS.

According to the arrest citation report, deputy David Adams wrote that Jeffrey Marcum was a passenger on an ATV when the driver was arrested, and that Jeffrey Marcum dropped a syringe behind him.

Samuel Martin Horn, 47, of Louisa, Kentucky; was arrested in Martin County, on October 7,2020, at 5:33 P.M., by Sheriff John H. Kirk and deputy William Tyler Lafferty, of the Martin County Sheriff Department, and was charged with:

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE,1ST OFFENSE (METHAMPHETAMINE),

• DRUG PARAPHERNALIA – BUY/POSSESS.

According to the arrest citation report, deputy Lafferty wrote that he assisted Sheriff Kirk on a call about a man passed out on the side of road on Old Route 3. Deputy Lafferty wrote further that two bags of a crystal like substance and one used syringe were found on Samuel Horn, who advised deputy Lafferty and Sheriff Kirk that the substance was meth.

 

 

Jimmy D. Maynard, 41, of Louisa, was arrested in Johnson County, on October 7, 2020, at 6:14 A.M., by officer Hutchinson, of the Paintsville Police Department, & was charged with:

• SERVING FOUR BENCH WARRANTS FOR COURT,

• ASSAULT 4TH DEGREE (MINOR INJURY),

• GIVING OFFICER FALSE IDENTIFYING INFORMATION.

Jordon D. Stamperd, 28, of Louisa, was arrested in Pike County, on October 11, 2020, at 1:50 A.M., by trooper Cody Stiltner, of the Kentucky State Police, Post 9-Pikeville, Ky., & was charged with:

• FAILURE TO WEAR SEAT BELTS,

• FAILURE TO OR IMPROPER SIGNAL,

• FAILURE TO PRODUCE INSURANCE CARD,

• REAR LICENSE NOT ILLUMINATED,

• OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE,

• GIVING OFFICER FALSE IDENTIFYING INFORMATION,

• RECEIVING STOLEN PROPERTY UNDER/$10,000, ($500 FULL CASH BOND- PIKE COUNTY DISTRICT COURT JUDGE ROBERT F. WRIGHT),

• FAILURE TO APPEAR (MARTIN COUNTY COURT-NO BOND JUDGE JOHN DAVID PRESTON).

 

Josh Ray, 39, of Louisa, was arrested in Boyd County, on October 1, 2020, by deputy Mark Wheeler, of the Boyd County Sheriff Department, & was charged with:

• TBUT OR DISP AUTO – $500 OR MORE BUT UNDER/$10,000,

• PERSISTENT FELONY OFFENDER I,

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),

• CRIMINAL TRESPASSING-3RD DEGREE,

• SERVING BENCH WARRANT FOR COURT; afterwards, Josh Ray was transferred from the Boyd County Detention Center in Catlettsburg, Ky., to the Big Sandy Regional Detention Center in Paintsville, Ky., on October 19, 2020, and booked at 5:38 P.M., on for the served court bench warrant from Lawrence County.
