FROM 12:00 A.M.,N NOVEMBER 11, 2022, THRU TO 11:59 P.M., NOVEMBER 30, 2022, (20 DAYS); AT LEAST 102 PEOPLE WERE ARRESTED FROM JOHNSON, LAWRENCE, MAGOFFIN, & MARTIN COUNTIES COMBINED, AND WERE BOOKED AT THE BIG SANDY REGIONAL DETENTION CENTER IN PAINTSVILLE, KY., IN JOHNSON COUNTY.
 
OUT OF THOSE 102 ARRESTS, 20 ARRESTS WERE FROM LAWRENCE COUNTY.
SEPARATELY, THREE (3) LAWRENCE COUNTY RESIDENTS WAS TAKEN INTO CUSTODY IN ANOTHER COUNTY JURISDICTION (ONE(1) IN CARTER COUNTY, ONE IN PIKE COUNTY, & ONE (1) IN JOHNSON COUNTY).  
 
PREVIOUSLY; FROM 12:00 A.M., OCTOBER 26, 2022, THRU TO 11:59 P.M., NOVEMBER 10, 2022, (16 DAYS); AT LEAST 158 PEOPLE WERE ARRESTED FROM JOHNSON, LAWRENCE, MAGOFFIN, & MARTIN COUNTIES COMBINED, & WERE BOOKED AT THE BIG SANDY REGIONAL DETENTION CENTER IN PAINTSVILLE, KY., IN JOHNSON COUNTY. OUT OF THOSE 158 ARRESTS, 28 ARRESTS WERE FROM LAWRENCE COUNTY. SEPARATELY, FIVE (5) LAWRENCE COUNTY RESIDENTS WAS TAKEN INTO CUSTODY IN ANOTHER COUNTY JURISDICTION (ONE(1) IN MARTIN COUNTY, ONE IN ELLIOTT COUNTY, AND THREE (3) IN JOHNSON COUNTY). ALSO THERE WERE TWO (2) LAWRENCE COUNTY RESIDENTS ARRESTED IN LAWRENCE COUNTY ON COURT BENCH WARRANTS IN BOYD COUNTY, KY., AND WERE A COUPLE DAYS LATER TAKEN THERE. 
 
THE NUMBER OF INMATES THAT WERE BEING HOUSED AT THE BIG SANDY REGIONAL DETENTION CENTER IN PAINTSVILLE, KY, IN JOHNSON COUNTY, ON FRIDAY, DECEMBER 2, AT 6:00 A.M., WAS 212. IN COMPARISON, IN EARLY NOVEMBER IT WAS AT IN THE UPPER 250s COUNT. THE MAXIMUM DESIGNATED CAPACITY OF THE BSRDC FACILITY IS 225.
 
HERE ARE THE TWENTY (20) ARRESTS IN LAWRENCE COUNTY, AND THE THREE (3) OUT OF COUNTY ARRESTS OF A LAWRENCE COUNTY CITIZEN; ARE AS THE FOLLOWING:
Katrina Fillinger, 41, of Breeden, West Virginia; was arrested on November 14, 2022,at 10:42 P.M.,by an officer of the Louisa Police Department,& was charged with: 
• SERVING BENCH WARRANT FOR COURT. The court bench warrant for Katrina Fillinger was from out of Pike County, Kentucky.
 
James Barker, 59, of Olive Hill, Kentucky; was arrested on November 16, 2022,at 1:52 P.M.,by Sheriff Chuck Jackson,of the Lawrence County Sheriff Office,& was charged with via a grand jury indictment: 
• THEFT BY DECEPTION-INCLUDE COLD CHECKS UNDER/$10,000.
 
Arthur Ale Winfree, 68, of Louisa, Kentucky; was arrested on November 16, 2022,at 10:16 P.M.,by deputy Travis Music, of the Lawrence County Sheriff Office, and was charged with via a grand jury indictment: 
• SEXUAL ABUSE, 1ST DEGREE, VICTIM UNDER/12 YEARS OF AGE,
 • SEXUAL ABUSE, 1ST DEGREE.
Charles A. Hammond, 44, of Paintsville, Kentucky; was arrested on November 17, 2022,at 9:30 A.M., by deputy Dwayne Bowen,of the Lawrence County Sheriff Department,& was charged with: 
• SERVING TWO BENCH WARRANTS FOR COURT, 
• FAILURE TO OR IMPROPER SIGNAL, 
• OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE.
Clint Edward Marcum, 40, of Louisa, Kentucky; was arrested on November 17, 2022,at 6:51 P.M.,by detective Hunter James, of the Louisa Police Department,& was charged with: 
• FAILURE TO APPEAR  (2 SEPARATE COUNTS)
 
David R. Falls, 52, of Louisa, Kentucky; was arrested on November 18, 2022, at 12:18 P.M., by deputy Tyler Laney,of the Lawrence County Sheriff Department,& was charged with: 
• NON-PAYMENT OF COURT COSTS, FEES OR FINES.
 
Randall V. Thompson, 59, of Fort Gay,West Virginia; was arrested on November 18, 2022, at 4:51 P.M., by deputy Tyler Laney,of the Lawrence County Sheriff Department,&was charged with: 
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE), 
• FUGITIVE WARRANT FROM ANOTHER STATE – WARRANT REQUIRED. The fugitive warrant for Randall Thompson was from out of West Virginia.
 
Susan Moore, 48, of Louisa, Kentucky; was arrested on November 18, 2022, at 2:07 P.M., by deputy Tyler Laney,of the Lawrence County Sheriff Department,& was charged with:
• RESISTING ARREST, 
• HARASSING COMMUNICATIONS,
*  FALSE REPORT AN INCIDENT TO LAW ENFORCEMENT.
Pamela S. Mathieu, 52, of Louisa,Kentucky; was arrested on November 18, 2022, at 3:34 P.M., by deputy Tyler Laney, of the Lawrence County Sheriff Department, and was charged with via a grand jury indictment:
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (DRUG UNSPECIFIED).
 
 
Tyrena Chaffins, 39, of Louisa, Kentucky; was arrested on November 19, 2022,at 7:52 P.M.,by Sheriff Chuck Jackson,of the Lawrence County Sheriff Office,& was charged with via a grand jury indictment: 
• ASSAULT, 1ST DEGREE –  DOMESTIC VIOLENCE.
 
Alexis J. Boyd, 28, of Louisa,Kentucky; was taken into custody on November 20,2022,at 3:23 P.M., by  the Lawrence County Sheriff Department,to serve a guilty plea jail sentence, “weekender”:
• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.
 
Saul Carcamo, 45, of Louisa, Kentucky; was arrested on November 21,2022,at 3:22 P.M., by a trooper of the Kentucky State Police, and was charged with: 
• DISTRIBUTION OBSCENE MATTER TO MINORS OVER/12, UNDER 18 1ST OFFENSE.
Sarah E. Booth, 35, of Owingsville, Kentucky; was arrested on November 21, 2022 at 6:00 P.M., by officer Akers,of the Kentucky Department of Corrections Division of Probation & Parole, & was charged with: 
• PROBATION VIOLATION (FOR TECHNICAL VIOLATION), 
• PROBATION VIOLATION (FOR FELONY OFFENSE).
 
 
Sarah Booth was originally arrested in Montgomery County, KY., on October 12, 2022, at 11:01 A.M., on both probation violations warrants charges out of Lawrence County, related to the sentencing terms related  to her arrest on trafficking meth and heroin charges on July 9, 2021.
 
James Ronald Blair, 47, of Louisa, Kentucky; was arrested on November 21, 2022,at 11:54 P.M., by patrolman officer Teddy B. Newsome,of the Louisa Police Department, & was charged with:  
• FAILURE TO APPEAR, CITATION  FOR MISDEMEANOR.
 
 
Bradley A. Fraley, 50, of Louisa, Kentucky; was arrested on November 24, 2022, at 3:08 P.M., by detective Hunter James,of the Louisa Police Department,& was charged with: 
• MENACING, 
• FLEEING OR EVADING POLICE, 2ND DEGREE (ON FOOT), 
• DISORDERLY CONDUCT, 2ND DEGREE.
 
Doris J. Strickland, 47, of Louisa, Kentucky; was arrested on November 24,2022,at 8:45 P.M.,by deputy Joseph Osborne,of the Lawrence County Sheriff Office, and was charged with: 
• FAILURE TO APPEAR, 
• TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 2ND OR > OFFENSE – (> OR = 2 GRAMS METHAMPHETAMINE), 
• DRUG PARAPHERNALIA – BUY/POSSESS, 
• PROMOTING CONTRABAND – 1ST DEGREE, 
• TAMPERING WITH PHYSICAL EVIDENCE.
 
 
Todd M. Detonnancourt, 59, of Louisa,Kentucky; was arrested on November 27, 2022, at 6:18 P.M.,by deputy Tyler Laney, of the Lawrence County Sheriff Department, and was charged with:
• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL < 21 YEARS OF AGE .02-.07, 
• POSSESSION OF OPEN ALCOHOL BEVERAGE CONTAINER IN MOTOR VEHICLE PROHIBITED.
 
Austin Tyler McCoy, 28, of Louisa,Kentucky; was arrested on November 28, 2022, at 2:53 A.M.,by deputy Travis Music, of the Lawrence County Sheriff Office, and was charged with:
• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) MINOR INJURY, • ENDANGERING THE WELFARE OF A MINOR.
 
Tanika L. Grass, 20, of Louisa, Kentucky; was arrested on November 28, 2022, at 2:53 A.M.,by deputy Travis Music, of the Lawrence County Sheriff Office, and was charged with: 
• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) MINOR INJURY, 
• ENDANGERING THE WELFARE OF A MINOR.
Tabitha Jude, 51, of Louisa,Kentucky; was arrested on November 28,2022,at 8:34 P.M.,by deputy Travis Music, of the Lawrence County Sheriff Office, and was charged with:
• FAILURE TO APPEAR.

• NO REGISTRATION PLATES, 
• NO TAIL LAMPS, 
• FLEEING OR EVADING POLICE, 2ND DEGREE (MOTOR VEHICLE), 
• FLEEING OR EVADING POLICE, 2ND DEGREE (ON FOOT).
* FAILURE OF NON-OWNER OPERATOR TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE, 
• FAILURE TO PRODUCE INSURANCE CARD, 
• RESISTING ARREST, 
• CONTEMPT OF COURT (2 SEPARATE CHARGES COUNTS).                                          
 
Benjamin Tackett’s bond was set at $7,017.02 full cash; and he currently remains in the Pike County Detention Center in Pikeville, KY.
 
Cody Tanner Frazier, 28, of Louisa, Kentucky; was taken into custody in Carter County, on November 24, 2022, at 11:10 A.M., by deputy Jeff McMonigal, of the Carter County Sheriff Office, and was taken to the Carter County Detention Center in Grayson KY., to begin his prison sentencing: 
• CONTROLLED INTAKE.
 
 
Hager D. Hackney, 60, of Lowmansville, Kentucky; was arrested in Johnson County, on November 29, 2022, at 5:05 P.M., by officer Jackson, of the Paintsville Police Department, and was charged with: 
• ASSAULT 4TH DEGREE (DOMESTIC VIOLENCE) MINOR INJURY, 
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFF (METHAMPHETAMINE), 
• POSSESSION CONTROLLED SUBSTANCE, 3RD DEGREE – DRUG UNSPECIFIED, 
• DRUG PARAPHERNALIA – BUY/POSSESS.
