Louisa woman arrested for heroin, fentanyl trafficking

LOUISA, Ky. — A search of a Lawrence County woman’s home resulted in the discovery of a large amount of heroin and fentanyl.

Rita Faye Napier, 66, of Louisa, now faces charges of aggravated trafficking in heroin and fentanyl, as well as possession of drug paraphernalia. During a raid of her home early Friday morning, Louisa Police Department seized more than 100 grams of heroin and 22 grams of fentanyl, along with several sets of digital scales and multiple plastic bags.

Because of the amounts involved, each of the trafficking charges carries a potential sentence of 10-to-20 years in prison. She would also be required to serve at least half of her sentence for heroin and 85 percent of her sentence for fentanyl before becoming eligible for parole, if she is convicted.

“…On 12 09/2025 at 01:33, I was dispatched to 1450 Torchlight RD in reference to a male subject attempting to stab his wife in the back. Upon my arrival, I came in contact with the wife, Michaele Looney, who stated that her husband, Jeffery Looney, 33, was in her car when he came inside. She noticed he had been drinking. She states that he went back outside for a while, and when he came back in, she heard him in the kitchen tearing the floors up and throwing things. She states she confronted him and they got into a heated argument, and when she turned to walk away, her daughter stated (mom, mom, dad, no), and when she turned around, he had a knife raised in the air to stab her.

She stated that he then ran outside, and she locked the door. He then left the house, where other officers made contact with him at Storms Auto, located at 2565 in the city limits. He was manafestly under the influence, and the car’s passenger side front tire was off the rim, with him parked next to the dumpster. When they made contact, he was asleep in the car, and it took multiple minutes to get him up, with the officers hollering his name. They opened the door and had to physically wake him up, in which he had slurred speech and was having trouble walking. –Officer E. Laney

High-Speed Pursuit Ends in Arrest on US-23 in Lawrence County

Elizabeth Campbell, of Charleston, West Virginia, is facing multiple charges following a police pursuit and arrest Saturday morning in Lawrence County, according to a uniform citation from the Lawrence County Sheriff’s Department.

Court records indicate the incident occurred along US-23 near Louisa, where deputies made contact with a vehicle reported to be fleeing law enforcement. The pursuit reportedly originated in Boyd County and ended after the vehicle was stopped in Lawrence County.

Campbell is charged with:

Fleeing or Evading Police (1st Degree – Motor Vehicle)

Unauthorized Use of a Motor Vehicle

Operating a Motor Vehicle Under the Influence of a Controlled Substance

No Registration Plates

The citation states the vehicle was allegedly taken without permission and that signs of impairment were observed. Campbell was transported for medical evaluation, where a blood draw was requested and refused, according to the report.

She was arrested and is currently lodged at the Big Sandy Regional Detention Center pending court proceedings.
