The Big Sandy Regional Detention Center in Paintsville, Kentucky has finally conducted a major purge and release of prisoners being housed in recent days due to the severe overcrowding at the jail, bringing the number of inmates currently incarcerated to its lowest mark in a year with the total down on Friday, August 17, to 256.
Two weeks ago, the inmate count was at 315. Two months ago it was at an all time high of 357 inmates; as the BSRDC jail facility that as it was built for a designated maximum capacity of 225.
What makes this major drop in the inmate numbers so surprising is that the recent arrest levels have been quite high in Lawrence County and the other counties that use the BSRDC.
In the last 9 day period from 5:00 P.M. August 12 thru to 5:00 P.M. August 12, there were at least 129 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 129, 18 of those arrested were from Lawrence County.
And since 12:00 A.M. August 1 thru to 5:00 P.M. August 21, there were at least 283 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center. Out of those 283, 37 of those arrested were from Lawrence County.
The names and criminal charges of the latest 18 Lawrence County arrests are the following:
Andrea S. Cantrell, 36, of Ulysses, Kentucky; was arrested on August 13, 2018, at 11:42 A.M., by a deputy of the Lawrence County Sheriff Department, and was charged with:
• THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500,
• DRUG PARAPHERNALIA – BUY/POSSESS.
Kayla J. Horn-Hunt, 30, of Louisa, was arrested on August 14, 2018, at 12:45 P.M., by chief deputy Mark Wheeler of the Lawrence County Sheriff Department, and was charged with:
• SERVING PAROLE VIOLATION WARRANT.
Lloyd Brown, 48, of Louisa, was arrested on August 14, 2018, at 1:02 P.M., by court security officer Karl Adkins, of the Lawrence County Sheriff Department, and was charged with:
• SERVING BENCH WARRANT FOR COURT.
Jonathan Wynne, 30, of Louisa, was arrested on August 14, 2018, at 1:13 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with:
• FLAGRANT NON SUPPORT.
Johnny Moore, 30, of Louisa, was arrested on August 14, 2018, at 1:13 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with, via a grand jury indictment:
• SEXUAL ABUSE, 1ST DEGREE, VICTIM UNDER/12 YEARS OF AGE.
Johnny Moore’s bail was set at $10,000 full cash only. Moore was released after paying his bond the same day if his arrest, August 14.
Jason Ratliff, 45, of Louisa, was arrested on August 14, 2018, at 5:21 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with, via a grand jury indictment:

Frank D. Spears, 34, of Louisa, was arrested on August 15, 2018, at 1:39 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with, via a grand jury indictment:
