Adam Perry, 42, of Louisa, Kentucky; was arrested on April 19, 2021, at 12:31 A.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, and was charged with:
• FAILURE TO APPEAR (2 SEPARATE CHARGE COUNTS).
Bailey Alexander Maynard, 21, of Louisa, Kentucky; was arrested on April 19, 2021, at 2:50 P.M., by deputy Julius Musick, of the Lawrence County Sheriff Department, and was charged with:
• TERRORISTIC THREATENING, 2ND DEGREE,
• DISORDERLY CONDUCT, 2ND DEGREE, • MENACING.
Billy Turner, 29, of Louisa, Kentucky; was arrested on April 20, 2021, at 7:15 A.M., by chief deputy-sergeant Mason Keefer, of the Lawrence County Sheriff Department, and was charged with:
• BURGLARY, 2ND DEGREE.
According to the arrest report, deputy Mason Keefer received a call from Billy Turner, whereupon he threatened to kill his neighbor. Upon deputy Keefer arrival at the home on Thornsberry Branch Road, he spoke to Billy Turner.
Deputy Keefer wrote in the report that Billy Turner appeared to be having hallucinations, by saying there were people in the woods who were taunting him. Billy Turner also told deputy Keefer that his parents witnessed this as well, according to the arrest report. Billy Turner also told deputy Keefer that some of the people were sleeping in the woods, the arrest report said, and that Billy Turner also witnessed the trespassers
Deputy Keefer spoke with the other emergency caller, identified Diane Blake. Ms. Blake advised deputy Keefer that Billy Turner broke into her house and made threats to her, according to the arrest report, Deputy Keefer wrote further that she told him her daughter was not at her residence, and said she goes to Morehead State University. Diane Blake told deputy Keefer that Billy Turner has a substance-abuse problem
Deputy Keefer wrote in the arrest report that Billy Turner continued to believe he saw Diane Blake’s daughter in the woods with two other people. Billy Turner‘s parents said they thought their son was on something, and that they did not see anyone in the area, said
Diane Blake told deputy Keefer that she did not want Billy Turner to never be on her property again.
Billy Turner was taken into custody by deputy Mason Keefer, where he was then transported to the Big Sandy Regional Detention Center.
Patrick Hernandez, 31, of Paintsville, Kentucky; was arrested on April 21,2021, at 12:41 A.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department,and was charged with:
• NO OPERATORS-MOPED LICENSE,
• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL .08 (189A.010(1A) – 1ST OFFENSE.
According to the arrest report, Lawrence County sheriff department deputy Chase Kirk responded to the report of a suspicious vehicle on U.S. 23. Deputy Kirk made contact with the vehicle which match the description of the vehicle given to officers, The driver of the vehicle, who was identified as Patrick Hernandez stated to deputy Kirk that he had came from Kenova, West Virginia and that he was ran off the road and was robbed at gunpoint, but that he was unsure what the suspect look like, according to the arrest report. Deputy Kirk wrote in the arrest report that he smelled the odor of alcoholic beverage coming from Patrick Hernandez as deputy Kirk was speaking with him.
Deputy Kirk began performing several sobriety tests on Patrick Hernandez. SFST was administered. HGN- lack of smooth pursuit was present in both eyes. Distinct nystagmus and maximum deviation was present in both eyes. Angle of onset prior to 45° was present in both eyes. WAT- during the instructional phase with Patrick Hernandez, he started to soon and could not keep his balance during the walking phase, Patrick Hernandex stopped walking and after taking three steps, missed heel to toe on every stepped off line multiple times, improper turn, and wrong number of steps (7 steps, should be a total of 18 steps). OLS- swaying was present and Patrick Hernandez also put his foot down multiple times.
Patrick Hernandez was taken by deputy Kirk to Three Rivers Medical Center where implied consent was read to Mr. Hernandez, for which he did not wish to contact an attorney and refused a blood test. Patrick Hernandez then advised deputy Kirk that he did not have a valid Kentucky drivers license. The arrested report ended with that vehicle Patrick Hernandez was driving was removed by Lemasters Towing, and Patrick Hernandez was taken to the Big Sandy Regional Detention Center.
Sarah Blankenship, 30, of Fort Gay, West Virginia; was arrested on April 21, 2021, at 11:48 P.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department,and was charged with:

Lillian Perry, 41, of Louisa, Kentucky; was arrested on April 22,2021, at 12:06 P.M.,by patrolman officer Teddy B.Newsome,of the Louisa Police Department, and was charged with:

Jimia L. Wondolowski, 27, of Louisa, Kentucky; was arrested on April 22, 2021, at 11:13 P.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, and was charged with:

•NO REGISTRATION PLATES,
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),

According to the arrest report, deputy Chase Kirk observed the suspect Jimia Wondolowski, not wearing a seatbelt, and upon conducting a traffic stop and making contact, deputy Kirk observed the Kentucky temporary tag on Jimia Wondolowski’s vehicle to be expired on 04/16/2021. Deputy Kirk asked Jimia Wondolowski if anything was inside the vehicle, which she stated yes, that used baggies of methamphetamine were located in a box with a flower design on the outside. Upon further investigation by deputy Kirk he located two small dose baggies with a crystal like substance located on the inside of the bags.
Jimia Wondolowski advised deputy Kirk that she had taken meth earlier in the day along with her Suboxone. SFST was not administered due to lack of space located at the traffic spot which created a danger for deputy Kirk and Jinia Wondolowski. Deputy Kirk wrote on in the arrest report that he did observe pupil dilation and no pupil construction.
Jimia Wondolowski was taken to three Rivers Medical Center for a blood draw. Upon arrival jimia Wondolowski was read implied consent, and she did not wish to contact an attorney and gave consent to a blood draw. Jimia Wondolowski did not wish to have her own independent blood draw, and was taken to the Big Sandy Regional Detention Center
James Mullett, 38, of Louisa, Kentucky; was arrested on April 23, 2021, at 1:05 A.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, and was charged with:
• PROBATION VIOLATION (FOR FELONY OFFENSE).
Randy S. Wright, 32, of Louisa, Kentucky; was arrested on April 23, 2021, at 1:39 A.M.,by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, & was charged with, via a grand jury indictment:

Jeffery A. Harper, 50, of Louisa, Kentucky; was arrested on April 23, 2021, at 5:40 P.M., by Sheriff Chuck Jackson, of the Lawrence County Sheriff Department, and was charged with:
•TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (< 2 GRAMS METHAMPHETAMINE),
• DRUG PARAPHERNALIA – BUY/POSSESS.
According to the arrest report citation, Sheriff Chuck Jackson stated that he and deputy Travis Music responded to a complaint in the area of the apartments on August circle of a possible domestic dispute. Emergency dispatch reported an open 911 line with a female caller who sounded distressed. Upon arrival, officer units approached a black pick up truck occupied by two males identified as Jeffrey Harper and James Moore.
Upon contact with the two men, Jeffery Harper stated that the female was texting him and she had left the area. Sheriff Jackson wrote that in plain view in the cab of the vehicle were two marijuana bongs with marijuana in them. Sheriff Jackson asked Jeffery Harper and James Moore and he instructed them to get out of the vehicle
After asking them to empty their pockets and for consent to search the vehicle, upon further investigation, Sheriff Jackson wrote in the arrest report he found a small alum metal box that was concealed underneath the driver’s side of Jeffery Harper’s vehicle. Jeffery Harper advised Sheriff Jackson that the aluminum box was left in his truck and that it was not his. Inside the box it was discovered containing a quantity of a crystal-like substance believed to be methamphetamine, scales, baggies of scooping spoon for dipping, and a blade for cutting and other drug paraphernalia, and $394 in change in various bills the arrest report said.
In the report on James Moore filed by deputy Travis Music, he wrote that a flashlight containing meth inside it was found underneath the passenger side seat that James Moore was sitting at.

Latisha Johnson, 32, of Paintsville, Kentucky; was arrested on April 28, 2021, at 11:39 P.M., by deputy Daniel Castle, of the Lawrence County Sheriff Department,and was charged with:
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (HEROIN),
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),
• THEFT OF IDENTITY OF ANOTHER WITHOUT/ORDER CONSENT,
• TAMPERING WITH PHYSICAL EVIDENCE,
• PRESCRIPTION CONTROLLED SUBSTANCE NOT PROPER CONTAINER 1ST OFFENSE,
• DISREGARD SIGNALS FROM OFFICERS DIRECTING TRAFFIC.
According to the arrest report, deputy Daniel Castle arrived at the residence located on 147 South Highway 201, where he observed a woman who had passed out. When she woke up, the woman stood up and pulled a lighter out of her pocket and two white oval pills fell on the couch she pulled a balled up/taped up glove from the same pocket, and that it looked like a prison package.
Deputy Castles’s investigation revealed that it contained what appeared to be heroin and meth and six white pills, 31 orange pills, seven baggies, and 10 syringes. Jane Doe (later identified as Latisha Johnson) gave the name of, date of birth and SSN and none of four different identities, to which deputy Castle advised to her that it was illegal to do so, and she gave me names of Latisha Johnson, Chasity Wolfengaiger, Alicia Lamb, and Mattilyn Wooten.
Frank D. Marshall, 61, of Blaine, Kentucky; was arrested on April 29, 2021, at 5:40 P.M. by deputy Daniel Castle, of the Lawrence County Sheriff Department, and was charged with:
• FAILURE TO WEAR SEAT BELTS,
• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/SUBSTANCE (189A.010(1E) – 1ST OFFENSE,
