A Lawrence County Grand Jury hit the ground running for the first time this year by issuing a handful of criminal indictments on January 11, 2024. Clinton Perkins being indicted for the strangulation of Davina Copeland. Also William Hickman faces 13 counts of wanton dangerment against police offers for allegedly barricading himself in his home and taking shots at police officers in a 2023 incident.
Commonwealth of Kentucky vs. Joshua Fitzpatrick
The Grand Jury charges: that on or before September 17, 2023, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Joshua Fitzpatrick committed the offense of Possession of a Controlled Substance in the 1st Degree by knowingly and unlawfully being in possession of a Controlled Substance, Methamphetamine.
2. The above named Defendant committed the offense of Operating a Motor Vehicle While Under the Influence of Alcohol/Drugs 1st Offense within 5 years by operating a motor vehicle under the influence of alcohol or another substance that impairs a drivers ability to operate that motor vehicle.
3. The above named Defendant committed the violation of Failure to Signal by knowingly and unlawfully operating a motor vehicle upon a Kentucky roadway without using the proper and/or required signals as defined in KRS: 189.380.

1. Clinton J. Perkins committed the offense of Strangulation by intentionally, without consent, impedes the normal breathing or circulation of the blood of another, applying pressure to the throat or neck of another, or by blocking the nose or mouth of another person, namely Davina Copeland.

The Grand Jury charges: that on or before September 23, 2023, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Rachel McCoy committed the offense of Trafficking in a Controlled Substance in the 1st Degree by knowingly and unlawfully being in possession of a controlled substance, namely approximately 1.67 grams of Methamphetamine, with the intent to traffic in that controlled substance or by trafficking in that controlled substance,namely 1.67 grams of Methamphetamine.

Cynthia Broyles acting alone or in complicity with Cody May committed the offense of Burglary in the 3rd Degree by knowingly and unlawfully entering and remaining in a building owned and operated by the Louisa Fire Department, located on Wheeler Lane in Louisa, Ky after, with the intent to commit the crime of Criminal Trespass 2nd Degree therein.
Commonwealth of Kentucky vs. Elizabeth Green
The Grand Jury charges: that on or before September 6, 2023, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Elizabeth Green committed the offense of Theft of Identity by knowingly and unlawfully using former or current identifying information of another, namely Edith Haddix of Louisa, KY, with the intent to represent herself Edit Haddix for the purpose of deceiving or defrauding.
Commonwealth of Kentucky vs. Colbert Haddix
The Grand Jury charges: that on or before November 17, 2023, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Colbert Haddix committed the offense of Possession of a Controlled Substance in the 1st Degree by knowingly and unlawfully being in possession of .133 grams of Methamphetamine, a controlled substance.
2. The above named defendant committed the offense of Possession /Use Drug Paraphernalia by knowingly and unlawfully being in possession of a glass pipe.
Commonwealth of Kentucky vs. Stephen Hatton
The Grand Jury charges: that on or before May 24, 2023, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Stephen Hatton committed the offense of Trafficking in a Controlled Substance in the 1st Degree by knowingly and unlawfully being in possession of approximately 3.418 grams, with the intent to traffic in that Methamphetamine or by trafficking in that 3.418 grams of Methamphetamine.
2. That the Defendant, having been charged in the instant indictment with the above stated felony count (s), is now being charged as a Persistent Felony Offender, in the 2nd Degree.

3. The above named Defendant committed the offense of Public Intoxication by knowingly and unlawfully being manifestly under the influence of a controlled substance to the degree he may endanger himself or other persons or property, or unreasonably annoy persons in his vicinity.

On September 5, 2023, Matthew Chafin acting alone or in complicity with Jamie McKinster committed the offense of Burglary in the 2nd Degree by knowingly and unlawfully entering and remaining in the dwelling house of Melissa Alan, located on Burns Street in Louisa, KY after, with the intent to commit the crime of theft therein.

On September 4, 2023, Jamie McKinster acting alone or in complicity with Matthew Chafin committed the offense of Burglary in the 2nd Degree by knowingly and unlawfully entering and remaining in the dwelling house of Melissa Alan, located on Burns Street in Louisa, KY after, with the intent to commit the crime of theft therein.

On September 5, 2023, Jamie McKinster acting alone or in complicity with Matthew Chafin committed the offense of Burglary in the 2nd Degree by knowingly and unlawfully entering and remaining in the dwelling house of Melissa Alan, located on Burns Street in Louisa, KY after, with the intent to commit the crime of theft therein.
Commonwealth of Kentucky vs. Kory L. Veal
The Grand Jury charges: that on or before December 12, 2023, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Kory Veal committed the offense of Operating a Motor Vehicle while under the Influence of Alcohol/Drugs 4th offense within ten years (Aggravating Circumstances) by operating a motor vehicle while under the influence of alcohol or other substances that impair a driver’s ability to operate that motor vehicle, and refusing to submit to any test or tests of one’s blood, breath, or urine requested by an officer having reasonable grounds to believe the person was operating or in physical control of a motor vehicle in violation of KRS 189A.010.
2. The above named Defendant committed the offense of Fleeing/Evading 1st Degree by knowingly disobeying lights, sirens, and signs to stop by Officer Shelby Taylor with the Louisa Police Department who had reasonable suspicion that the Defendant had committed a crime.
Commonwealth of Kentucky vs. Kory L. Veal
The Grand Jury charges: that on or before December 8, 2023, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Kory Veal committed the offense of Operating a Motor Vehicle while under the Influence of Alcohol/Drugs 4th offense within ten years (Aggravating Circumstances) by operating a motor vehicle while under the influence of alcohol or other substances that impair a driver’s ability to operate that motor vehicle, and operating said motor vehicle while the blood alcohol concentration in the operator’s blood or breath is 0.15 or more as measured by a test or tests if a sample of the operator’s blood or breath taken within 2 hours of cessation of operation of the motor vehicle, while having 3 previous convictions.
Commonwealth of Kentucky vs. Angela Vanhoose
The Grand Jury charges: that on or before April 16, 2023, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Angela Vanhoose committed the offense of Wanton Endangerment in the 1st degree by knowingly and unlawfully engaging in conduct which created a substantial danger to another, namely Glen Vanhoose of Roe Creek Road in Louisa, KY.
2. The above named Defendant committed the offense of Resisting Arrest by knowingly and unlawfully disregarding Deputy Travis Music with the Lawrence County Sheriff’s Department commands while preventing the officer, while working in his official capacity, from placing the Defendant under arrest.
Commonwealth of Kentucky vs. Jonathan Mollett
The Grand Jury charges: that on or before August 7, 2023, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Jonathan Mollett committed the offense of Wanton Endangerment in the 1st degree by knowingly and unlawfully engaging in conduct which created a substantial danger of death or serious physical injury to another person, namely Jennifer Miller in Louisa, KY.
2. Jonathan Mollett committed the offense of Wanton Endangerment in the 1st degree by knowingly and unlawfully engaging in conduct which created a substantial danger of death or serious physical injury to another person, namely Robert Whitt in Louisa, KY.
3. That the Defendant, having been charged in the instant indictment with the above stated felony count (s), is now being charged as a Persistent Felony Offender, in the 2nd Degree.
4. The above named Defendant committed the offense of Leaving the Scene of an Accident/Failure to Render Aide or Assistance by knowingly and unlawfully operating a motor vehicle upon a Kentucky roadway and failing to stop, or render assistance after the motor vehicle was involved in a collision/accident.

The Grand Jury charges: that on or before October 18, 2023, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Kevin Moore committed the offense of Possession of a Controlled Substance in the 1st Degree by knowingly and unlawfully being in possession of Methamphetamine, a controlled substance.
2. Kevin Moore committed the offense of Possession/Use of Drug Paraphernalia by knowingly and unlawfully being in possession of a glass pipe.
3. The above named Defendant committed the offense of Failure to Wear Seatbelt by knowingly and unlawfully operating a motor vehicle without having a seatbelt properly adjusted and fastened.

3. William Hickman committed the offense of Wanton Endangerment in the 1st degree by knowingly and unlawfully engaging in conduct which created a substantial danger of death or serious physical injury to another person, namely Trooper Bobby King with KSP.
4. William Hickman committed the offense of Wanton Endangerment in the 1st degree by knowingly and unlawfully engaging in conduct which created a substantial danger of death or serious physical injury to another person, namely Trooper Kyle Amburgey with KSP.
5. William Hickman committed the offense of Wanton Endangerment in the 1st degree by knowingly and unlawfully engaging in conduct which created a substantial danger of death or serious physical injury to another person, namely Trooper Bret Criswell with KSP.
6. William Hickman committed the offense of Wanton Endangerment in the 1st degree by knowingly and unlawfully engaging in conduct which created a substantial danger of death or serious physical injury to another person, namely Trooper Rayn Hale with KSP.
7. William Hickman committed the offense of Wanton Endangerment in the 1st degree by knowingly and unlawfully engaging in conduct which created a substantial danger of death or serious physical injury to another person, namely Trooper James Rowland with KSP.
8. William Hickman committed the offense of Wanton Endangerment in the 1st degree by knowingly and unlawfully engaging in conduct which created a substantial danger of death or serious physical injury to another person, namely Trooper Jeff Kelly with KSP.
9. William Hickman committed the offense of Wanton Endangerment in the 1st degree by knowingly and unlawfully engaging in conduct which created a substantial danger of death or serious physical injury to another person, namely Trooper Eric Gibson with KSP.
10. William Hickman committed the offense of Wanton Endangerment in the 1st degree by knowingly and unlawfully engaging in conduct which created a substantial danger of death or serious physical injury to another person, namely Trooper Taylor Davis with KSP.
11. William Hickman committed the offense of Wanton Endangerment in the 1st degree by knowingly and unlawfully engaging in conduct which created a substantial danger of death or serious physical injury to another person, namely Sergeant Brad Stafford with Kentucky Fish and Wildlife.
12. William Hickman committed the offense of Wanton Endangerment in the 1st degree by knowingly and unlawfully engaging in conduct which created a substantial danger of death or serious physical injury to another person, namely Officer Teddy Newsome with LPD.
13. William Hickman committed the offense of Wanton Endangerment in the 1st degree by knowingly and unlawfully engaging in conduct which created a substantial danger of death or serious physical injury to another person, namely Deputy Joe Osborne with LCSO.
