LIBRARY BOARD NOMINATIONS REJECTED BY LC FISCAL COURT…

On Monday July 10, 2023 The Lawrence County Public Library had a Regular Board Meeting at 5PM at the Lawrence County Public Library, 102 W Main Street, Louisa, Kentucky. Director Carlie Pelfrey was in attendance along with Library Trustees VP Susie Chambers, Treasurer Kim Burchett and Marc Lester. Secretary Scott Osborn was absent. Others present were former trustee John Osborne, Katie Webb, George Oberlick, Deena Meade, and Caleb Farley.
At the beginning of the Library Board Meeting, John Osborne (Acting President of the Library Board), said, “I will lead the meeting tonight, but I will not vote on any item on the agenda, I just want to be transparent.”
So that’s where the limbo starts.
John Osborne stepped down as President of the Library Board as of June 30, 2023 which was the end of his term. Names of nominees for Library Board were sent to KDLA (Kentucky Department Libraries and Archives) in June 2023, last month. KDLA responded to Director Carlie Pelfrey last week that the LC Fiscal Court rejected both nominees.
Pelfrey said she was only notified by KDLA and never contacted by anyone from the fiscal court. But Deputy judge Vince Doty said the court did send Ms. Pelfrey word that they rejected both George Oberlick and Sarah Roe and asked for new nominees.
“We are attempting to go by the new law (SENATE BILL 167) which says the court shall have final say on new members to the board,” Doty said. “He also said the fiscal court must vote to approve the library budget in August.
Doty said he “didn’t know” why the Library board continues to attempt to choose the new member when it clearly falls under the fiscal court’s venue.
The library will now have 30 days to send KDLA the new picks for Library Trustee.
The LIBRARY STAFF reached out to LC Judge Phillip L. Carter and LC Deputy Judge Vince Doty on July 10, 2023 but no response has been given yet, so the Library Trustees nominated three persons which will be sent to KDLA and two of the names will be forwarded to the LC Fiscal Court for a second attempt to get a new member approved. The nominations are:

2. Steve Bradley
3. William Spradlin
PELFREY WANTS TO HIRE JANITOR FOR LIBRARY
Director Carlie Pelfrey stated that a business that bid on the cleaning of the library was hired. Turns out the business didn’t have enough workers to clean the library. Pelfrey said, “I want to hire someone as library staff to do custodial work. That person would clean 3 hours in the evenings.” Currently the library staff cleans the last 2 hours of their shift. Also the Library Program Assistant will be moved from a part-time to a full-time position due to work schedule, Pelfrey said.
FUNDING FOR FEEDING RUNNING SHORT
Due to the overwhelming amount of lunches and snacks given out at the LC Library Feeding Program, library officials are asking for the community to step up and help the library out and continue feeding the community. Funding is in place if your church or business want to have a feeding program like the library to reach everyone in Lawrence County!
IMAGINE–A DOLLY PARTON IMAGINATION LIBRARY IN LAWRENCE COUNTY!
Katie Webb, Chief Academic Officer of Lawrence County Kentucky Schools was at the Library Board meeting to discuss “Dolly Parton’s Imagination Library” and request the library to co-sponsor with the Lawrence County Schools or commit a dollar amount to help with the work with Dolly Parton and her love for young children to receive up to 60 books by Kindergarten.

New School would be better solve a lot of problems
They need an actual community kitchen in town.
I am curious as to the Fiscal Court’s reasoning behind their rejections, and who they may have in mind to fill the position instead.
In addition, why would the library choose William Spradlin as one of their three nominees? He is hardly literate, and is more dead on arrival for this position than he was for the fiscal court.
The trustees are making an even bigger mistake than the LC Democratic Party by pushing him forward into yet another position he is entirely unsuited to hold.
Why doesn’t Vince and Phillip just let the library know who their selections are? They just want to sit back and let the Board operate without a full board? Shows that neither one of them understand the system…… I mean the last person they tried to place on the board was Mike Hogan. That should tell you something…..
