LAWRENCE COUNTY FISCAL COURT…

The Lawrence County Fiscal Court had a Regular Meeting at the Lawrence County Court House, 122 S. Main Cross Street, Downtown 2nd Floor, Louisa, Kentucky 41230, on December 16, 2025 at 10AM. Lawrence County Judge Executive Phillip L. Carter was in attendance along with  Lawrence County Magistrates, David Pinson, Rick Blackburn, Michael Mouse Holcomb and John Scaggs.

APPROVE MINUTES

The Court unanimously approved the Minutes for November 18, 2025 (Regular Meeting) with a Motion by David Pinson and seconded by Michael Mouse Halcomb.

APPROVE TREASURERS REPORT 

The Court unanimously approved the Treasurers Report with a Motion by David Pinson and seconded by Rick Blackburn.

APPROVE BILLS

The Court unanimously approved the Bills with a Motion by Michael Mouse Halcomb and seconded by John Scaggs.

PUBLIC COMMENTS 

There were several from the audience that had comments.

The first to comment was Mayor of Louisa Harold E. Slone. Slone was checking with Fiscal Court to see if they wanted to add 911 Communications with Fire and Police in a new facility.

“…I came here to review a project that we have been working on and propose a future partnership that would be good for all Lawrence County citizens,” Slone said  “A couple of years ago the City of Louisa tried for a CGB Grant through FIVCO to expand Louisa Fire Station 1, built in 1972, it’s leaking and it’s inadequate for the Fire Station. The CGB Grant was for $750,000 at the time and the proposal was to build between the Fire Station 1 and Louisa City Hall, and someday remodel City Hall that was built in 1939.

After getting the funds, COVID hit and everything got delayed and prices went through the roof. All of a sudden we decided $750,000 was not enough to build Fire Station 1 to City Hall.

So the idea came about, could we obtain enough land and build a new facility that would house Fire Station 1 and the Police Department and bring the 911 Communications to that same facility. We were recently awarded a Grant for $3 .5 million dollars, to go with the CBG Money and that gives us approximately $4.5 million, and a match of 5%.

So my reason for coming today, I feel it would be a good decision to add 911 Communications to the facility, storm rated, which means the 911 center can survive a tornado. There’s nothing more vital than having your 911 system survive a storm.

I propose a Resolution from the Lawrence County Fiscal Court saying, ‘Yes, we are interested in putting 911 into the new facility and becoming a partner’. The City owns the building and property.”

LC Magistrate Rick Blackburn then asked, “Will the county still run it or does the City want to take it over?”

Slone said, “It’s definitely on the table, but it doesn’t have to be that way. We can have that conversation.”

LC Magistrate David Pinson asked, “Are you designing the whole building as storm rated?” Slone said, “It is not, 911 has different specs.”  The LC Fiscal Court wants 30 days to respond with a Resolution or a NO response.

FIVCO

LC Fiscal Court was awarded a FIVCO plaque for appreciation in 2025.

The FIVCO Area Development District was founded in 1968 and serves its five county region in many different capacities. The Board of Directors consists of 25 members from the five county region. The purpose of the ADD is to assist in these areas:

• Homecare
• Regional Transportation
• Revolving Loan Funds
• Tourism & Recreation
• Aging & Disability Services

NAMES TO BE ADDED TO COUNTRY MUSIC HWY 23

Chris Jobe announced that Eric Clevenger would like names added to CMH 23 they want to showcase. Bobby Cyrus will be added with a Motion by David Pinson and seconded by Rick Blackburn. The York Brothers will be added with a Motion by David Pinson and seconded by Rick Blackburn.

    Two key points were raised. Firstly, the mayor attended the court to discuss 911, but when Rick posed a question, he responded, It’s definitely on the table, but it doesn’t have to be that way. We can have that conversation. Wait, What? Rick asked a question for more information on the mayors ideal. Secondly, what contributions has Bobby Cyrus made to the music industry? To clarify, none. It’s inappropriate to randomly assign names to the County Music Highway, as it disrespects those who have worked hard in the industry.
