Kentucky State Police Investigates Officer-Involved Shooting in Boyd County

ASHLAND, Ky. (April 30, 2025) – The Kentucky State Police (KSP) Critical Incident Response Team (CIRT) has been requested by the Ashland Police Department (APD) to investigate an officer-involved shooting that occurred on April 29, at approximately 7:00 p.m. ET on Blackburn Avenue in Ashland, Ky.

The preliminary investigation indicates APD officers responded to a trespassing and burglary complaint at a residence, where a male individual, reportedly with a firearm, had fled the scene before police arrived. While escorting the reporting party to safety, officers encountered the individual, armed with a shotgun, at a nearby church on Blackburn Avenue. A standoff situation ensued, prompting APD to activate its Special Response Team. Despite efforts to negotiate a peaceful surrender, the situation escalated and resulted in the male individual being fatally wounded. No officers were injured during the incident.

KSP has statewide jurisdiction and investigates officer-involved shootings throughout the commonwealth as requested by local, state, and federal law enforcement agencies. KSP is committed to being transparent while ensuring the integrity of the investigation. To protect the integrity of an ongoing investigation, it is KSP’s standard operating procedure not to release specific details until vital witnesses have been interviewed and pertinent facts have been gathered. Timelines to complete investigations vary based on the complexity of the case.
