LAWRENCE COUNTY BOARD OF EDUCATION
SPECIAL END-OF-FISCAL-YEAR MEETING
June 21, 2023

The Lawrence County Board of Education held its Special End of Year Fiscal Meeting at Lawrence County High School in the library on June 21, 2023, at 6:00 PM. Board members Jim See (Chairman), Maddlene Roberts (Vice Chair), Barbara Robinson, and Susie Rice were all present in person. Ms. Garnett Skaggs was absent from the meeting due to an illness. The meeting was called to order by Mr. See.
In student learning and support services, the first order of business was to approve the claims and orders of the treasurer in order to close out the 2022-2023 fiscal year. These included an installment for the softball facility construction as well as bills for the water treatment plant services, speech therapy services, Gatton/Craft student textbooks, mandated trainings for board members, and new textbooks (using ARP ESSER funds).
In contracts and services, the memorandum of agreement for our local career & technical centers, for 2023-2024 and the service contract for the reconditioning of LCHS, LEES, and LMS’s wood flooring was approved for the 2023-2024 school year.
In requests, there were fundraisers, tennis lessons provided by G. Geremia at the LCHS tennis courts, and the classes of 1973 and 1983 class reunions use of facilities, which were all approved.
The July Jumpstart and Transition Days, plans and budgets were approved, pending ARP ESSER funding. These days help to decrease confusion for LCHS freshman and kindergarten students on the first day of school. The administration has found these types of days to be very beneficial for various transitioning grade levels. The pay rates were approved at $50 for certified and $30 for classified employees working these extra days. All pending the availability of ARP ESSER funding.
The second reading and approval of the new 2023-2024 Annual KSBA Policy Updates were approved. The acknowledgment of the review of the new 2023-2024 Annual KSBS Procedure Updates was also approved.
In personnel, the abolishment, creation, and or changes regarding positions were approved.
The end of the fiscal year meeting also includes an evaluation of the superintendent. As part of his evaluation, Dr. Fletcher provided a capstone presentation and reviewed the three determined professional growth plan goals, with evidence of the completion of these goals. In the capstone presentation, Dr. Fletcher highlighted strategic, instructional, cultural, human resource, managerial, collaborative, and influential leadership initiatives. As part of the process, the Board entered executive session to discuss Superintendent Fletcher’s evaluation. Upon returning, the Board expressed their satisfaction with his performance.
Following the evaluation, there was a motion made by Ms. Barbara Robinson for adjournment, seconded by Ms. Susie Ward, and was approved.
The next Regular School Board Meeting will be held on July 17, 2023, at the LCHS library at 6:00 PM. All residents are always invited to attend the Lawrence County Board Meetings to become aware of the issues affecting our students and schools.
