A LAWRENCE COUNTY GRAND JURY met last week and came up with twenty seven indictments, many on Meth charges. The number of indictments could be due to the fact the GJ did not meet in July.
Michael D. Blankenship, 45, of Louisa, KY. Indicted on charges of 2 counts of TRAFFICKING IN A CONTROLLED SUBSTANCE WITHIN 1000 FT OF SCHOOL, TAMPERING WITH PHYSICAL EVIDENCE, PERSISTENT FELONY OFFENDER IN THE FIRST DEGREE, UNLAWFUL TRANSACTION WITH A MINOR IN THE THIRD DEGREE, RECEIVING STOLEN PROPERTY UNDER $500, and POSSESSION/USE OF DRUG PARAPHERNALIA.
The Grand Jury charges that on or before March 30, 2017 the above named defendant committed the offenses by
1. knowingly and unlawfully being in possession with intent to traffic or by trafficking in a schedule II controlled substance, hydrocodone while being within 1000 feet of LEES.
2. The defendant knowingly and unlawfully was in possession with the intent to traffic or by trafficking in marijuana, hydrocodone within 1000 feet of LEES.
3. The defendant knowingly and unlawfully concealed, removed, destroyed, or altered physical evidence in which he believed would be used against him in an official preceding.
4. charged as a persistent felony offender for having been previously convicted of 2 prior felonies before these charges.
5. Knowingly and unlawfully induced, assisted, or caused a minor to engage in criminal activity, was in the possession of an iPhone 5 that was stolen from Fanny Robertson of Ft. Gay, WV with the value of $150.
6. Knowingly and unlawfully possessed rolling papers and an altered pipe.
Randy (Tap) Justice, 38 of Louisa, Ky. Was indicted on the charge of POSSESSION OF A CONTROLLED SUBSTANCE IN THE 1st DEGREE. (A class D felony)
The grand jury charges that on or before May 18, 2016 the defendant acting alone or in complicity with Jasmine Mullins committed the offense by knowingly and unlawfully possessing a controlled substance, namely methamphetamine.
William Joseph McCoy, 45 of Louisa, Ky. Was indicted on charges of POSSESSION OF A CONTROLLED SUBSTANCE IN THE FIRST DEGREE (class D felony) & POSSESSION OF DRUG PARAPHERNALIA (class A misdemeanor)
The grand jury charges that on or about April 16, 2017 the above named defendant committed the offense by knowingly and unlawfully being in possession of a controlled substance, methamphetamine, The above named defendant knowingly and unlawfully possessed a set of scales and a butane torch lighter to be used for the ingestion and/or sale of drugs.
Aleisha Martin, 26 of Fort Gay, WV. Was indicted on the charge of POSSESSION OF A CONTROLLED SUBSTANCE IN THE 1st DEGREE (class D felony)
The grand jury charges that on or before June 8, 2017 for the above named defendant acting alone or in complicity with James Fitzpatrick, Marissa Doss, and Rhea Mann committed the offense by knowingly and unlawfully possessing a controlled substance, methamphetamine.
James E. Fitzpatrick, 23 of Louisa, Ky. Was indicted on charges of POSSESSION OF A CONTROLLED SUBSTANCE IN THE FIRST DEGREE (class D felony).
The Grand Jury charges that on or before June 8, 2017 that the above named defendant knowingly and unlawfully acting alone or in complicity with Marissa DOS, Alicia Martin and Rhea Mann committed the offense by knowingly and unlawfully possessing a controlled substance, methamphetamine and a syringe.
Jasmine Mullins, of Louisa, Ky. Was indicted on POSSESSION OF A CONTROLLED SUBSTANCE IN THE FIRST DEGREE (class D felony)
The grand jury charges that on or before May 18, 2016 the above named defendant acting alone or in complicity with Randy Justice committed the offense by knowingly and unlawfully possessing a controlled substance, methamphetamine.
Charles Ashley Smith, 38 of Huntington, WV. Was indicted on THEFT BY DECEPTION UNDER $10,000 (class D felony).
The grand jury charges that on or before April 15, 2017 through May 1, 2017 and the defendant knowingly and unlawfully engaged in a scheme to defraud Cash Express by passing a check in the amount of $5,985.63 knowing that it would not be honored by the drawee.
Marissa Doss, 21 of Ft. Gay, WV. Was indicted on charges of POSSESSION OF A CONTROLLED SUBSTANCE IN THE FIRST DEGREE (class D felony) and POSSESSION OF MARIJUANA (class b misdemeanor)
The grand jury charges that on or before June 8, 2017 the defendant acting alone or in complicity with James Fitzpatrick, Aleshia Martin, and Rhea Mann knowingly and unlawfully possessed a controlled substance, methamphetamine and possessed marijuana.
Rhea Mann, 20 of Louisa, Ky. Was indicted on POSSESSION OF A CONTROLLED SUBSTANCE IN THE FIRST DEGREE (class D felony) AND POSSESSION/USE OF DRUG PARAPHERNALIA (class A misdemeanor).
The grand jury charges that on or before February 25, 2017 the defendant knowingly and unlawfully possessed methamphetamine, the defendant also knowingly and unlawfully possessed a syringe.
Rhea Mann, 20 of Louisa, Ky. Was indicted on the charge of POSSESSION OF A CONTROLLED SUBSTANCE IN THE FIRST DEGREE (class D felony).
The grand jury charges that on or before June 8, 2017 the above named defendant acting alone or in complicity with James Fitz Patrick, Marissa Doss, and Aleshia Martin knowingly and unlawfully possessed methamphetamine.
Timmy Mullett, 38 of of Louisa was indicted on POSSESSION OF A CONTROLLED SUBSTANCE IN THE FIRST DEGREE (class D felony).
The grand jury charges that on or before April 7, 2017 the defendant knowingly and unlawfully possessed a controlled substance, methamphetamine, and knowingly and unlawfully operated a motor vehicle without proper safety belts applied.
Justin Maxie, 36 of Louisa was indicted on POSSESSION OF A CONTROLLED SUBSTANCE IN THE FIRST DEGREE (class D felony) AND USE OR POSSESSION OF DRUG PARAPHERNALIA (class A misdemeanor).
The grand jury charges that on or before June 7, 2017 the defendant possessed a controlled substance, methamphetamine and unlawfully possessed 2 syringes.
Michael S. Henderson, 45 of Thurman, OH. Was indicted on BURGLARY IN THE THIRD DEGREE (class D felony) and CRIMINAL MISCHIEF IN THE FIRST DEGREE (class D felony).
The Grand jury charges that on or before April 10, 2017 the defendant knowingly and unlawfully entered and remained in a storage rental unit owned by Jason and Michelle Lycans with the intent to commit a crime of theft, the above named defendant knowingly and unlawfully damaging destroying or vandalizing property estimated at $10,000, owned by Jason and Michelle Lycans .
Edgar Muncy, 53 of Columbus, OH. Was indicted on THEFT OF IDENTITY (a class D felony)
The grand jury charges that on or before March 13, 2017 the defendant knowingly and unlawfully possessed or used any former or current identifying information of another namely Edgar Muncy, Sr. of Louisa with the intent to represent themselves as the other person.
Stacey Keesee, 35 of Louisa, KY. Was indicted on ASSAULT IN THE FIRST DEGREE (a class B felony) which carries a sentence of 10 to 20 years if convicted, also CRIMINAL TRESPASS IN THE FIRST DEGREE ( class A misdemeanor.
The grand jury charges that on or about May 14, 2017 the defendant committed the offense by intentionally causing serious physical injury to another person namely Miss Melissa Dixon, by means of deadly weapon or dangerous instrument. The defendant knowingly and unlawfully entered in remained in the dwelling of Marco Cortes. Bond on this case was set for $15,000.
Travis Lay, 21 of Louisa, Ky. Was indicted on POSSESSION OF A CONTROLLED SUBSTANCE IN THE FIRST DEGREE (class D felony) OPERATING A MOTOR VEHICLE UNDER THE INFLUENCE OF ALCOHOL/DRUGS FIRST OFFENSE WITHIN 5 YEARS (class A misdemeanor) FAILURE TO WEAR SEATBELTS, FAILURE TO PRODUCE INSURANCE CARD AND NO OPERATORS.
The grand jury charges that on or before April 21, 2017,
1. the defendant knowingly and unlawfully possessed a controlled substance, methamphetamine
2. The defendant knowingly and unlawfully operated a motor vehicle while under the influence of alcohol or other substances that impair a drivers ability to operate that motor vehicle.
3. The defendant knowingly and unlawfully being in a motor vehicle without the proper seatbelt being used as defined in KRS 189.125
4. The defendant knowingly and unlawfully operated a motor vehicle without a copy of the required insurance card
5. The defendant failed to provide an operators License
Luke Dingess, 30 of Fort Gay, WV. Was indicted on POSSESSION OF A CONTROLLED SUBSTANCE IN THE FIRST DEGREE (class D felony), USE/POSSESSION OF DRUG PARAPHERNALIA (class A misdemeanor) and OPERATING A MOTOR VEHICLE UNDER THE INFLUENCE OF ALCOHOL/DRUGS (class A misdemeanor).
The grand jury charges that on or before May 26, 2017 the defendant knowingly and unlawfully possessed a controlled substance, methamphetamine, the defendant knowingly and unlawfully possessed 4 syringes, the defendant and knowingly and unlawfully operated a motor vehicle while under the influence of alcohol/drugs, (first offense within five years) by operating a motor vehicle while under the influence of substances that impair a drivers ability to operate a motor vehicle.
Randall S. Bowen, 24 of Louisa, Ky. Was indicted on POSSESSION OF A CONTROLLED SUBSTANCE IN THE FIRST DEGREE (class D felony)
The grand jury charges on or before May 22, 2017 the defendant knowingly and unlawfully possessed a schedule II controlled substance, hydrocodone.
Christina Collins, 32 of Louisa, Ky. Was indicted on POSSESSION OF A CONTROLLED SUBSTANCE IN THE FIRST DEGREE (class D felony)
The grand jury charges on or before February 25, 2017 the defendant knowingly and unlawfully possessed methamphetamine.
Freda F. Davis, 36 of Prichard, WV. Was indicted on BURGLARY IN THE THIRD DEGREE (class D felony) TAMPERING WITH PHYSICAL EVIDENCE (class D felony) POSSESSION Of A CONTROLLED SUBSTANCE IN THE SECOND DEGREE (class A misdemeanor) USE/POSSESSION OF DRUG PARAPHERNALIA (class A misdemeanor) THEFT BY UNLAWFUL TAKING UNDER $500 (class A misdemeanor) and POSSESSION OF MARIJUANA (class B misdemeanor)
The Grand jury charges that on May 27th 2017 the defendant
1. Knowingly and Unlawfully entered and remained in a building, a Walmart located in Lawrence County, Kentucky with the intent to commit a crime, namely theft.
2. Knowingly and unlawfully destroyed, concealed or altered any physical evidence that she believed would be used against her in an official proceeding.
3. Knowingly and unlawfully possessed a controlled substance, Suboxone.
4. Knowingly and unlawfully possessing a syringe.
5. Knowingly and unlawfully taking clothing merchandise from the Walmart located in Lawrence County, Kentucky.
6. Knowingly and unlawfully possessed marijuana.
Rachell D. Peppers, 31 of Ashland, KY. Was indicted on BURGLARY IN THE THIRD DEGREE (class D felony) PERSISTENT FELONY OFFENDER 1st DEGREE (an enhancement)
The Grand Jury charges that on or about May 27, 2017 the defendant knowingly and unlawfully entered and remained in a building owned by Walmart of Louisa, KY. with the intent to commit the crime of theft, having been charged in the instant indictment, the defendant is now charged as a persistent felony offender in the 1st for the reason that the defendant was previously convicted of two prior felonies at the age of at least 18.
Derick S. Delk, 39 of Lebannon, KY. Was indicted on RECEIVING STOLEN PROPERTY UNDER $10,000 ( class D felony), POSSESSION OF A CONTROLLED SUBSTANCE IN THE FIRST DEGREE, COMPLICITY (class D felony), PERSISTENT FELONY OFFENDER IN THE FIRST DEGREE (an enhancement) and POSSESSION/USE OF DRUG PARAPHERNALIA, COMPLICITY (class A misdemeanor)

1. Acting alone or in complicity with Roger Barnes Junior committed the offense by knowingly and unlawfully possessing a 2016 homestead brand 14” x 7” trailer stolen from D & D Data Company out of Frankfort, KY. With a value of $3800.
2. The defendant acting alone or in complicity with Robert Barnes, knowingly and unlawfully possessed a 2008 Polaris brand side-by-side ATV stolen from Mr. Matthew Rumpke from Louisville Kentucky with a value of $5000.
3. The defendant acting alone or in complicity with Roger Barnes knowingly and unlawfully possessed $750 worth of sheet metal tools and numerous hand tools stolen from Mr. Ronald Heller of Louisville KY.
4. The defendant acting alone or in complicity with Robert Barnes Jr. knowingly and unlawfully possessed a controlled substance, methamphetamine .
5. Having been charged in the instant indictment the above, the defendant is now being charged as a persistent felony offender for having previously been convicted of two prior felonies.
6. The defendant acting alone or in complicity with Roger Barnes Jr. knowingly and unlawfully possessed an altered pipe containing chemical residue.
Roger Barnes Jr., 32 of Taylorsville, Ky. Was indicted on RECEIVING STOLEN PROPERTY UNDER $10,000 (class D felony) POSSESSION OF A CONTROLLED SUBSTANCE IN THE FIRST DEGREE/ COMPLICITY (class D felony) and POSSESSION/USE OF DRUG PARAPHERNALIA/COMPLICITY (class A misdemeanor)
The grand jury charges that on or before April 13, 2017

Gary Haven Mills Cochran Jr., 50 of Auxier, KY. Was indicted on THEFT BY UNLAWFUL TAKING OVER $500. (Class D felony) and PERSISTENT FELONY OFFENDER IN THE FIRST DEGREE (an enhancement)
The Grand jury charges that on March 5, 2017 the defendant acting alone or in complicity with Joann Kimble knowingly and unlawfully taking a 2002 Chevrolet Cavalier valued at $1000, stolen from Timothy Young of Louisa Kentucky, having been charged in the instant indictment the defendant is now being charged as a Persistent Felony Offender.
Joann Kimble, 26, (address not given) was indicted on THEFT BY UNLAWFUL TAKING OVER $500.00 (class D felony)
The grand jury charges that on march 5, 2017 the defendant acting alone or in complicity with Gary Haven Mills Cochran Jr. committed knowingly and unlawfully taking a 2002 Chevrolet Cavalier valued at $1000 stolen from timothy Young of Louisa Kentucky.
Joel Stevens, 59 of Louisa, KY. Was indicted on DRIVING DUI SUSPENDED 3rd OFFENSE (aggravating circumstances) (class D felony), OPERATING A MOTOR VEHICLE UNDER THE INFLUENCE OF DRUGS/ALCOHOL, 3rd OFFENSE WITHIN 5 YEAR (class A misdemeanor), POSSESSION OF AN OPEN ALCOHOLIC BEVERAGE CONTAINER IN A MOTOR VEHICLE (a violation) and NO INSURANCE (class B misdemeanor).
The grand jury charges that on or before June 15, 2017 The defendant knowingly and unlawfully operated a motor vehicle while impaired, his license was suspended for violation, the defendant operated a motor vehicle while under the influence of alcohol or substances that impair a driver’s ability to operate a motor vehicle with at least two prior convictions within five years, the defendant knowingly and unlawfully possessed an open container of alcohol in the motor vehicle he was operating, The defendant failed to provide or maintain an insurance card.
John Wallace Evans, 60 of Louisa, KY. Was indicted on POSSESSION OF A FIREARM BY A CONVICTED FELON ( class D felony)
The grand jury charges that on or before June 25, 2017 the defendant knowingly and unlawfully possessed a 20 gauge shotgun after having been previously convicted of a felony.
