OPERATION SAFE HARBOR EXECUTES FEDERAL INDICTMENT WARRANTS AGAINST THREE FLOYD CO., KENTUCKY MEN

On Tuesday, July 28, in collaboration with the United States Attorney for the Eastern District of Kentucky, The Federal Bureau of Investigation, and the U.S. Marshal’s Service Fugitive Task Force, the Floyd County Sheriff’s Office, and the Pikeville Police Department and their Forensic Analyst, the Prestonsburg Police Department officers executed three Federal Indictment Warrants issued in US District Court for the Eastern District of Kentucky last week.
Close cooperation between the Floyd County Attorney’s Office, the Floyd County Commonwealth’s Attorney’s Office, the United States Attorney’s Office for the Eastern District, and Federal, State, and Local law enforcement agencies in and around Floyd County has been extremely successful to ensure that the strongest prosecution permitted under law is pursued, which led to these indictments.
Bryan A. Cantrell, 31, currently of Minnie, Kentucky, (but who has addresses listed in court documents of both Feds Creek Road, Steele, KY., in Pike County, and Verne Horne Drive, Staffordsville, KY. in Johnson County); was indicted by a Federal Grand Jury and arrested for 18 U.S.C. § 2251(a), Count One: Production of a visual depiction of a minor engaged in sexually explicit conduct, Count Two: Transportation of a minor with intent to produce sexually explicit conduct for distribution.
The charges are all alleged to have taken place in January and February of 2024.
According to the indictment, handed down by a federal grand jury in London on Thursday, July 23, on dates in 2024 in Floyd County, Bryan Cantrell, “did employ, use, persuade, induce, entice and coerce a minor to engage in sexually explicit conduct for the purpose of producing a visual depiction of such conduct, knowing and having reason to know that such visual depiction would be transported using any means and facility of interstate and foreign commerce …”
Also, the indictment charges, on a date in 2024 in Floyd County, Bryan Cantrell “did transport a minor female in interstate commerce with the intent that the minor engage in sexually explicit conduct for the purpose of producing a visual depiction of such conduct.”
Bryan Cantrell was lodged in the Pike County Detention Center on the charges.
Court documents show that Bryan Cantrell was indicted in Floyd County Circuit Court in August, 2025 on a charge of second-degree rape for allegedly engaging in sexual intercourse with a child less than 14 years old in 2024.
Each of the federal charges against Bryan Cantrell is punishable by 15-to-30 years in federal prison, if he is convicted
Bryan Cantrell was previously indicted on a charge of second-degree rape in Floyd County for allegedly having sex with a child younger than 14 in April of 2024. That charge remains pending in Floyd Circuit Court.
Simon Roxas, 23, currently of Prestonsburg, Kentucky, was indicted by a Federal Grand Jury and arrested for 18 U.S.C. § 2252(a)(4)(b), Possession of Child Pornography. That charge is punishable by up to 20 years in prison.
Simon Roxas was previously arrested on an indictment in Floyd County Circuit Court regarding the same case, charging him with possessing and distributing child porn.
The case against Simon Roxas came to the attention of authorities after a friend found child porn images on his phone. A forensic examination by the Ashland Police Department in Boyd County, KY., led later to discovered nearly 200 images on his phone.
That case remains pending, but will likely give way to the federal case.
Andrew Lewis, 40, currently of Prestonsburg, Kentucky, was indicted by a Federal Grand Jury and arrested for 18 U.S.C. § 2422(b), Attempting Online Enticement of a Minor. Additionally, Lewis has additional Charges of Tampering with Physical Evidence and Sexual Abuse 1st degree pending before a Floyd County Grand Jury.
The federal indictment says he attempted to persuade a minor to engage in sexual activity that would likely result in a criminal charge of first-degree sexual abuse.
The charge carries a potential sentence of anywhere between 10 years and life in federal prison.
According to Prestonsburg Police, Andrew Lewis is also facing pending charges of first-degree sexual abuse and tampering with physical evidence in Floyd County Circuit Court.

All three individuals were arrested and lodged in Floyd County Detention Center on U.S. Marshal’s hold awaiting arraignment in United States District Court in London, KY., in Laurel County. The original cases have been turned over to the FBI and their resident agent(s) who now lead any further investigation.
