LC FISCAL COURT APPROVES 2ND READING OF SB 63…

The Lawrence County Fiscal Court had a Regular Meeting on Tuesday August 19th, 2025 at 10AM at the Lawrence County Court House, 122 S. Main Street, Louisa, Kentucky 41230. LC Judge Executive Phillip Carter was in attendance along with LC Magistrates David Pinson, Rick Blackburn, Michael Mouse Holcomb and John Scaggs.

MINUTES

The Minutes for July 15, 2025 were unanimously approved with a Motion by David Pinson seconded by Michael Mouse Halcomb. The Minutes for August 1, 2025 were approved with a Motion by Michael Mouse Halcomb seconded by David Pinson. None Opposed.

APPROVE TREASURERS REPORT

LC Treasurer Josh Puckett said, “The Treasurers Report shows that everything is in the black and the Road Fund is in good shape.” Motion was made by Rick Blackburn seconded by Michael Mouse Halcomb. None Opposed.

APPROVE BILLS 

The Bills were unanimously approved with a Motion by David Pinson seconded by Michael Mouse Halcomb.

RECOGNIZE FINAL BUDGET TRANSFERS FOR FY 24/25

Puckett said, “This is last year’s budget, all line items have to be in the black before the budget can be approved.” Budget transfers were approved unanimously with a Motion by Rick Blackburn seconded by Michael Mouse Halcomb.

LC Solid Waste Coordinator Paul Walker was on hand to explain new trash items.

SECOND READING OF SOLID WASTE ORDINANCE AMENDMENT 

In consideration of a new state law concerning solid waste collection licensing, Lawrence County Attorney Johnny Osborne said, “These are the highlights of the Ordinance that amends Ordinance 12-002, Section 4 that the trash hauling vehicles shall have mud flaps and lights.

Section 6 requires $250 fee for first 1,000 customers, initial $100 for each customer over 1,000. The permit application fee due date is July 31 of each year.”

The Motion was unanimously approved by Rick Blackburn and seconded by Michael Mouse Halcomb.

Magistrates Mouse Halcomb and John Scaggs listened carefully while the new state laws on off road vehicles was discussed.

SECOND READING OF SB 63 SPECIAL PURPOSE VEHICLES ON ROADWAYS

In LC Attorney Osborne said, “These are the highlights; Section 2 states, Street Legal Special Purpose Vehicles shall be allowed to the extent by the act on all highways that are located within the jurisdictional limits of Lawrence County.

Section 3 lays out the exceptions. Street Legal Special Purpose vehicles shall not be allowed to operate on any highway or portion thereof located within the jurisdictional limits of Lawrence County unless allowed by this Ordinance on any highway or portion thereof for the United States Department of Agriculture prohibits Special Purpose vehicles or when any highway or portion thereof, including control accessed system including but not limited to Interstate or Parkway. Section 4, Subsection A states that Street Legal Special Purpose vehicles are prohibited from traveling a distance greater of 20 miles on a highway, displaying the centerline.”

LC Treasurer Chris Jobe said, “The Special Purpose vehicles will have to be licensed which includes a Safety Inspection at the Sheriffs Office then licensed at the Clerks Office. Dirt bikes and 4 wheelers are not allowed.” Motion was unanimously passed by Michael Mouse Halcomb and seconded by John Scaggs.

REAPPOINTMENT OF MEMBER TO LIBRARY BOARD 

Connie Fairchild was reappointed as a Trustee to the Lawrence County Public Library Board of Trustees. Motion was unanimously passed by David Pinson and seconded by Michael Mouse Halcomb.

BLAINE CBDG PAYMENT  #10 AND #11

The 2 payments for Blaine CBDG were unanimously approved with a Motion by David Pinson and seconded by Rick Blackburn. No discussion.

APPROVE LC CONSERVATION DISTRICT ANNUAL FINANCIAL REPORT

The LC Conservation District Annual Financial Report was unanimously approved with a Motion by Rick Blackburn and seconded by Michael Mouse Halcomb.

The LC Conservation District Annual Report was unanimously adopted with a Motion by Michael Mouse Halcomb and seconded by Rick Blackburn. No discussion.

OPEN BIDS

Bids were open on Surplus Items and none of the bids received were approved due to the bid amount.

LC Schools chief Katie Webb told court members that all is well after the first five days of school. “There was a house fire,” she quipped “but that is over now.”
