Louisa Utility Board September 5, 2017
The Louisa Utility Board met Tuesday, September 5, 2017 at the Louisa City Hall. Those in attendance were Harold Slone Mayor, Mitch Castle Council, Sam Lester Member, Heath Preston Member, Jeff Kinser Member, Steve Lycans Member and Eldred Adams, attorney. The meeting was called to order after the opening pledge and prayer.

The following business items were addressed.
* Motion by Heath Preston, second by Mitch Castle to approve the minutes of the August 2017 meeting
* The Department’s Financials were reviewed. The water loss rate was reduced to 7.7 % but varies from month to month.
* Motion by Jeff Kinser, second by Mitch Castle to approve the application for the KIA loan for the improvement and replacement of the oldest water lines in the city. The City will qualify for a 50% loan forgiveness which will be approximately $200,000 instead of the $400,000 originally thought due to an oversight in the original estimate of the project.
* An update on the Sewer Rehab project was tabled until the next meeting.
* A discussion took place on the need to update the Customer Service Policy. The policy is outdated and needs to include the new on-line billing system, certain fees, disconnection procedures and other changes since the policy was last updated. This should be ready by the next meeting, Mayor Slone said.
* The City and construction company working together on the water supply to the new medical building on 645 are awaiting the encroachment permit from the Division of Highways to begin the project. The medical building will be a dialysis facility for KDMC.
* The meeting was then adjourned.
