Louisa City Council Special Meeting
The Louisa City Council meeting was called to order at 6:00 p.m. Council members McClanahan, Brown, Farley, Roe, and Chaffin were present.
Sidewalk bids to be opened
Mayor Slone updated the Council on two pending projects. The tile replacement project on Pike Street has been delayed due to weather. The sidewalk project in the Meadowbrook/Gene Wilson Boulevard area is scheduled for bid opening on Thursday, February 19, at 2:00 p.m. at Louisa City Hall.
Annual city audit is clean
Wells & Company presented the City’s audit for the fiscal year July 1, 2024, through June 30, 2025. Auditor Jim Gambill advised the Council that the audit was complete and read aloud the official letter stating that the City received a clean audit, with financial statements found to be accurate and in proper order.
Mr. Gambill reviewed key financial highlights, noting that the General Fund remains in good condition. Revenues exceeded expenditures, showing improvement over the previous year. On the utilities side, there was a small increase in revenues, along with an increase in repair and maintenance expenses. Mayor Slone commented on the rising cost of pumps and supplies over the past several years and noted the impact those increases have had on the budget.
The Mayor also stated that the City was not required to undergo a single audit of federal funds this year, as federal expenditures did not exceed the $750,000 threshold. Mr. Gambill congratulated the Mayor and Council on maintaining accurate records and achieving a clean audit.
On a motion by McClanahan, seconded by Roe, the audit was accepted by unanimous vote.
Site survey for new Police/Fire facility
In other business, the Council approved a $5,100 quote from Westek to conduct a site survey for the proposed emergency response center, which is currently in the planning stages. Councilwoman Brown made the motion, and Chaffin seconded. Council member Roe disclosed that he is employed by Westek and abstained from the vote. All other members voted in favor.
New Tasers for LPD
On a motion by Roe, seconded by Brown, the Council approved a resolution authorizing the Mayor and Police Chief to sign documents necessary to apply for a Law Enforcement Protection Grant through Homeland Security for the purchase of new Taser equipment for the Police Department.
Secret session
The Council entered executive session briefly to discuss a potential property acquisition and a potential matter of litigation.
Upon returning to open session, the City Attorney advised that during executive session the Council authorized him to file suit in a matter related to removing a lien from property recently purchased by the City. The Mayor also updated the Council on ongoing negotiations regarding a potential property purchase.
