LOUISA, Ky. — On Tuesday January 17, 2023 The LC Fiscal Court had the first regular meeting of the year at 10AM in the Lawrence County Court House. LC Fiscal Court Judge Phil Carter led the meeting. Also in attendance were LC Fiscal Court Magistrates, Rick Blackburn, Michael ‘Mouse’ Halcomb and John Scaggs. Absent was LC Fiscal Court Magistrate David Pinson.

AGENDA

1. Opening Prayer

2. Pledge of Allegiance

3. Call Meeting to Order

4. Approved Minutes from December 20th, 2022 Meeting – No discussion. Motion by Michael Mouse Halcomb 2nd by Rick Blackburn. None opposed.

5. Approved First Reading of Budget Amendment #3 – Discussion by Judge Carter who said, “Per Chris Jobe’s approval of the budget.” Motion was made by Rick Blackburn 2nd by Michael Mouse Halcomb. None opposed.

6. Approved Treasurers Request – LC Treasurer Sabrina Cantrell said, “None at this time.”

7. Approved Bills – No discussion. Motion by Michael Mouse Halcomb 2nd by John Scaggs. None opposed.

8. Approved Treasurers Report – No discussion. Motion by Rick Blackburn 2nd by Michael Mouse Halcomb. None opposed.

9. Approval of Rattlesnake Ridge Water District Intent to enter into an Interlocal Cooperation Agreement – Discussion by Judge Carter who said, “The water district needs this agreement for business purposes.” Motion by Rick Blackburn 2nd by Michael Mouse Halcomb. None opposed.

10. Appoint Daniel Castle to Jail Board – Discussion by LC Deputy Judge Vince Doty. Doty said, Roger Lee Jordan is on this board and Daniel Castle will be replacing Sue Maynard.” Terms were not discussed. Motion by Michael Mouse Halcomb 2nd by Rick Blackburn. None opposed.

11. Appoint Tourism Board Members – Discussion by LC Judge Carter that Christy Moore will be appointed as new LC Tourism Board Member replacing Rita Parker who resigned. Re-appointed Chris Jobe and Keith Chaffins (terms not specified). Motion by Rick Blackburn 2nd by Michael Mouse Halcomb. None opposed.

12. Adopt Federal Mileage Reimbursement – No discussion. Motion by Michael Mouse Halcomb 2nd by John Scaggs. None opposed.

13. Bid Out HVAC Maintenance at the Judicial Center – No discussion. Motion by Michael Mouse Halcomb 2nd by John Scaggs. None opposed.

14. Bid out Dump Trucks – No discussion. Motion by Rick Blackburn 2nd by Michael Mouse Halcomb. None opposed.

 

NOT ON THE AGENDA

* Lawrence County will raise the tax on campsites and RV’s by 1%, Judge Carter said. Motion by Michael Mouse Halcomb 2nd by John Scaggs. None opposed.

* LC Clerk Chris Jobe discussed a project needing review. {Delinquent} taxes have been forgone the last 5 years and we need to take further action on them,” Jobe said. Any action on the request was tabled until the next LC Fiscal Court Meeting. Motion by Michael Mouse Halcomb 2nd by Rick Blackburn. None opposed.

* LC Judge Phil Carter appointed Jobie Moore to Kentucky State Road Superintendent in Lawrence County, Kentucky. Motion by Rick Blackburn 2nd by Michael Mouse Halcomb. None opposed.

* LC Judge Phil Carter has honored the Lawrence County Board of Education with a Proclamation for month of January 2023. Motion by Michael Mouse Halcomb 2nd by Rick Blackburn. None opposed.

 

15. Public Comments – Kentucky Power External Affairs Manager Amanda Clark presented a check in the amount of $30,000 to the LC Fiscal Court in Louisa, Kentucky. The Kentucky Power Economic Growth Grants (K-PEGG) provide support to local communities. Carter did not say what the $30,000 will be spent on. KY. locally but Ky. Power awards funding for projects such as sites and buildings, marketing and promotion and professional projects.

 * LC Schools Superintendent Robbie Fletcher Thanked the LC Fiscal Court with projects going on at the Luke Varney Memorial Football Field excavating dirt and removal of trees close to the LC Tennis Courts and the sidewalk project. Fletcher said needles and trash from people partying in the woods near campus of LCHS. He also said Carter has saved the BOE $60,000 in excavation costs for the new $1 million synthetic turf at the high school football and soccer field.

* Clerk Chris Jobe said, “The 5 year contract is due from the Kentucky State Board Of Elections for sign-in forms needed in the voting process.” He did not name the cost of the forms but said they are essential to the system. No action was taken.

* Judge Phil Carter said, “It’s been a good year and we have accomplished a lot. The LC Tourism is looking forward to another good year. So as the weather fairs up we have a lot planned.”
