LOUISA CITY COUNCIL GETS THANK YOU NOTE FROM CHANDLER SHEPHERD, ANSWER COMING ON POT HOLES, SIGNS, AND SNAKES AND MICE PROBLEMS, MAYOR SAYS

The LouisaCity Council had a Special Meeting on Thursday August 13, 2026 at 6PM at Louisa City Hall, 215 N. Main Cross Street, Louisa, Kentucky 41230. Mayor Harold Slone was in attendance along with City Council Members including Joey McClanahan, Kala Brown, Caleb Farley, Rose Lester, Coty Roe and Keith Chaffin.
APPROVE MINUTES
The Minutes were unanimously approved with a Motion by Coty Roe and seconded by Keith Chaffin.
CHANDLER SHEPHERD
Baseball star and former LCHS Bulldog Chandler Shepherd
sent a NICE Thank you note to the City Council and The City of Louisa for acknowledging him and his successes. Chandler signed autographs and pictures at the Lawrence County Public Library last week.
COMMENTS FROM THE MAYOR HAROLD SLONE
Mayor Slone said, “The Gene Wilson Blvd. Sidewalk Project is complete. We fixed the drain and the only thing left is to fix the road with concrete where they laid a pipe across the road.”
Slone said, “Pike Street Project is 90% complete. This project went over budget but we may get financing to help with the project.
Slone said, “The Pocahontas Dip had 4 feet of water standing after heavy rainfall. We are working on a plan to fix this area.
OPEN AND AWARD BIDS FOR ASPHALT
The Council only received one bid for Asphalt. The bid was from Blacktop Industries Contracting. “We used them last year and were very pleased.” Blacktop Industries Contracting won the bid for the coming year, Motion by Coty Roe and seconded by Joey McClanahan. None Opposed.
OPEN AND AWARD BIDS FOR CONCRETE
Matt Pack Construction was awarded the concrete bid for $162 yard. Motion by Caleb Farley and seconded by Coty Roe. None Opposed.
APPROVE ORDINANCE 2026-05, CITY OF LOUISA BUDGET AMENDMENT FOR FISCAL YEAR 2027
The CDBG and Fire and Police Station project require an Ordinance to prove the money is in the Budget. Motion by Caleb Farley and seconded by Kala Brown.
APPROVE RESOLUTION 2026-03 FOR GRANT APPLICATION FOR CDBG MATCH FUNDING
This Resolution will allow the City of Louisa to apply for up to $75,000 to help with match funding. Motion by Keith Chaffin and seconded by Caleb Farley. None Opposed.
APPROVE RESOLUTION 2026-04 LOAN APPLICATION FOR FEDERALLY ASSISTED DRINKING WATER REVOLVING STATE FUND PROJECT F27-011L
This Resolution is for monies specifically for lead lines in the City. If a lead line is found, the City will have to pay for all damages to replace with new lines. This Resolution will let the City of Louisa apply for the funds. Motion by Kala Brown And seconded by Keith Chaffin. None Opposed.
APPROVE RESOLUTION 2026-05 FOR ADOPTION OF CONFLICT OF INTEREST AND PROCUREMENT ETHICS POLICY FOR FEDERAL AND STATE FINANCIAL ASSISTANCE PROGRAMS
This Resolution is for Fire and Police Station and the Sewer Plant, both are asking for an Ethics Policy. Mayor Slone provided the City Council with a copy of the policy. Motion by Rose Lester and seconded by Kala Brown. None Opposed.
REVIEW REQUEST BY AN ORGANIZATION FOR VARIATION FROM COMMUNITY CENTER RENTAL POLICY
Mayor Slone was approached by The Table Church to rent the Louisa Community Center from September 2 to Thanksgiving every Wednesday night for 2 hours. The current policy states the Community Center is to be rented for 4 hours for $150.00 The council decided the policy stands as it is.
APPROVE OPENING OF NEW BANK ACCOUNT FOR UTILITIES WASTEWATER TREATMENT PLANT PROJECT
This is a $14 million dollar project coming from 4-5 agencies. One bank account is needed for the New Wastewater Plant Project. Motion by Keith Chaffin and seconded by Coty Roe. None Opposed.
COUNCIL COMMENTS
Councilwoman Rose Lester wants a Vinson Street sign put up. The Mayor has the sign but it has to be put in a certain place. “There is a hole cut for the street sign but almost everywhere you need to put up a sign there is a telephone pole where the sign needs to go. Some signs up, are on poles for now,” mayor Slone said.
Councilman Keith Chaffin brought up the residence on Clay Street that has not been mowed and has “snakes and mice”. Also he wanted to know when the potholes would be fixed. Mayor Slone said, “They have to meet requirements in order to notify the resident, finally they can add a charge onto your Tax Bill to cover any charges. On the Pothole situation, most of the potholes are from water leaks. We have a paving project that includes pot holes.”
