IT WAS PARKED BEHIND A CAMPER ON A PROPERTY AT STAMBAUGH BRANCH ROAD IN THE SITKA COMMUNITY AREA OF JOHNSON COUNTY, AS WELL AS A BLACK BOX DISCOVERED IN THE VEHICLE CONTAINING FENTANYL AND METHAMPHETAMINE, ACCORDING TO JOHNSON COUNTY SHERIFF SCOTT HAZELETTE. FLOYD JENKINS WAS IN THE VEHICLE AND WAS DISCOVERED IN THE VEHICLE APPEARING TO BE SMOKING MARIJUANA, SHERIFF SCOTT HAZELETTE SAID, WHICH LED TO FLOYD JENKINS ARREST ON METHAMPHETAMINE TRAFFICKING AND IMPORTING FENTANYL CHARGES.
The drug bust came about unexpectedly by police which came about on Wednesday, December 4, while conducting a stop and attempt to locate an individual wanted on a federal warrant led to the arrest of an Alabama man on importing fentanyl derivatives and methamphetamine trafficking charges, according to Johnson County Court documents.
The arrest citation report said that Johnson County Sheriff Scott Hazlette and Kentucky State Police Post 9 trooper Mark Spencer traveled to a residence on Stambaugh Branch Road in the Sitka community to locate the individual, who they did not find, but a suspicious vehicle with Alabama registration plates parked on the property led to the discovery of a significant amount of drugs and a new arrest.
According to Sheriff Scott Hazlette, when law enforcement arrived at the home, they made contact with individuals at the residence and questioned them about the vehicle, which was running and occupied on the property, with the residents denying any knowledge of the vehicle or its occupant.
When Sheriff Scott Hazlette approached the vehicle, the occupant, Floyd Jenkins, 45, of Mae Lane, of Munford, Alabama, rolled down the window, at which point smoke began to exit the vehicle with an odor of marijuana. Spencer and Hazlette asked for consent to search the vehicle, the citation said, which Floyd Jenkins denied.
That is when Sheriff Scott Hazlette contacted deputy Jeffrey Castle, the arrest citation report said, who brought the sheriff’s office K9 Unit, Boss, who gave a positive hit on the vehicle, leading to the discovery of a black plastic box in the front passenger seat which contained two clear bags of a clear, glass-like substance and another bag of a tan, powdery substance.
It was then at this point, law enforcement on the scene contacted KSP Post 9Drug Enforcement Special Investigations (DESI) Unit East Detective Dustin Thompson, who they knew was working an investigation on Jenkins. Detective Dustin Thompson wrote in the arrest citation report that Floyd Jenkins was driving the same vehicle as Frederick Daniel Holt, Jr., 50, of Spring Street, of Gadsden, Alabama, who was arrested on fentanyl trafficking charges following an investigation at the Days Inn in Paintsville on October 2, 2024
Sheriff Scott Hazlette and trooper Mark Spencer met with detective Dustin Thompson at the Big Sandy Regional Detention Center, with Floyd Jenkins in tow, to which then detective Dustin Thompson weighed the substances, which he noted was approximately 4 ounces of methamphetamine and approximately 1 1/2 ounces of fentanyl.
Floyd Jenkins was arrested by detective Dustin Thompson, and charged with:
*IMPORTING CARFENTANIL, FENTANYL, OR FENTANYL DERIVATIVES; and:
*TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (> OR = 2 GRAMS METHAMPHETAMINE) and lodged in the BSRDC.
According to Sheriff Scott Hazlette, the information that was received indicated that Floyd Jenkins had been traveling to the area for a period of time.
Sheriff Hazlette said this joint effort between agencies would continue as both departments work to save lives by removing these dangerous drugs from the community.
“It’s just trying to have a joint, cooperative effort between agencies to try to combat the problem, you know, and alleviate all of it that we can,” Hazlette said. “Hopefully this is going to have a positive impact on the problem and save untold, who knows how many lives, getting ahold of this stuff.”
Sheriff Hazlette added that community cooperation and information made these types of investigations possible.
“There’s more work to be done and I’m going to continue to try to do what I can and the community’s help is critical and important to give us information to try to build upon,” stated Sheriff Scott Hazelette.
A preliminary hearing for Floyd Jenkins in the drug case was set for Wednesday December 11, in Johnson County District Court. Floyd Jenkins is currently being held in the Big Sandy Regional Detention Center in Paintsville on a $25,025 full cash bond.
