LOUISA, Ky. — On Tuesday April 19, 2022 the LC Fiscal Court held a regularly scheduled meeting at the LC Courthouse. Judge-Executive Phil Carter opened the meeting and followed the agenda:
1. Opening Prayer.
2. Pledge of Allegiance.
3. Call Meeting to Order.
4. Approved Minutes from March 15th Regular Meeting and March 30th Special Meeting.
5. Approved Treasurer’s Request-Motion by Jon Scaggs and 2nd by Mouse Halcomb.
6. Approved Bills-Motion by David Pinson and 2nd by Mouse Halcomb.
7. Approved Treasurer’s Report-Motion by Mouse Halcomb and 2nd by Jon Scaggs.
- Accepted LC Extension District Board 22/23 Budget-Motion by Rick Blackburn 2nd by Mouse Halcomb.
- Approved Magistrates CPI-(State) Motion by John Scaggs and 2nd by Mouse Halcomb.
- Appointed members to Cemetery Board – Motion by Rick Blackburn and 2nd by Mouse Halcomb. Cemetery Board Members include: Jon Scaggs, Mary Ellen Reid, Rick Blackburn, John McNabb, Emmitt Barker, Beulah Greene.
- Recognized Kinsley Feltner for 1st Team All-State Girls Player- Dr. Robbie Fletcher accepted award on behalf of Feltner in Recognition by the LC Fiscal Court. On another point, Fletcher said the school system wants to buy the LC Community Center next to LCHS for after school activities. Fletcher has asked for the court to sell the building to the school system before and has received no reply.
PUBLIC COMMENTS
- Judge-Executive Phil Carter issued a Proclamation that April 2022 is Noah Thompson Month because of the Lawrence county native’s success on the entertainment show American Idol recently. Thompson has made the top ten out of hundreds of singers. Motion made by David Pinson and 2nd by Rick Blackburn.
- Resolution for “Clean Water Act” Motion made by Rick Blackburn and 2nd by Mouse Halcomb.
- Approve Blaine Fire Department $27,500 CPV Matches Funds. Motion made by David Pinson and 2nd by Rick Blackburn.

Tourism representative Wes Kingsmore Wes Kingsmore, Chairman, LC Tourism Board came before the court requesting access to 71/2 acres at Fuller’s Ridge Road area. Tourism will use it for walking, biking and trails. Motion made by Rick Blackburn and 2nd by Mouse Halcomb. Kingsmore said there will be an event on Thursday April 21, 2022 ‘Music in the Park’ and Mercy Line will be singing. Since Covid-19 Tourism Board has not been able to have these events, so this will be a first in two years.
- Mike Shapaka, LC County Surveyor, stated that 2562 is near completion with water meters.
- Vince Doty, Deputy-Judge stated that U.S. Senator Rand Paul came to Louisa last week and the event was a success. “Sen. Paul stayed an extra 30 minutes longer and was impressed by his visit to Louisa KY and is planning a return trip.
- Chris Jobe, LC Clerk, gave an update on Mail In Absentee Voting. To request mail in Absentee Ballot please go to GOVOTEKY.COM or call The Lawrence County Clerk’s Office at (606) 638-4108.
- The last day to request a ballot is May 3, 2022. Absentee Voting in Person, May 4, 5, 6, 9, 10,11. 8:30-4:30PM at LC Courthouse. Early Voting is May 12, 13, 14. 10AM to 6AM at LC Courthouse.
- Election Day May 17, 2022 at 6AM to 6 PM Voting Locations Countywide.
- Magistrate Blackburn told the crowd present that he was proud of the kids that groom, feed and work with the farm animals. “I am very thankful for the Lawrence County Fairgrounds for the kids to showcase livestock,” Blackburn said. “On May 21 there will be a clinic for livestock so that those interested can get started.” Blackburn also wanted to thank the court, Fairground Board and Volunteers who donate their time. “The crowd at the fairgrounds went from 10,000 a year to 15,000 a at the new location behind the Louisa Plaza,” Blackburn said. “It’s good for the kids, they have money coming in at the LC Fairgrounds, and volunteers have been helping with whatever needs to be done. People come to our Fairgrounds from Georgetown, Winchester and surrounding counties.”

Vinson events with a Dead Fred 5K starting at the Fred M. Vinson Museum. It will be a rural walk and the 5K will start at the museum and proceed through town up town hill past Louisa United Methodist Church through the Pine Hill Cemetery to Fred M. Vinson’s final resting place and back to the Fred M Vinson Museum. Also the Fourth of July will be a big event with Governor Paul Patton as Grand Marshall. of the parade. Jobe also commented on Chuck Jackson’s Sheriff Office saying they are doing a good job on collecting taxes and have sent out 2nd notices which has more money coming. Good Job Sheriff Chuck Jackson and your office for outstanding work.
- Vince Doty Deputy-Judge thanked everyone for there help in growing Lawrence County. “We work as a team with state, federal and local help,” Doty said. ” Tourism brings visitors to our county and Infrastructure has to be in place for that and to draw industry to our county.”.
