COURT VOTES TO SPEND $81,000 IN GRANT MONEY ON SOCCER FIELD

LC FISCAL COURT APPROVES CHILD ABUSE PREVENTION PROCLAMATION…

The Lawrence County Fiscal Court had a Regular Scheduled Meeting on Tuesday April 15, 2025 at 10AM at the Lawrence County Courthouse, 122 S. Main Cross Street, Downtown 2nd Floor, Louisa, Kentucky 41230.

LC Judge Executive Phillip Carter was in attendance along with the LC Magistrates David Pinson, Rick Blackburn, Michael Mouse Holcomb and John Scaggs.

MINUTES
The Minutes for March 18, 2025 were unanimously approved with a Motion by Rick Blackburn seconded by Michael Mouse Halcomb.

APPROVE CHILD ABUSE PREVENTION PROCLAMATION

Judge Carter signed a Proclamation to approve Child Abuse Prevention in Lawrence County as members of the Youth Service Centers looked on.

Spokesperson for Family Resource Youth Services Centers  Brenda Curry said,”Thank you to the LC Fiscal Court for all your love and support you give us FRYSC (Family Resource Youth Services Center) throughout the whole district.”

The Court unanimously approved the Proclamation with a Motion by Michael Mouse Halcomb seconded by Rick Blackburn.

APPROVE EXTENSION OFFICE BUDGET FOR FY 2025-2026
The Court unanimously approved the Extension Office Budget for FY 2025-2026 with a Motion by Rick Blackburn seconded by David Pinson. No Discussion. No amount given.

APPROVE PAYMENT FOR BLAINE CDBG
The Court unanimously approved the Payment for Blaine CDBG on the Blaine Fire Dept.

Judge Executive Carter said, “I drive by there every day and it still has no doors or windows.”

But Deputy Judge Vince Doty said, “The project is on schedule.”

A Motion was made by David Pinson seconded by Michael Mouse Halcomb.

APPROVE BILLS
The Bills were unanimously passed with a Motion by Michael Mouse Halcomb seconded by Rick Blackburn. No Discussion.

APPROVE TREASURERS REPORT
The LC Treasurers Report was unanimously approved by Michael Mouse Halcomb seconded by John Scaggs. No Discussion.

APPROVE TREASURERS REQUEST
LC Treasurer Josh Puckett said, “I have no request at the time.”

FIRST READING OF FY 2025-26 BUDGET
Puckett said, “The budget is completed. It’s almost identical to last year’s budget except we had to move a few numbers around because of purchasing trucks. There will be a special meeting at 10AM Tuesday to get the first budget reading done before the deadline July 1, 2025.”

APPOINT CONNIE FAIRCHILD MEMBER TO LAWRENCE COUNTY LIBRARY BOARD
Judge Executive Phil Carter said, “I would like to appoint Connie Fairchild to the Lawrence County Library Board.” Ms. Fairchild replaces former appointee Lennie Collins who resigned. Two more Library Board positions will be open in July. The appointee was passed unanimously with a Motion by Rick Blackburn seconded by David Pinson.

OPEN BIDS FOR SOCCER FIELD
The Fiscal Court received one bid from Quicksand Farms LLC. for $81,000. Vince Doty said, “We have a grant to cover the cost.” Motion by Rick Blackburn seconded by David Pinson.

KENTUCKY TRANSPORTATION CABINET

Doug Wright from the Ky Transportation Cabinet at the LC Fiscal Court Monthly Meeting on Tuesday April 15, 2025.

 

Doug Wright from the Kentucky Transportation Cabinet discussed the Rural Secondary Road Fund. He said, “It is a state law that the highways dept meets with the Fiscal Court.” (SEE VIDEO)
