Lawrence Fiscal Court meets in special meeting Monday morning to set Tax Rates
The much anticipated meeting was called to order by Rick Blackburn, acting judge, because Judge Exec. Phillip Carter was not in attendance during today’s meeting. Carter has drawn attention to the 14.7 % tax rate set through the years by the library board which is completing a $3.5 million addition next week.
But there was no mention of it at the special meeting.
There was no announcement from Carter’s office about the reason Blackburn, as agreed to by the magistrates present, conducted the meeting as acting judge pro tem.
Chris Jobe said a prayer and then all in attendance said the Pledge of Allegiance.
A motion was made to accept a Tax Rate for Real Estate, Tangible and Documented Watercraft/Aircraft at 16.8 %. Motor Vehicle Tax Rate was accepted as well at 6.83.
Next on the agenda was to accept Special Districts Tax Rates which include the LC Extension Office at 10.91, Soil and Conservation at 2.4, the Health Dept. at 6.0. and the Library Board Real Estate is at 14.30 and Tangible is at 14.70.
Superintendent of Lawrence County Schools, Dr. Robert Fletcher was in attendance to present the court with the School Board Tax Rates.
” It would have been beneficial to the School board to increase the rate, but we felt like during these times, it would be better to leave it a compensating rate”, Fletcher told the court. He went on to say that the school board did not take any options such as the 4% option leaving it at the compensating rate, which is less than last year. Real Estate Property for last year was 59.6 and Real Property Compensating rate this year is 58.0 for Lawrence County Schools. Fletcher says that Motor Vehicle Tax Rate is 35%, utilities is at 3% and another 3% is given to the Sheriff’s Dept. for what they do to help.
Neil Wilson with the Lawrence County Fire District was at today’s meeting. Mr. Wilson says that they have a contract and pay Louisa Fire Dept. $29,400.00 each year to service a five mile radius outside of Louisa. He also said that Louisa Area Fire and Rescue is 3.0.
There were members from the Library Board at today’s meeting, however they did not comment on the Library Tax Rate.
There were no public comments and all Agenda items were accepted and approved.

So Phil calls a special meeting, gets shut down because he doesn’t have a legal leg to stand on, and doesn’t even have the decency to show his face at the meeting? What a coward.
How much does it cost to call a special meeting? Surely there are some fees involved, when everything could’ve been finished at the regular fiscal court meeting the week prior. For someone ranting and raving about how his county had no money, you’d figure he’d do everything he could to cut corners and streamline things.
Tabitha, the meeting didn’t get shut down. It doesn’t cost any extra money to have one, (except maybe the light bill). Everything on the agenda was approved. And most of all NO ONE objected, that’s the reason ALL the taxes were approved. You could have said everything there you said here, ask everything, objected to anything. But you would have to be there for that!

Why did a magistrate fill in for Phil Carter when the county is paying an assistant to do this job?? What a terrible waste of money to have an assistant that does NOTHING!!!!! Cut that salary out and put it towards the roads in the county!!!! How hard is this to see?
John Osborne didn’t have an assistant judge, but its my understanding the first thing he did was hire Homer Fannin to sit all day at the County Garage and called it something else?!
So Hogan was wrong about the Fiscal Court having authority over taxing districts.. Imagine that-County is being ran by uninformed and/or uneducated officials.
