LOUISA, KY. — What has been called a “vicious dog” in the neighborhood attacked an 11 year-old Lawrence County girl three days ago and had to endure the rabies series of shots, 40 of them, because no proof was given by the dog’s owner or the Lawrence Co. Animal Control Office that the animal had ever gotten its rabies shots.
The owner has been identified as Jamie Clay, also of Cherryville Road. Mr. Clay could not be reached for comment today.
According to Alexiya Schwan, her daughter, Nevaeh Schwan, a student at Louisa East Elementary, was playing in the yard along Cherryville Road when she was attacked and bitten by the dog. She immediately rushed her to TRMC and doctors there ordered the shots.
But Ms. Schwan says she has had no visit from the county’s animal control officer Jessica Perry despite calling her more than once about whether the animal has had rabies shots.
Lawrence County deputy judge/exec. Vince Doty said today that he thought the matter had been taken care of.
“I have been told that the dog has been quarantined and the Health Department has been notified and is monitoring the situation,” Doty said. “I talked to Jess and she has spoken to the mother and the owner is permitted to keep their dog quarantined at their home.”
But Ms. Schwan says the dog has not been quarantined and her daughter is afraid to go outside and play with her own puppy since the incident. She is also required to go back to the hospital today for more shots.
Here is what Ms. Schwan had to say about her child’s experience:
“Late Friday evening I was in my home while my 11 year old daughter was playing outside with her friends. The next thing I know my daughter comes bursting through my door in tears. The neighbor’s dog had viciously attacked her. I rushed her to the hospital to treat the wounds. While at the hospital my child was forced to endure over forty painful shots.
The owner of the dog, Jamie Clay, was unable to provide any proof of vaccinations for this dog. I filed the dog bite report while at the hospital and also contacted dispatch to contact the animal control officer Jess Perry. I was advised by animal control that night that she would be out the very next day.
The animal control officer, Ms. Perry, never came.
I proceeded to make several calls to the sheriff’s office and 911. The animal control officer still never came. I then today, three days later, proceeded to contact the judge’s office and the shelter to see if anything would be done or if the dog had been quarantined — and it had not.
I was advised by the animal control she “contacted” the owners and the dog was quarantined and had its vaccinations. I then reached out to the Lawrence County Health Department for proof of this and they had not received any proof of vaccination.
I also called and spoke with Travis at the Lawrence County Humane Society and they had not received a report of the dog and had had no recent intakes. The dog is still in the owner’s care and not quarantined. “

If Mrs. Perry is lying to the judge, and other authorities, along with not doing her job, then they need to get rid of her!!! I’m guessing this Jamie Clay must be a well known good ol boy in Louisa so therefore they’re not gonna do a thing about it.
Sounds like they need to get rid of the animal control officer. What a shame. Hope the girl feel better soon.

Sounds like people need to check into the laws and local ordinances and getting all the facts, before trying to get a lynch mob together on the Animal Warden. But you’ll have that keyboard warriors.
Kentucky law dog laws ….dogs, cats or ferrets which have bitten a person shall be maintained in quarantine by the owner for 10 days from the date of the bite. http://www.animallaw.info/statutes
Yelp the law says THE OWNER IS RESPONSIBLE FOR QUARANTINE not the animal control officer. Ms. Perry doers her job way better than any animal control officer we have had. When the shelter is full she has even kept them at her residence, feed them, watered them all out of her own pocket.
I see a lot of questions that needs to be asked, something doesn’t add up.

Jess can say her name is being dragged through the mud for not doing her job, but the truth is if she had done her job and just called the Ms. Schwan back like she should have, then Ms. Schwan wouldn’t have called the courthouse multiple times and the dog shelter trying to get information. Then when the lazer talked to Mr Doty he wouldn’t have been confused and would’ve known for sure if the situation was handled or not. I’m not saying she didn’t do anything or even do what she thot she should have but a little communication with Ms Schwan and Mr Doty cures all these problems. It’s as simple as a couple phone calls!!!
I doubt the rabies shots were nescarry for the girl. I understand out of precaution people do them but there is a real lack of understanding about Rabies in the general public and county officials. Either way it’s very painful to go through and I really hope the young lady is ok. So if the Dog is vicious and did bite this girl. Then why wasn’t the dog put down? Is the dog owner and the county waiting for it to bite again? Is this dog going to disappear (by animal activists) like the last time something similar was in the lazer that got the previous warden to resign? If it was mine and the dog had bitten the girl I would of destroyed the animal immediately and they could of sent its head to be checked to ensure no rabies.

Shoot the dog and sue the owner. If it bit once it’ll bite again. This is common sense. What breed of dog is it? If a dog bit my kid, I’d kill it or the vet would euthanize it, simple. Who would want to keep a dog that bites anyone especially children. This whole situation is stupid.
I agree with the others saying if the dog bit once it will bite again. I also agree if it was my dog and it caused physical harm to another human being (unless it was an intruder/burglar), especially a child, then I would personally put the animal down. Now idk what the exact protocol is but from my understanding the dog should’ve been taken to the shelter and quarantined. Jess Perry, what little I know about her is a good person. Her family are great well known people. However we all have standards to uphold in our job responsibilities. She can say she done her job correctly, but she did NOT. She did not contact the victim/family. She did not go get the dog and take it to be quarantined. I’m sure after a traumatic event like this, all the family was looking for was some answers and someone to communicate with them and she failed to do that. We live in a world of entitlement. Time for people start being accountable for their actions plain and simple.
Don’t bother with the government if you see the dog out unsupervised shoot it. We have the same problem on my street all of us have warned the neighbor that if their dog is loose in the neighborhood it will be shot
I think this dog should be put down before it does this again or something even worse like killing a child.
