IN SEPARATE CASE, FALSE OVERDOSE ALARM CALL LEADS TO JOHNSON COUNTY MAN GETTING ARRESTED FOR TRAFFICKING MARIJUANA
ALLEGED METH TRAFFICKER: EDWARD CARL RAMEY, 45, OF PAINTSVILLE, KENTUCKY; WAS ARRESTED ON MONDAY, JUNE 17, BY A STATE POLICE DRUG UNIT AFTER A SEARCH FOUND BETWEEN ONE AND TWO POUNDS OF METHAMPHETAMINE AT HIS HOME.
A Johnson County, Kentucky man is in jail, after state police raided his home and found more than a pound of methamphetamine.
The Kentucky State Police’s Drug Enforcement Special Investigations unit obtained a search warrant for the home of Edward Carl Ramey, 45, of Paintsville, KY., as part of a drug investigation. During their search, the KSP drug unit , along with the Johnson County Sheriff Office found between one (1) and two (2) pounds of methamphetamine, along with several thousand dollars in cash.
Edward Ramey was arrested and charged with:
- TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (> OR = 2 GRAMS METHAMPHETAMINE). That charge is a Class C Felony, which carries a sentence of 5-to-10 years in state prison, if he is convicted.
Edward Ramey was transported to and lodged in the Big Sandy Regional Detention Center in Paintsville, where he is currently being held on a $25,025 full cash bond as of Thursday afternoon, June 20.

FALSE ALARM REPORT OF AN OVERDOSE LEADS TO ARREST ON MARIJUANA TRAFFICKING OF MAJOR REPEAT CRIMINAL OFFENDER IN JOHNSON COUNTY
SUPER-REPEAT OFFENDER: JAMES NATHAN MOORE, 55, OF PAINTSVILLE, KY., BUSTED ON WEDNESDAY JUNE 3, FOR TRAFFICKING MARIJUANA NEAR A SCHOOL; HIS 7TH ARREST THIS YEAR, & 40 TIMES GETTING ARRESTED JUST IN JOHNSON COUNTY, KY. SINCE 1999.
A false-alarm call of a possible overdose on Mill Street in Paintsville led to a Johnson man’s arrest on marijuana trafficking charges after the man was found to be asleep with marijuana in plain sight, according to court documents.
According to the arrest citation, the report stated that on late Wednesday morning, June 3, Paintsville Police Department officer Brian Runyon responded to a call of a man passed out on apartment steps on Mill Street, the citation said, with the caller advising that the man might be overdosed.
When officer Runyon arrived, however, he shook the man, who was identified as James Nathan Moore, 55, address unknown, of Paintsville, KY., who then awoke and stated to officer Runyon he was okay, the arrest citation said, but that James Moore displayed signs of severe inebriation, having difficulty standing up or staying awake. Officer Runyon wrote in the arrest citation that it was at this time he observed what appeared to be marijuana lying in plain view near where James Moore had been asleep.
A further search of James Moore’s person by officer Runyon revealed two glass jars, one containing approximately 24 grams of the suspected marijuana, another containing three half-rolled “blunts” and a small bud of a green leafy substance, the arrest citation said, alongside multiple small baggies and two sets of scales, both of which had residue of the suspected marijuana.A small glass pipe and approximately $154 were found in James Moore’s possession, arrest the citation said.
Officer Runyon arrested James Moore, and he was charged with the following criminal offenses:
- TRAFFICKING IN MARIJUANA (LESS THAN 8 OZ. [OUNCES]) 2ND > OFFENSE,
- TRAFFICKING CONTROLLED SUBSTANCE WITHIN 1,000 FEET OF SCHOOL,
- DRUG PARAPHERNALIA – BUY/POSSESSION,
- PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL).
James Moore was transported to and booked at the Big Sandy Regional Detention Center; where has since been been released from the jail after posting his bond
According to BSRDC jail records, this marks James Moore’s seventh trip to the Big Sandy Regional Detention Center in 2024, with other arrests stemming from charges including *first-degree and first-offense possession of a controlled substance (methamphetamine), *third-degree criminal trespassing, *third-degree terroristic threatening, *third-degree criminal mischief, and *second-degree disorderly conduct.
This is James Moore’s second arrest for trafficking in a school zone this year, according to court documents, which state that he was arrested on May 2 for the same charge alongside methamphetamine possession. In total, BSRDC jail records indicate that James Nathan Moore has been arrested 40 times in Johnson County since 1999.
James Nathan Moore currently has at least three active cases listed by the Kentucky Court of Justice as active in Johnson County.
