HAD AN EARLIER CONFRONTATION THIS PAST SUMMER AFTER TRAFFIC STOP BY KENTUCKY STATE TROOPER LED TO NEARLY TWO DOZEN CHARGES; HAS BEEN ARRESTED 20 TIMES ON 79 CHARGES IN UNDER 13 YEARS.

A Lawrence County man, who has an extensive criminal record, including multiple felony charges, is once again in jail on a slew of criminal charges, with no bond given to him.
What began as a simple public intoxication arrest turned into a serious matter when the arresting officer, in this case, is police chief of Paintsville and is seriously injured. After a foot chase, the chief was assaulted and subsequently injured while the suspect resisted being arrested.
Ned C. Davis, 33, of Lomansville, Kentucky, was arrested early Wednesday morning, December 7, shortly before 2. A.M. in Paintsville, when call from a city business reported a male was causing a disturbance and appeared to be high on drugs.
Police Chief Bill Holbrook responded to the scene, and observed, the suspect, whom he recognized as Ned Davis, who has had a lengthy crime history in the Johnson County area, approached Davis, who then took off on foot after seeing Chief Holbrook ordering him to stay where he was.
After a lengthy foot pursuit, Holbrook was able to collar Davis, but when Chief Holbrook began to handcuff Davis, Davis began violently resisting, topping off with Davis striking Holbrook in the face with the handcuffs that had been placed on his wrist, in a manner similar to brass knuckles, causing Chief Holbrook to suffer a couple of “significant lacerations and injuries”.
Holbrook managed to finally to get the angry, but inebriated Davis under full apprehension, and while he and other officers searched Davis it was discovered he was in possession of several prescription pills.
Ned Davis was charged with:• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (DRUG UNSPECIFIED), • RESISTING ARREST, • FLEEING OR EVADING POLICE, 1ST DEGREE (ON FOOT), • PUBLIC INTOXICATION-CONTROLL SUB(EXCLUDES ALCOHOL), • ASSAULT, 2ND DEGREE – OF A POLICE OFFICER, • DISORDERLY CONDUCT, 2ND DEGREE, • MENACING, • POSSESSION CONTROLLED SUBSTANCE, 3RD DEGREE – DRUG UNSPECIFIED.
Ned Davis’s latest run in with law enforcement comes less than five months after a separate, and more egregious confrontation, when a traffic stop in Johnson County by a state trooper, went from one thing to another, leading also to lengthy foot chase, that led to a boatload of criminal citations.
Not long after sunrise on the morning of July 21, 2016, Ned Davis was pulled over in an automobile during a traffic stop conducted by trooper Andy Hale in Johnson County. ( trooper Hale is a Martin County native who was the top graduate of the 2015 KSP cadet class, and is the great nephew of Martin County sheriff John H. Kirk ).
After Davis was ordered out of the vehicle by trooper Hale after he gave him a false name and had no kind of identification and absolutely no vehicle paperwork, Davis took off on a lengthy foot run from hale. When he was caught and Davis’s vehicle was searched, several drugs were found. It was also discovered that Davis had several outstanding warrants out for him.
Ned Davis was arrested on 22 charges and bench warrants that day. Two months before that huge mess, Ned Davis was arrested on May 13, 2016, by deputy Tim Clark of the Johnson County Sheriff Department, and was charged with: • POSSESSION CONTROLLED SUBSTANCE, 3RD DEGREE – DRUG UNSPECIFIED.
Before those incidents occurred, Ned Davis had been out only a few months from state prison, after serving over 5 years, starting on July 1, 2010.
That came about after Davis had been arrested 16 times on 47 criminal charges, from March 2004 to January 2010, the bulk of which happened in less than a 8 month period in 2009, from May 29, 2009 to January 21, 2010, Ned Davis was arrested 10 times on 33 criminal charges. That history of Ned Davis is as follows:
On March 8, 2004, Ned Davis was arrested by the Paintsville Police Department on the charges of: #1 BURGLARY 2ND DEGREE – FORCED ENTRY – RESIDENTIAL, #2 CRIMINAL TRESPASS – 1ST DEGREE, #3 CRIMINAL MISCHIEF – 2ND DEGREE, #4 RESISTING ARREST.
On April 16, 2004, Ned Davis was arrested by the Paintsville Police Department on the charge of: • THEFT BY UNLAWFUL TAKING OR DISPOSITION – SHOPLIFTING.
On August 23, 2004, Ned Davis was arrested by the Paintsville Police Department on the charge of: • BURGLARY 2ND DEGREE – FORCED ENTRY – RESIDENTIAL, #2 CRIMINAL MISCHIEF – 2ND DEGREE, #3 RESISTING ARREST.
