The Lawrence County Fiscal Court had a Special Meeting on Monday, October 26, 2026 at 10AM at the Lawrence County Courthouse, 122 S. Main Cross Street, Louisa, Kentucky 41230. LC Judge Executive, Phillip Carter was in attendance along with the LC Magistrates including David Pinson, Rick Blackburn, Michael Mouse Halcomb and John Scaggs.

PAY BILLS

The Bills were unanimously approved with a Motion by Rick Blackburn and seconded by John Scaggs.

TREASURERS REPORT

Josh Puckett, LC Treasurer, said, “I don’t have anything to present today.”

EXPLAIN, CLARIFY AND SET SPENDING

DISTRICT 4 MAGISTRATE AND JUDGE/EXECUTIVE ELECT Rick Blackburn said, “We need to set spending. We want to make it simple. Under KRS 67, 080 and KRS 67, 083 we can average what we spend on items including

  1. Green Valley $12,000
  2. Asphalt  $12,000
  3. Stone   $15,000
  4. Fuel      $25,000

These are the items and amount of spending we can use for the next couple of months.”

LC Deputy Judge Vince Doty said, “We have a bill that has not come in yet for the Heat and Air and also we usually start buying Christmas gifts in November for the kids. Can we include them in the spending?”

Blackburn said, “The items you mentioned were not included because they have their own line item on the budget.”

The Motion was unanimously passed with a Motion by Rick Blackburn and seconded by John Skaggs.

EXPLAIN, CLARIFY 911 RAISES

Radio room supervisor from the 911 Office, John Laney got up and said, “Last week we adopted a new 911 raise for the dispatchers. There is a misunderstanding, once the 2 year contract is signed at its conclusion and not when the contract is signed.”

LC Sheriff, Chuck Jackson said, “This is similar to the Louisa Police and Sheriffs office. The availability to recoup payroll based on your time, (2 year obligation) a raise at the end to try and keep them working and not leaving.”

LC Magistrate, Rick Blackburn said, “I make a Motion to start dispatchers at $16, $17 after academy and $18 at the 2 year mark.” Michael Mouse Halcomb seconded the item. None Opposed.
