According to the citation narrative, an officer observed a vehicle operating without working headlights or taillights near the intersection of KY 3 and Public Way in Louisa. When emergency lights were activated, the driver allegedly accelerated and continued at a high rate of speed through the North Lackey Avenue area before eventually stopping.
