The Louisa City Council had a Special Meeting on Tuesday November 18, 2025 at Louisa City Hall, 215 N. Main Cross Street, Louisa, Kentucky 41230 at 6PM. Mayor Harold Slone was in attendance along with the City Council Members Joey McClanahan, Kala Brown, Caleb Farley, Rose Lester, Coty Roe and Keith Chaffin.

ANNOUNCEMENTS
Mayor Harold Slone had a few announcements before the meeting started.
- “We have a New Fire Station/Police Station and Communications Center coming soon. (See Story on thelevisalazer.com)
- Annual Louisa City Christmas Parade will be December 13 at 7:00 pm., Slone announced.
- Also the Fire Commission Training with Tower and classroom will be receiving $100,000.
- Slone also mentioned that the Christmas Decorations are going up and will be ready to turn on the Wednesday before Thanksgiving.
APPROVE MINUTES
The Council unanimously approved the Minutes for October 13, 2025 Regular Meeting. Motion by Keith Chaffin seconded by Rose Lester.
ORDINANCE ON GOLF CARTS WITHIN THE CITY
The Second Reading of Ordinance 2025-06 “An Ordinance Relating to Golf Carts Within the City of Louisa” was unanimously approved with a Motion by Rose Lester seconded by Kala Brown.
ORDINANCE ON STREET LEGAL SPECIAL PURPOSE VEHICLES
The Second Reading of Ordinance 2025-07, “An Ordinance Authorizing the Operation of “Street Legal Special Purpose Vehicles” was unanimously approved with a Motion by Keith Chaffin seconded by Rose Lester.
ORDINANCE ON GARBAGE COLLECTION AND RATES
The First Reading of Amended Ordinance 12-02-A-1, “Amendment to the Ordinance Relating to Garbage Collection and Rates was unanimously approved with a Motion by Joey McClanahan seconded by Kala Brown.

RESOLUTION 25-04, “DESIGNATION OF APPLICANTS AGENT”
This Resolution designates Harold Slone as the designee for the FEMA Funds but the check for FEMA Funds will be written to the City of Louisa. Motion by Caleb Farley seconded by Keith Chaffin. None Opposed.
RESOLUTION 25-05 High School Sidewalk.
The Resolution 25-05 “Accepts Federal-Aid Highway Program Funds for the Louisa Middle School Sidewalk Project, Approves the agreement and authorizes Mayor Harold E. Slone to sign on all related documents.” The amount on this project is $149,066.25. Motion by Coty Roe and seconded by Keith Chaffin.
MEMORANDUM FOR FIRE FACILITIES
The Memorandum of Understanding with Lawrence County Board of Education for Fire Science Facilities was unanimously approved with a Motion by Rose Lester and seconded by Joey McClanahan.
MEMORANDUM FOR SURPLUS VEHICLE
Slone said, “This surplus vehicle will be specifically for the Jailers Office and in return the City of Louisa police will receive Body Cams.” Motion by Keith Chaffin and seconded by Caleb Farley. None Opposed.
COMMITMENT LETTER
The Kentucky Infrastructure Authority Conditional Commitment Letter, KIA A26-011 was unanimously approved with a Motion by Coty Roe and seconded by Joey McClanahan.
TRACKING REPORT FOR BUDGET
The October 2025 Budget Tracking Report was unanimously approved with a Motion by Caleb Farley and seconded by Joey McClanahan.

(See Rita at city clerk’s office for copies of the ordinance). There was discussion about the City Rates for garbage which hasn’t been changed in 12 years at last month’s city council meeting. The current rate is $14 and $10.40 for Seniors. The County Rates are $20 and $17 for Seniors. The Council will work on an Ordinance to change City Rates. There were no figures concerning the rates announced at last night’s meeting.
