
LAWRENCE COUNTY FISCAL COURT APPOINTS JOSH PUCKETT TO JAIL BOARD…

The Lawrence County Fiscal Court had a Regular monthly Meeting on Tuesday October 21, 2025 at the Lawrence County Court House, 122 S. Main Cross Street, Louisa, Kentucky 41230 at 10AM. Lawrence County Judge Executive Phillip Carter was in attendance along with David Pinson, Rick Blackburn, Michael Mouse Halcomb (via Cell Phone) and John Scaggs.
MINUTES
The Minutes for September 16, 2025 Regular Meeting were approved with a Motion by David Pinson and seconded by Rick Blackburn. None Opposed. The Minutes for September 26, 2025 Special Meeting were also approved with a Motion by Rick Blackburn and seconded by David Pinson.
TREASURERS REPORT
The Treasurers Report was unanimously approved with a Motion by Rick Blackburn and seconded by John Scaggs. No Discussion.
TREASURERS REQUEST
The Treasurers Request was unanimously approved with a Motion by John Scaggs seconded by Rick Blackburn. LC Treasurer Josh Puckett said, “This is money being moved around inside the budget.” Puckett said as he had a form handed out to court members about the request, but none was provided to the public.
APPROVE BILLS
The Bills were unanimously approved with a Motion by David Pinson and seconded by John Scaggs. No Discussion or explanation given.
APPOINTMENT TO JAIL BOARD
Judge Carter appointed Josh Puckett to the Jail Board. Motion by John Scaggs seconded by David Pinson. Unanimous. No discussion.
FLEX RESOLUTION SOUTHFORK (Blaine)
The Flex Resolution Southfork at Blaine, Kentucky was unanimously approved with a Motion by David Pinson and seconded by John Scaggs. No discussion.
ADOPT 911 RECORD SERVICE PROCEDURE
County Attorney Johnny Osborne said, “The policy is ready but we are not finished with the application.” The 911 Record Service Procedure will have to be tabled until next meeting.”
PROCLAMATION FOR APPERSON LODGE 195
Judge Carter said, “Proclamation for APPERSON Lodge for 175 Years”
Motion by Rick Blackburn seconded by David Pinson.
APPOINTMENT TO LAWRENCE COUNTY EXTENSION BOARD
Judge Carter appointed 2 people to the Lawrence County Extension Board
Thomas Bradley and Sherry Compton. Motion to appoint Thomas Bradley by Rick Blackburn seconded by John Scaggs. Motion to appoint Sherry Compton by Rick Blackburn seconded by Michael Mouse Halcomb.
