LIBRARY BOARD CHANGES DRUG POLICY

The Lawrence County Public Library Board of Trustees had a Special Meeting on October 20,2025 at the Library, 102 W. Main Street, Louisa, Kentucky, 41230 at Noon. LCPL Director Deena Meade was in attendance along with Board of Trustees members Lyndsay Smith, Lynn Perry and JoJo Triplett. Also in attendance was the LCPL Lawyer Josh Puckett.

APPROVED MINUTES

The Minutes were approved unanimously with a Motion by Lynn Perry and seconded by JoJo Triplett. None Opposed.

APPROVED FINANCIALS

The Financials were approved unanimously with a Motion by Lynn Perry and seconded by JoJo Triplett. None Opposed.

APPROVED CHANGE TO THE EMPLOYEE STANDARDS OF CONDUCT POLICY

The Board made one change to The Employee Standards of Conduct Policy at today’s meeting. There was discussion about the Drug Test and wanting to remove the item from the policy that states the library can test an employee for drugs.

TRUSTEES Attorney Josh Puckett said the law is “iffy” on the subject. “It is unlawful to test an employee unless they are obviously under the influence and then it is still difficult,” Puckett said.

The Board decided the strike the drug policy from the Standard of Conduct Policy on motion by Lynn Perry and seconded by JoJo Triplett. Unanimous decision.

QUESTIONS OR COMMENTS 

During the Questions and Comments, Andrea Meloche had a grievance against Director Deena Meade and she wanted to know how to proceed. Meloche was an employee of the library until last Friday October 17, 2025. She had several questions for the board including what can be asked inside or outside of executive session.

Puckett explained that since today’s meeting was a Special Meeting, she can’t be added to today’s agenda.

Puckett said she can email each of the Trustees her grievance and then be heard at the next regular scheduled meeting during questions or comments.

  2.    Approve Minutes from September 8, 2025 Meeting – Motion by Lynn Perry 2nd by JoJo Triplett.  None Opposed.
  3.    Approve August 2025 Financials – Motion by Lynn Perry 2nd by JoJo Triplett. None Opposed.
  4.    Directors Update – Update given by Director Meade.
  5.    Approve Changes To The Employee Standards of Conduct Policy – Motion  by Lynn Perry 2nd by JoJo Triplett. None Opposed.
  6.    Questions or Comments – Andrea Meloche had a grievance.
  7.    Adjourn – Motion by Lynn Perry 2nd by JoJo Triplett.

The next Regular Scheduled Meeting will be held on Monday November 10, 2025 at the Lawrence County Public Library.
