CITY VOTES TO SELL STICKERS FOR GOLF CART USE ON STREETS

LOUISA ‘TRICK OR TREAT’ SET FOR FRIDAY OCTOBER 31

The Louisa City Council had a Special Meeting on Tuesday September 16, 2025 at Louisa City Hall, 215 N. Main Cross Street, Louisa, Kentucky 41230 at 6PM. Mayor of Louisa Harold Slone was in attendance along with the City Council Members Kala Brown, Caleb Farley, Coty Roe and Keith Chaffin.

MAYORS COMMENTS

Mayor Slone said, “Paving In city limits is finished except for the center line seal then new pavement on Levisa Drive and it will be done completely. The company did an excellent job.

“…Also, Septemberfest was a great success, we did have some rain actually about 5 hours of rain on Saturday, but it didn’t rain out the parade and all 9 Music Acts went on without being cancelled. This was the least stressful and no incidents.

“…Also, Ghosts of the Big Sandy comes out on Amazon today. A movie involving myself and Marsha and the City and Town of Louisa. It’s super good for the whole family.”

APPROVE MINUTES 

The Council unanimously approved the Minutes from August 11, 2025. Motion by Coty Roe seconded by Keith Chaffin.

SET PROPERTY TAX RATES .01 HIGHER

The Council unanimously approved the Compensating Rate of .239 FOR PROPERTY TAXES within the city.  Last Year the Compensating Rate was .238.  Motion by Coty Roe seconded by Keith Chaffin.

SET MOTOR VEHICLE TAX RATE

The Council approved the Motor Vehicle Tax Rates of .200 (Same a last year)  Motion by Caleb Farley second by Kala Brown. None Opposed.

DISCUSS DRAFT OF GOLF CART ORDINANCE

The Council had a lengthy discussion about 3 changes in the Ordinance. The Ordinance will show All Streets, a City Sticker will cost $15 and be given out by Louisa City Hall. Also the Grace Period will be until January 1, 2026.

DISCUSS DRAFTING OF UTV ORDINANCE 

The Council discussed that City Attorney Eldred E. (Bud) Adams will draft an Ordinance for next month’s meeting.

OPEN AND AWARD BIDS FOR NEW FIRE DEPT. TRAINING CENTER

There were 2 bids sent to the City, one for the building and one bid for the plumbing. Horst Sheds’ bid was  $57,500 for the building, which the Council approved unanimously. Motion by Coty Roe seconded by Caleb Farley. M & M Plumbing had a bid totaling $7,100, plumbing was $5,400 and PVC Pipe was $1,700. The Council had a Motion by Coty Roe and seconded by Keith Chaffin.

AUTHORIZE POLICE CHIEF TO APPLY FOR WALMART GRANT

The Chief of Police Steven Wilburn wants to apply for a Walmart Grant, the Grant is 100% free to the City. Wilburn said the limit is $5,000 but he didn’t think the city should try that much since there is no concrete plan on how to spend the funding if it is given. Motion by Keith Chaffin seconded by Caleb Farley. None Opposed.

SET TRICK OR TREAT FATE AND TIME

The Council unanimously approved to have ‘Trick or Treat’ on Halloween night Friday October 31, 2025 from 5:30 to 7:30 PM. Motion by Coty Roe seconded by Keith Chaffin. None Opposed.

Bud Adams said, “We discussed a couple of personnel issues but no action has been taken.”

  4. Discuss Draft of Golf cart Ordinance – Discussion.
  5. Discuss Drafting of a UTV Ordinance – Adams will provide Council with an Ordinance at next month’s meeting.
  6. Open and Award bids for New Fire Dept. Training Center – Motion for Building was made by Coty Roe 2nd by Caleb Farley. None Opposed. Plumbing was approved with a Motion by Coty Roe 2nd by Keith Chaffin. None Opposed.
  7. Authorize Police Chief to apply for Walmart Grant – Motion by Keith Chaffin 2nd by Caleb Farley. None Opposed.
  8. Set Trick or Treat date and time. – Motion by Coty Roe 2nd by Keith Chaffin. None Opposed.
  9. Council Comments – None
  10. Audience Comments – None
  11. Executive Session – No Action.
  12. Adjourn – Motion by Coty Roe 2nd by Caleb Farley.

The next Regular Scheduled Meeting will be on Tuesday October 14, 2025 at Louisa City Hall at 6PM.
