A Lawrence County Grand Jury met on June 13, 2024 and issued the following criminal indictments:
INDICTMENTS
Commonwealth of Kentucky vs. Justin Staniford
The Grand Jury charges: that on or about February 1, 2024, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Justin Standiford committed the offense of Burglary in the 2nd Degree by knowingly and unlawfully entering and remaining in a dwelling house of Patti Greer, located on Highway 469 in Martha, Kentucky, with the intent to commit the crime therein.
2. The above-named defendant committed the offense of Possession of Burglar’s tools by knowingly and unlawfully being in possession of tools, instruments, or other items adapted, or commonly used to commit, or facilitate the commission of an offense involving the forcible entry into premises.
3. The above-named defendant committed the offense of Possession of a Controlled Substance in the 1st Degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine, with a previous conviction for KRS: 218A. 1415, See Johnson Circuit Case 15-CR-0162.
4. The above-named defendant committed the offense of Possession of Drug Paraphernalia by knowingly and unlawfully being in possession of a used syringe and several “cut” straws.
Commonwealth of Kentucky vs. Elouise Scott
The Grand Jury charges: that on or about April 12, 2024, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Eloise Scott committed the offense of Possession of a Controlled Substance in the 1st Degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.
2. The above-named defendant committed the offense of Public Intoxication by knowing and unlawfully being manifestly under the influence of a controlled substance to the degree that she may endanger herself or other persons or property, or unreasonably annoy persons in her vicinity.
3. The above-named defendant committed the offense of Disorderly Conduct in the 2nd degree by knowingly and unlawfully engaging in violent or threatening behavior in a public place with the intent to cause public inconvenience, annoyance, and/or alarm.
Commonwealth of Kentucky vs. Jeffrey A. Perry
The Grand Jury charges: that on or about January 17, 2024, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Jeffrey A. Perry committed the offense of Trafficking in a Controlled Substance in the 1st Degree by knowingly and unlawfully being in possession of approximately .824 grams, with the intent to traffic in that Methamphetamine or by trafficking in that .824 grams of Methamphetamine.
Commonwealth of Kentucky vs. Allison Heaberlin
The Grand Jury charges: that on or about May 12, 2024, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Allison Heaberlin committed the offense of Burglary in the 2nd Degree by knowingly and unlawfully entering and remaining in a dwelling house of Douglas Senters, located on Highway 1690 in Lawrence County, Kentucky, with the intent to commit the crime therein.
Commonwealth of Kentucky vs. Thomas Mckinney
The Grand Jury charges: that on or about May 22, 2024, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Thomas Mckinney committed the offense of Assault in the 4th Degree when he intentionally caused physical injury to Jeffrey Cooper of Louisa, Kentucky.
2. Thomas McKinney committed the offense of Possession of a Controlled Substance in the 1st Degree by knowingly and unlawfully being in possession of a Controlled Substance, Methamphetamine.
Commonwealth of Kentucky vs. Mark A. Hall
The Grand Jury charges: that on or about April 25, 2024, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Mark A. Hall committed the offense of Strangulation by intentionally, without consent, impedes the normal breathing or circulation of the blood of another, applying pressure to the throat or neck of another, or by blocking the nose or mouth of another person, namely Stella Tingler.
2. Mark A. Hall committed the offense of Assault in the 4th Degree (Domestic Violence) when he intentionally caused physical injury to Stella Tingler of Louisa, Kentucky.
Commonwealth of Kentucky vs. Zachary Jones
The Grand Jury charges: that on or about April 23, 2024, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Zachary Jones committed the offense of Wanton Endangerment in the 1st Degree by knowingly and unlawfully engaging in conduct that creates substantial danger or death or serious physical injury to another person, namely Michael Osborne of Webbville, Kentucky.
Commonwealth of Kentucky vs. Kevin Meade
The Grand Jury charges: that on or about April 25, 2024, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Kevin Meade committed the offense of Possession of a Controlled Substance in the 1st Degree by knowingly and unlawfully being possession of a Controlled Substance, Methamphetamine.
2. The above-named defendant committed the offense of Possession of Drug Paraphernalia by knowingly and unlawfully being in possession of a glass pipe and plastic baggies containing chemical residue.
Commonwealth of Kentucky vs. Heather Marcum
The Grand Jury charges: that on or about May 22, 2024, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Heather Marcum committed the offense of Possession of a Controlled Substance in the 1st Degree by knowingly and unlawfully being possession of a Controlled Substance, Methamphetamine.
Commonwealth of Kentucky vs. Tabitha Jude
The Grand Jury charges: that on or about May 19, 2024, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Tabitha Jude committed the offense of Possession of a Controlled Substance in the 1st Degree by knowingly and unlawfully being possession of a Controlled Substance, Methamphetamine.
2. The above-named defendant committed the offense of Possession of Drug Paraphernalia by knowingly and unlawfully being in possession of an altered glass pipe. THC pens, rolling papers and a bong.
3. Tabitha Jude committed the offense of Possession of Marijuana by knowingly and unlawfully being in possession of marijuana.
Commonwealth of Kentucky vs. Rocky Hicks
The Grand Jury charges: that on or about May 19, 2024, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Rocky Hicks committed the offense of Adult Exploitation by knowingly and exploiting an adult, namely his son, Derrick Hicks, who resided at Cains Creek in Blaine, Kentucky, with the loss in financial or other resources exceeding $300.00.
Commonwealth of Kentucky vs. Christmas Rigbsy
The Grand Jury charges: that on or about May 9, 2024, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Christmas Rigsby committed the offense of Possession of a Controlled Substance in the 1st Degree by knowingly and unlawfully being possession of a Controlled Substance, Methamphetamine.
2. The above-named defendant committed the offense of Possession of Drug Paraphernalia by knowingly and unlawfully being in possession of glass pipe containing chemical residue.
Commonwealth of Kentucky vs. Robert Wells
The Grand Jury charges: that on or about May 1, 2024, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Robert Wells committed the offense of Possession of a Controlled Substance in the 1st Degree by knowingly and unlawfully being possession of a Controlled Substance, Heroin.
2. Robert Wells defendant committed the offense of Operating a Motor Vehicle While Under the Influence of Alcohol/Drugs 1st Offense within 10 years by operating a motor vehicle while under the influence of alcohol or other substances that impair a driver’s ability to operate that motor vehicle, with two prior convictions of 189A.010, Kenton County District Court 20-T-03305 and 19-M–03925.
3. The above-named defendant committed the offense of Operating on Suspended or Revoked Operator’s License by knowingly and unlawfully operating a motor vehicle while her operator’s license had been suspended or revoked.
Commonwealth of Kentucky vs. Bonnie Faye Branham
The Grand Jury charges: that on or about November 14, 2024, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Bonnie Faye Branham committed the offense of Possession of a Controlled Substance in the 1st Degree by knowingly and unlawfully being possession of a Controlled Substance, Methamphetamine.
2. The above named defendant committed the offense of Operating a Motor Vehicle While Under the Influence of Alcohol/Drugs 1st Offense within 10 years by operating a motor vehicle while under the influence of alcohol or other substances that impair a driver’s ability to operate that motor vehicle.
3. The above-named defendant committed the offense of Possession of Drug Paraphernalia by knowingly and unlawfully being in possession of an altered glass containing burnt chemical residue.
4. The above-named committed the offense of Possession of Marijuana by knowingly and unlawfully being in possession of marijuana
5. The above-named defendant committed the offense of Failure of Register Transfer of Motor Vehicle by knowingly and unlawfully failing to notify the proper licensing authority of a transfer of ownership within the timeframe prescribed by law.
6. The above-named defendant committed the violation of No Registration Plates by knowingly and unlawfully operating a motor vehicle upon a Kentucky roadway without proper registration plates as defined in KRS: 186.170.
7. The above-named defendant committed the violation of No/Expired Registration Plates by knowingly and unlawfully operating a motor vehicle upon a Kentucky roadway without proper registration plates as defined in KRS: 186.170.
8. The above-named committed the violation of Failure to Produce Insurance Card by knowingly and unlawfully operating a motor vehicle upon a Kentucky roadway without being in possession of an insurance verification card as defined and required in KRS: 304.39-117.
9. The above-named defendant committed the violation of Operating Vehicle with Expired Operator’s License by knowingly and unlawfully operating a motor vehicle upon a Kentucky roadway while her operator’s license was expired.
Commonwealth of Kentucky vs. Ricki Kimbler
The Grand Jury charges: that on or about April 17, 2024, in Lawrence County, Kentucky, and before the finding of the indictment herein, the above-named defendant:
1. Ricki Kimbler committed the offense of Possession of a Controlled Substance in the 1st Degree by knowingly and unlawfully being possession of a Controlled Substance, Heroin.
2. The above-named committed the offense of Tampering with Physical Evidence by knowingly and unlawfully destroying, removing, altering or concealing physical evidence that she believed would be used against her in an official proceeding.
3. The above named defendant committed the offense of Operating a Motor Vehicle While Under the Influence of Alcohol/Drugs 1st Offense within 10 years by operating a motor vehicle while under the influence of alcohol or other substances that impair a driver’s ability to operate that motor vehicle.
4. The above-named defendant committed the offense of Possession of Drug Paraphernalia by knowingly and unlawfully being in possession of two (2) syringes.
5. The above-named committed the offense of Possession of Marijuana by knowingly and unlawfully being in possession of marijuana.
6. The above-named defendant committed the offense of Failure to Wear Seatbelt by knowingly and unlawfully operating a motor vehicle without having a seatbelt properly adjusted and fastened.
7. The above-named defendant committed the violation of Improper Display of Registration Display of Registration Plates by knowingly and unlawfully operating a motor vehicle upon a Kentucky roadway without properly displayed registration plates as defined in KRS: 186.170.
8. The above-named defendant committed the violation of Failure to or Improper Signal by knowingly and unlawfully failing to signal while operating a motor vehicle upon a Kentucky roadway.
9. The above-named defendant committed the offense of Criminal Littering by knowingly and unlawfully drop or permit to be dropped litter on a highway or public property.
