The Lawrence County Fiscal Court had a Regular Scheduled Monthly Meeting on Tuesday, February 20, 2024 at the Lawrence County Courthouse, Downtown 2nd Floor, 122 Main Cross Street, Louisa, Kentucky. LC Judge Executive Phillip Carter was in attendance along with LC Magistrates David Pinson, Rick Blackburn, Michael Mouse Halcomb and John Scaggs.
MINUTES

TREASURERS REPORT
The Treasurers Report was unanimously approved with a Motion by David Pinson 2nd by Rick Blackburn. Roll Call. (SEE VIDEO)
BUDGET AMENDMENTS
LC Treasurer Josh Puckett discussed the amendments to the budget. The first amendment was a FEMA LOAN received for the ice storm a few years ago, the county has paid off the loan and are awaiting reimbursement. The second amendment was for the Blaine Remediation that happened a few years ago, same situation as the FEMA Loan paid off and the county is awaiting reimbursement. The third amendment was for a grant received last year. All three amendments were passed unanimously with a motion by Rick Blackburn 2nd by Michael Mouse Halcomb. Roll Call (SEE VIDEO)
APPROVE BILLS

APPROVE TREASURERS REQUEST
LC Treasurer Josh Puckett made a request for Incentive Training for County Treasurers. This training has to be in the minutes of the Fiscal Court so they can continue the training. Approved unanimously with a motion by John Scaggs 2nd by Rick Blackburn. Roll Call. (SEE VIDEO)
RESOLUTION for YVONNE JORDAN
LC Judge Executive Phillip Carter discussed Yvonne Jordan. She is a native of Lawrence County, Kentucky and sang country music. Jordan sang with Tammy Wynette and should be added to the Country Music Highway sign. The Court unanimously agreed with a motion by David Pinson 2nd Michael Mouse Halcomb. Roll Call. (SEE VIDEO)
AML RESOLUTION
LC Deputy Judge Vince Doty discussed that the resolution is for a quarter of a million dollars (250,000.) These funds will be used to make an emergency storage building for the county to include storage for the local food bank. The resolution was passed unanimously with a Motion by Rick Blackburn 2nd by John Scaggs. Roll Call. (SEE VIDEO)
BLAINE COMMUNITY CENTER NAMED AFTER CRATIS WILLIAMS
LC Tourism Commission Chairman Wes Kingsmore discussed Cratis Williams and all his accomplishments to the Fiscal Court. This Resolution unanimously passed with a motion by David Pinson 2nd by Rick Blackburn. Roll Call. (SEE VIDEO)
WES KINGSMORE REQUESTING TO USE THE BLUE TRAIL
Kingsmore discussed that the LC Tourism wants to host an event at the Blue Trail. Tourism will take donations, then all the funds will go to the Saddle Club Trail Mates. The event day will include Trail Day that morning, a Muddy March Run that afternoon and events for kids and non-runners. ACCEPT 2023 EXCESS FEES FOR SHERIFFS OFFICE
