Mayor Says Landfill Fees Rising, Will Advertise For New Company

The Louisa City Council had a Special Meeting on Thursday March 12, 2025 at Louisa City Hall, 215 N Main Cross Street, Louisa, Kentucky 41230. Mayor of Louisa Harold Slone was in attendance along with the Louisa City Council Members Kala Brown, Caleb Farley, Coty Roe and Keith Chaffin.  Lester and McClanahan were absent.

After initial opening the mayor updated council on a few items.

  • “Patrolman Ethan Smith has successfully completed his training at the DOCJT academy at EKU and has returned to the city to begin/ continue his career. We congratulate him and wish him well.”
  • Tile replacement on W Pike St has been delayed due to weather but the tiles are on site and construction is expected soon.
  • The architectural committee for the new Emergency Response Center will meet next Tuesday March 17th, at 9:30 am at city hall.

OLD BUSINESS

The council unanimously approved the minutes from February 17th special meeting.

NEW BUSINESS

FIVCO to handle ‘paperwork’ for new Emergency Response Center

After some discussion the council agreed to enter into an administrative services agreement with FIVCO Area Development District to do the administrative processes for the emergency response center project.

The district agreed to do all administration of the $3.5 million dollars for $50,000 dollars which is much less than the normal going rate, the mayor said.  “This involves all paperwork regarding environmental , state historic preservation, and prevailing wage reviews.”

Local architect and council member Coty Roe

Councilman Coty Roe, who is familiar with this type of projects, said he felt this was a very good deal for the city and the cost is absorbed into the funding source. On a motion by councilman Roe and second by councilman Caleb Farley and motion carried unanimously.

Landfill fees rising

The mayor told the council that Republic Services has notified the city of a increase in landfill fees effective March. The city has a contract with Republic but if you read the fine print the price can still be adjusted,” the mayor said.

The mayor asked the council to authorize him to advertise for such services and evaluate offers received in the coming weeks. The motion by Keith Chaffin and seconded by councilwoman Kala Brown  to advertise was unanimous .

The council also voted unanimously to advertise for asphalt and concrete. The mayor said the city would try to get these advertisements out this month and review bids in April.

Management and staff of the Mountain Movers Theatre company was present and briefly spoke saying they wanted to be more involved in the community and planned on attending future meetings.

Council went into executive session to discuss a property acquisition matter. Upon returning the mayor advised the council had given him permission to continue negotiations and update in the future.
