THE NEW EPIDEMIC:

“ICE” MAY BE ONE REASON FOR OUTBREAK OF VIOLENT BEHAVIOR

We start 2018 with the arrests of several methamphetamine dealers being charged by the Lawrence County Grand Jury.

The Grand Jury met on Thursday, Feb. 8th and returned 21 Indictments and Meth continues to be the dominant charge; however, the charges are becoming more violent with 3 different men being charged with VIOLENT CRIMES.  

According to ADF (Alcohol and Drug Foundation) the new methamphetamine is “Ice” and can take people several days to come down, other symptoms are difficulty sleeping, headaches, blurred vision, paranoia, hallucinations and all around irritability with a whole host of other side effects. That makes it easy to see why they would become violent.

Officials also talk about “Ice Psychosis”, a condition that is characterized by paranoid delusions, hallucinations and bizarre, aggressive or violent behavior. This usually happens after a few days after the person has stopped using. Either way it causes aggression, so it’s safe to say that as long as this epidemic continues, there will be more victims.

Feb. 2018 Indictments:

Steve Meeks, 61 of Louisa, Ky. was indicted by the Grand Jury on Attempted ROBBERY in the 1st degree (class C felony) penalty: 5-10 years.

The grand jury charges that Meeks knowingly and unlawfully and intentionally attempted to enter the premises of Inez Deposit Bank on Commerce Drive after hours drive-thru, with the intent to commit the crime of robbery in the 1st degree. FLEEING/EVADING THE POLICE, 1st Degree (class D felony) penalty: 1-5 years for knowingly and unlawfully disobeying a direction to stop a motor vehicle he was operating and while operating said motor vehicle under the influence of drugs, by fleeing or eluding, the defendant created a substantial risk of serious physical injury or death to other persons on or near the roadway including but not limited to police officers attempting to stop the vehicle. WANTON ENDANGERMENT In the 1st Degree (class D felony) penalty 1-5 years for knowingly and unlawfully and wantonly and under circumstances manifesting extreme indifference to the value of human life, engaging in contact which created a substantial danger of serious physical injury or death to other persons on or near the roadway. TAMPERING WITH PHYSICAL EVIDENCE (class D felony) penalty: 1 to 5 years The defendant knowingly and unlawfully (no description in indictment). The defendant is also indicted on a misdemeanor, OPERATING A MOTOR VEHICLE UNDER THE INFLUENCE OF Alcohol/Drugs and PERSISTENT FELONY OFFENDER, an enhancement.

John David Sartin, 32, of Louisa was indicted on BURGLARY, 1st degree (class B Felony) penalty: 10 to 20 years.

The grand jury charges that on November 1, 2017 the defendant knowingly and unlawfully and with the intent to commit the crime of Assault, he entered the residence at 44 Dogwood Ln. and while in the building he caused physical injury to Joseph Mills. The defendant is also charged with ASSAULT in the 1st degree (class B felony) for knowingly and unlawfully and intentionally or under circumstances manifesting extreme indifference to the value of human life, causing serious physical injury to Joseph Mills by striking him in the head with a dangerous blunt force instrument in the form of a padlock. The defendant is also charged with PERSISTENT FELONY OFFENDER, an enhancement.

Hansel Ray Wiley, 47 was indicted on CRIMINAL POSSESSION OF A FORGED INSTRUMENT, 1st degree (class C felony) penalty: 5-10 years.

The Grand Jury charges that the defendant knowingly and unlawfully with the intent to defraud, deceive, or injure another utters or possesses a fraudulent or forged $100 bill that he passed at the Tri State Petroleum (Valero of Louisa)

Jeffrey Copley, 46 of Ft. Gay, WV. Was indicted on TRAFFICKING IN A CONTROLLED SUBSTANCE IN THE 1st degree (more than 2 grams) COMPLICITY (class C felony) penalty: 5 to 10 and POSSESSION OF MARIJUANA a misdemeanor.

The Grand Jury charges that on or before December 30, 2017 Jeffrey Copley acting alone or in complicity with Bradley Fraley, Jeremy Thompson, Lloyd Brown knowingly and unlawfully possessed 3.611 grams of methamphetamine, A controlled substance, along with scales, with the intent to traffic in that controlled substance or by trafficking in a controlled substance, namely 3.611 g of methamphetamine.

Jeremy Thompson, 36 of Louisa indicted on TRAFFICKING IN A CONTROLLED SUBSTANCE IN THE 1st degree (more than 2 grams) COMPLICITY (class C felony) penalty: 5 to 10 and POSSESSION OF MARIJUANA a misdemeanor.

The Grand Jury charges that on or before December 30, 2017 Jeremy Thompson, acting alone or in complicity with Bradley Fraley, Jeffrey Copley, and  Lloyd Brown knowingly and unlawfully possessed 3.611 grams of methamphetamine, A controlled substance, along with scales, with the intent to traffic in that controlled substance or by trafficking in a controlled substance, namely 3.611 g of methamphetamine.

Lloyd Brown, 48 of Louisa was indicted on TRAFFICKING IN A CONTROLLED SUBSTANCE IN THE 1st degree (more than 2 grams) COMPLICITY (class C felony) penalty: 5 to 10 and POSSESSION OF MARIJUANA a misdemeanor.

The Grand Jury charges that on or before December 30, 2017 Lloyd Brown acting alone or in complicity with Bradley Fraley, Jeremy Thompson, Jeffrey Copley knowingly and unlawfully possessed 3.611 g of methamphetamine, A controlled substance, along with scales, with the intent to traffic in that controlled substance or by trafficking in a controlled substance, namely 3.611 g of methamphetamine.

Bradley Fraley. 47 of Louisa was indicted on TRAFFICKING IN A CONTROLLED SUBSTANCE IN THE 1st degree (more than 2 grams) COMPLICITY (class C felony) penalty: 5 to 10 and POSSESSION OF MARIJUANA a misdemeanor.

The Grand Jury charges that on or before December 30, 2017 Bradley Fraley acting alone or in complicity with Jeremy Thompson, Jeffery Copley and Lloyd Brown knowingly and unlawfully possessed 3.611 g of methamphetamine, A controlled substance, along with scales, with the intent to traffic in that controlled substance or by trafficking in a controlled substance, namely 3.611 g of methamphetamine.

Sonny Wiley, 39, of Louisa was indicted on POSSESSION OF A CONTROLLED SUBSTANCE IN THE 1ST DEGREE/COMPLICITY a (class D felony) penalty: 1 to 5 years and USE/POSSESSION OF DRUG PARAPHERNALIA FIRST OFFENSE/COMPLICITY, a misdemeanor.

The Grand Jury charges that on or before June 24, 2017 Joni Moore, acting alone or in complicity with Sonny Wiley committed the offense of possession of a controlled substance by being in possession of methamphetamine. The defendants also possessed drug paraphernalia by knowingly and unlawfully being in possession of syringes.

Jason Clark, 39, of Louisa was indicted on TRAFFICKING IN A CONTROLLED SUBSTANCE (class D felony).

The Grand Jury charges that on or before October 13, 2015 the defendant committed the offense by knowingly and unlawfully being in possession of a controlled substance with the intent to traffic in that controlled substance or by trafficking in a controlled substance, namely .478 grams of methamphetamine    

Teresa A. Clay, 50 Of Louisa was indicted on TRAFFICKING IN A CONTROLLED SUBSTANCE IN THE 1st degree, less than 10 dosage units (class D felony) penalty 1-5 years.

The Grand Jury charges that on or before October 14, 2015 in Lawrence County the defendant knowingly and unlawfully being in possession of a schedule II controlled substance with the intent to traffic in that controlled substance or by trafficking in a schedule II controlled substance, namely eight dosage units of Oxycodone.

Robert Clay, 56 of Louisa was indicted on TRAFFICKING IN A CONTROLLED SUBSTANCE IN THE 1ST DEGREE (less than 2 g of meth) (class D felony) penalty; 1 to 5 years.

The grand jury charges that on or before October 16, 2015 in Lawrence County the defendant knowingly and unlawfully being in possession of a controlled substance with the intent to traffic in that controlled substance or by trafficking In a controlled substance, namely .385 g of methamphetamine.

Jonathan Owens, 30 of Salyersville, Ky. Was indicted on TRAFFICKING IN A CONTROLLED SUBSTANCE IN THE 1ST DEGREE (less than 2 grams of meth)  (class D felony) penalty 1 to 5 years and GIVING OFFICER A FALSE IDENTIFYING INFORMATION, class B misdemeanor.

The Grand Jury charges that on or before November 26, 2017 the defendant knowingly and unlawfully possessed .194 grams of methamphetamine, a controlled substance, along with $892 in cash with the intent to traffic in that controlled Substance, namely methamphetamine. The defendant also committed the offense by giving officer false identifying information by knowingly and unlawfully with the intent to mislead Trooper Forest Newsome with the Kentucky State Police, gave a false name and address or date of birth.

Ricky T. Vance, 50 of Blaine, KY. Was indicted on burglary in the 3rd degree (2 counts) (class D felony) and Wanton endangerment, 1st degree (class D Felony) penalty 1 to 5 years.

The grand jury charges that on or about January 27, 2018 in Lawrence County the defendant knowingly and unlawfully entered and remained in an out building used as oil pump house owned by Mr. Carson Hay of Martha, Kentucky with the intent to commit a crime of theft. The defendant knowingly and unlawfully entered and remained in an unoccupied house owned by Mr. Carson Hay of  Martha, Kentucky with the intent to commit a crime of theft, the defendant knowingly and unlawfully engaged in conduct that created substantial danger of serious physical injury or death to another person, namely Mr. Carson Hay of Martha KY.

Cory Lynn Moore, 35 of Blaine, Ky. was indicted on TRAFFICKING IN A CONTROLLED SUBSTANCE IN THE FIRST DEGREE (more than 2 grams) (class C felony) penalty 5 to 10 years and POSSESSION/ USE OF DRUG PARAPHERNALIA/COMPLICITY, misdemeanor.

The Grand Jury charges that on or before November 8, 2017 the defendant acting alone or in complicity with Robert Parker committed the offense by knowingly and unlawfully being in possession of methamphetamine in excess of 2 grams of a controlled substance or by trafficking in a controlled substance, namely methamphetamine. The defendant acting alone or in complicity with Robert Parker was in possession Digital scales and an altered glass pipe.

Robert L. Parker, 34 of Blaine, KY. Was indicted on  TRAFFICKING IN A CONTROLLED SUBSTANCE IN THE FIRST DEGREE (more than 2 grams) (class C felony) penalty 5 to 10 years and POSSESSION/ USE OF DRUG PARAPHERNALIA/COMPLICITY, misdemeanor and PERSISTENT FELONY OFFENDER 1st Degree.

The Grand Jury charges that on or before November 8, 2017 the defendant acting alone or in complicity with Cory Lynn Moore committed the offense by knowingly and unlawfully being in possession of methamphetamine in excess of 2 grams of a controlled substance or by trafficking in a controlled substance, namely methamphetamine. The defendant acting alone or in complicity with Cory Moore was in possession Digital scales and an altered glass pipe.

On A separate Indictment: Robert Parker was indicted on POSSESSION OF A FIREARM BY A CONVICTED FELON (class D felony) The Grand Jury charges that on or before November 8, 2017 the defendant knowingly and unlawfully possessed a Marlon Brando 22 caliber rifle and a Marlon Brand 12 gauge shotgun after having been previously convicted of a felony.

Jose M. Cruz, 29, of Louisa was indicted on TRAFFICKING IN A CONTROLLED SUBSTANCE IN THE 1ST DEGREE (less than 2 g of cocaine) (class D felony) 1 to 5 years.

The Grand Jury charges that on or before October 8, 2015 the defendant knowingly and unlawfully possessed a controlled substance with the intent to traffic in that controlled substance or by trafficking in a controlled substance, namely 2.7 grams of cocaine.

The defendant has also been charged by the Grand Jury for TRAFFICKING IN A CONTROLLED SUBSTANCE IN THE 1ST DEGREE ( less than 2 grams of cocaine) namely 1.781 grams of Cocaine on October 6, 2015 in Lawrence County.

Justin Harless, 30 of Louisa was indicted on (2 COUNTS) OF BURGLARY IN THE 3RD DEGREE (class D felony) and PERSISTENT FELONY OFFENDER IN THE 1ST DEGREE, an enhancement.

The Grand Jury charges that on or about January 24, 2018 the defendant knowingly and unlawfully entered and remained in Walmart of Louisa after having been banned from being on the premises (two counts)

David B. Johnson, 40 of Louisa was indicted on CRIMINAL MISCHIEF IN THE 1ST DEGREE (CLASS D FELONY) ATTEMPTED ESCAPE IN THE 2ND DEGREE, MISDEMEANOR, RESISTING ARREST, MISDEMEANOR, ONE ENDANGERMENT IN THE 2ND DEGREE, MISDEMEANOR AND PERSISTENT FELONY OFFENDER IN THE 1ST DEGREE.

The Grand Jury charges that on December 29, 2017 the defendant unlawfully damage to property owned by the Lawrence County fiscal court, namely $1696.82 in damages to a 2009 Ford Crown Victoria, the defendant Knowingly and unlawfully and intentionally attempted to commit the offense of escape by destroying a window on a vehicle transporting him as a substantial step towards escaping said custody, the defendant knowingly and unlawfully attempted to prevent peace officers, recognized to be acting under color of their official authority, namely Chief Deputy Mark Wheeler and Chief Greg Fugitt of the Lawrence County Sheriffs Department and Louisa Police Dept. from effecting an arrest of the defendant by using or threatening to use physical force or violence against said police officers.
