KY STATE POLICE SPECIAL ELECTRONIC CRIMES UNIT CHARGES CLARK CO. MAN WITH 30 CHILD SEXUAL EXPLOITATION OFFENSES
A Clark County, Kentucky man was busted by a state police special unit after he was found to be possessing and distributing child sex exploitation pornography images on the internet.
The Kentucky State Police (KSP) Electronic Crime Branch arrested Jeffrey Allen Arvin, 36, of Winchester, KY., on charges related to child sexual abuse material.
Mr. Arvin was arrested as the result of an undercover Internet Crimes Against Children (ICAC) investigation. The KSP Electronic Crime Branch began the investigation after discovering the suspect uploading images of child sexual exploitation online.
Equipment used to facilitate the crime was seized and taken to KSP’s digital forensic laboratory for examination. The investigation is ongoing.
Mr. Arvin is currently charged with 20 counts of possession of matter portraying a sexual performance by a minor, under 12, a class C felony, that is punishable by five to ten years in prison; and 10 counts of possession of matter portraying a sexual performance by a minor, over 12, a class D felony, that is punishable by one to five years in prison.
Jeffrey Allen Arvin was lodged in the Clark County Detention Center in Winchester; where he is being held on a $15,000 full cash bond. His first preliminary hearing is set for Wednesday, January 18, at 11:00 A.M., in Clark County District Court.
The Kentucky Internet Crimes Against Children (ICAC) Task Force is comprised of more than twenty-six local, state, and federal law enforcement agencies. The mission of the ICAC Task Force, created by the United States Department of Justice and administered by the Kentucky State Police, is to assist state and local law enforcement agencies in developing a response to cyber enticement and child sexual abuse material investigations. This support encompasses forensic and investigative components, training and technical assistance, victim services, prevention and community education. The ICAC program was developed in response to the increasing number of children and teenagers using the internet, the proliferation of child sexual abuse material, and the heightened online activity of predators searching for unsupervised contact with underage victims.
MAGOFFIN COUNTY MAN ARRESTED BY STATE POLICE, CHARGED WITH RAPING CHILD
ALLEGED CHILD RAPIST: JARED B. OWENS, 26, OF SALYERSVILLE, KENTUCKY.
A Magoffin County man was arrested by state police after being accused of raping a child.
Jared B. Owens, 26, of Flat Branch, in Salyersville, KY., was arrested early Tuesday evening, January 10, by trooper Jimmy Stratton of the Kentucky State Police,Post 9 in Pikeville, KY., whereupon Jared Owens was transported to and booked in the Big Sandy Regional Detention Center in Paintsville.
Jared Owens is charged with one count of:
* RAPE, 1ST DEGREE; and one count of
*SEXUAL ABUSE, 1ST DEGREE.
His bond is set currently at $25,025 full cash only.
Both the arrest report and Magoffin County Court records do not provide any details of the accusations, other than to say Jared Owens was accused by an underage girl of forcibly raping her.
The age of the girl who was reportedly raped was not given, but that would play a significant role in sentencing if he were to be convicted. First-degree rape carries of maximum sentence of 10 years to 20 years for a victim who is 12 years of age or older, and a maximum sentence of from either 50 years to life in prison if the victim is under 12 years old.

A Madison County, Kentucky man was busted by a state police special unit after he was found to be in the operation of forward distribution of child sex exploitation pornography images on the internet.
The Kentucky State Police (KSP) Electronic Crime Branch arrested Dusty Daniel Dunaway, 42, of Richmond, KY., on Monday Janaury 9, on a charge related to child sexual abuse material.
Dusty Dunaway was arrested as the result of an undercover Internet Crimes Against Children (ICAC) investigation. The KSP Electronic Crime Branch began the investigation after discovering the suspect uploading images of child sexual exploitation online.
Equipment used to facilitate the crime was seized and taken to KSP’s digital forensic laboratory for examination. The investigation is ongoing.
Dusty Daniel Dunaway is currently charged with one count of distribution of matter portraying a sexual performance by a minor over the age of 12, a class D felony which is punishable by one to five years in prison. Dusty Daniel Dunaway was taken to & was lodged in the Madison County Detention Center in Richmond. He has since posted his bond and was released from jail.

KENTUCKY STATE POLICE ARREST LOGAN COUNTY HIGH SCHOOL TEACHER ON SEXUAL OFFENSES
ALLEGED CHILD SEX CREEP, WHO IS ALSO A HIGH SCHOOL TEACHER: BENJAMIN A. ADAMS, 26, OF BOWLING GREEN, KY., WAS ARRESTED FOR HAVING AN ‘INAPPROPRIATE RELATIONSHIP WITH A STUDENT AT LOGAN COUNTY HIGH SCHOOL
A Warren County man who is a high school teacher was arrested by state police on sex crimes with a juvenile student.
On Thursday, January 5, 2023, the Kentucky State Police, Post 3 in Bowling Green, in Warren County; was contacted about allegations of a teacher at Logan County High School, who was having an inappropriate relationship with a student.
As a result of the initial investigation, Benjamin A. Adams, 26, of Bowling Green, KY,. was arrested and lodged in the Logan County Detention Center in Russellville, KY. Benjamin Adams is charged with
*SODOMY, 3RG DEGREE; and
*SEXUAL ABUSE, 1ST DEGREE.
His bond was set at $50,000, which he was able to post and has since been released from the jail.The ongoing investigation into this case is being conducted by KSP Post 3 detectives.

JUDGE ALLOWS ATTORNEYS OF BOYD COUNTY MAN TO REVIEW EVIDENCE IN INTERNET CHILD SEX CRIMES CASE
ALLEGED CHILD SEX PORNOGRAPHY CREEP: MATTHEW MCHENRY MCDAVID, 45, OF CATLETTSBURG, KENTUCKY; WHO IS SCHEDULED TO GO ON TRIAL ON FEBRUARY 2, IN BOYD COUNTY CIRCUIT COURT.
The attorney for a Boyd County man accused of downloading child sexual abuse material will get access to the evidence, following a mix-up over which police agency was keeping it.
Matthew McHenry McDavid, 45, of Cattletsburg,KY., was charged on July 21, 2022; following a joint investigation by the Ashland Police Department and the Kentucky State Police into allegations of the possession and distribution of child sexual abuse material.
On Thursday, January 5, defense attorney David Mussetter told Boyd County Circuit Court Judge John Vincent that he went to review the evidence held at the Ashland Police Department, but he was told the evidence was held at Kentucky State Police Post 14.
“We chased the rabbit down the hole and have now arranged to review the evidence at Boyd County Commonwealth’s Attorney Ms. Rhonda Copley’s office,” attorney Mussetter said.
With defense attorney Mussetter scheduled to review the evidence next week, judge John Vincent reset the case to begin for Friday February 2; to give Mr. Mussetter time to analyze it.
CARTER COUNTY MAN TO CLOSE SOON TO DECIDE TO ACCEPT GUILTY PLEA OR TO BE BE TRIED IN A COURT TRIAL IN ‘ACCIDENTIAL’ CHILD ABUSE MATERIAL CASE.
A Carter County man charged with 13 counts of possession of child pornography, of which 12 of them depicting a child less than 12 years of age; appeared in Carter County Circuit Court on Tuesday, January 3.
Larry David Lewis, 38, of Olive Hill, KY., was arrested on March 15, 2022; by the Kentucky State Police Post 14, in Ashland; after being nabbed by the Internet Crimes Against Children Unit who began investigating Larry Lewis after he allegedly used the messaging app, KIK, to obtain and upload child sexual abuse material. Larry Lewis was charged with additional child sex abuse materials in May 2022 by the Carter County Sheriff Office.
Larry Lewis told investigators that he occasionally moved his phone around in his vehicle to get a better reception. He recalled the phone falling once, but he didn’t know if child sexual abuse material could be sent that way, according to court documents.
On Tuesday, January 3, Larry Lewis appeared in Carter County Circuit Court for a pretrial conference.
Larry Lewis’ public defender told Carter Circuit Judge Rebecca Phillips that an offer had been conveyed last week from the Commonwealth, but he and his client had yet to go over it together.
Judge Rebecca Phillips granted Larry Lewis and his counsel two weeks to discuss the offer but if Lewis was uninterested, he was entitled to a jury trial.
Larry Lewis is scheduled to appear again in Carter County Circuit Court on Tuesday, January 17, to give his decision to either plead guilty or to go to a criminal court trial instead.
Larry David Lewis has been held in the Carter County Detention in Grayson KY., without bond since his arrest in March 2022.

CARTER COUNTY MAN ACCUSED OF COMMITTING FORCED SEXUAL ACTS AGAINST FEMALE MINOR, AND ALSO A DOG
A Carter County man accused of sexual crimes against a minor and an animal will have a bond modification considered by the judge overseeing the case.
Jerimiah James, 19, of Olive Hill, KY., appeared before Carter County Circuit Court Judge Rebecca Phillips on Tuesday, January 3, alongside his attorney, David Mussetter. Jeremiah James was arrested by trooper Tyler M. Daniels of the Kentucky State Police Post 14, in Ashland; on August 11, 2022; and was charged with:
* SEXUAL CRIMES AGAINST ANIMALS;
* SEXUAL ABUSE, 1ST DEGREE;
* RAPE, 1ST DEGREE – INCAPABLE OF CONSENT-PHYSICALLY HELPLESS;
* SODOMY, 1ST DEGREE;
* UNLAWFUL TRANSACTION WITH A MINOR 3RD DEGREE.
Jeremiah James’ charges stem from a report made to Kentucky State Police by a juvenile female in August 2022.
The minor claimed that on the night of July 25, she was supplied with alcohol before she was raped and sodomized by James, who, she says, then performed the same sexual acts on his dog.
After escaping James’ home the following morning, the minor claimed she flagged down a passing motorist for help, according to court documents.
While being interviewed by detectives, court documents state that James admitted to supplying the minor with alcohol but has no recollection of assaulting her nor the dog due to his own level of intoxication that night.
On Tuesday, January 3, Judge Rebecca Phillips referred to a motion for bond review recently entered by defense attorney David Mussetter who informed the court that Jeremiah James’ family was willing to post a substantial $75,000 cash bond; only $25,000 short of the current cash bond set. At the time of his arrest in August 2022, Jeremiah James’ bond had been originally set at $150,000 full cash bond.
The Carter County Commonwealth’s Attorney Office acknowledged that the amount was substantial, but were against a bond reduction, due to Jeremiah James’ alleged actions being “pretty egregious acts.”
David Mussetter responded that Jeremiah James lacks a substantial criminal history and was unlikely to pose a flight risk.
Judge Rebecca Phillips sided with the Commonwealth Attorney and said the “allegations certainly are disturbing,” but she also acknowledged the considerable cash amount offered up by the family.
“I cannot make any promises to modify,” Judge Phillips said, turning her attention directly to Jeremiah James, “but I will review.”
Judge Phillips said the only reason she was willing to consider a bond modification was because of the amount being so close to the $100,000 that is currently set.
“I’ll consider it,” Phillips said.
