LOUISA, Ky. — The Lawrence County Grand Jury issued several indictments on July 14th. A variety of charges from possession of drugs, fleeing law enforcement, stolen vehicles and credit cards, forging checks, robbery and sexual abuse charges.
Commonwealth vs. Anthony Fletcher
The Grand Jury charges that on, from, or about July 1, 2021 through August 27, 2021 in Lawrence Co, Ky the above named defendant:

Anthony Fletcher committed the offense of sexual abuse in the first degree by, being in person in a position of authority or position of special trust, subjecting a minor under the age of 18 to sexual contact.

Anthony Fletcher committed the offense of video voyeurism by knowingly, unlawfully, and intentionally using a video recording device for the purpose of videotaping, in twelve separate videos, the sexual conduct, genitals and/or nipple of the female breast of DELETEDv without her consent and uses said videos obtained for consideration.
Commonwealth vs. Kimberly Mullins
The Grand Jury charges that on or before October 20, 2021, in Lawrence Co, Ky, the above named defendant:

Kimberly Mullins acting alone or in complicity with James Boyd committed the offense of possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.

Kimberly Mullins committed the offense of importing Heroin by knowingly and unlawfully transporting approximately 0.021 grams of heroin into the Commonwealth by any means with the intent to sell or distribute the heroin.

Kimberly Mullins committed the offense of importing Heroin by knowingly and unlawfully transporting approximately 0.140 grams of Heroin into the Commonwealth by any means with the intent to sell or distribute the Heroin.

The above named defendant acting alone or in complicity with James Boyd committed the offense of possession of a controlled substance in the third degree by knowingly and unlawfully being in possession of a schedule III controlled substance Diazepam.

The Grand Jury charges that on or before October 20, 2021, in Lawrence Co, Ky, the above named defendant:

James Boyd acting alone or in complicity with Kimberly Mullins committed the offense of possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.

James Boyd committed the offense of importing Heroin by knowingly and unlawfully transporting approximately 0.021 grams of heroin into the Commonwealth by any means with the intent to sell or distribute the heroin.

James Boyd committed the offense of importing Heroin by knowingly and unlawfully transporting approximately 0.140 grams of Heroin into the Commonwealth by any means with the intent to sell or distribute the Heroin.

The above named defendant acting alone or in complicity with Kimberly Mullins committed the offense of possession of a controlled substance in the third degree by knowingly and unlawfully being in possession of a schedule III controlled substance Diazepam.

The above named defendant committed the offense of operating a motor vehicle on suspended or revoked license by knowingly and unlawfully operating a motor vehicle while his license to operate said motor vehicle had been suspended or revoked.
Commonwealth vs. Windy Reaper
The Grand Jury charges that on or before October 7, 2021, in Lawrence Co, Ky, the above named defendant:

Windy Reaper committed the offense of trafficking in a controlled substance in the first degree by knowingly and unlawfully being in possession of approximately 0.701 grams of Methamphetamine, $280 in cash monies, and a set of digital scales, and a gallon size bag filled with individual plastic baggies with the intent to traffic in that Methamphetamine or by trafficking in that approximately 0.701 grams of Methamphetamine, while in possession of a Diamond Arms Brand .38 caliber handgun.

Windy Reaper committed the offense of trafficking in a controlled substance in the first degree by knowingly and unlawfully being in possession of a schedule I controlled substance, namely .887 grams of MDMA and $280 in cash monies,
Commonwealth vs. Heather Marcum
The Grand Jury charges that on or before October 21, 2021, in Lawrence Co, Ky, the above named defendant:

Heather Marcum committed the offense of possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.

Heather Marcum committed the offense of operating a motor vehicle while under the influence of alcohol/drug in the first offense within five years by operating a motor vehicle while under the influence of alcohol or other substances that impair a driver’s ability to operate that motor vehicle.

The above named defendant committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of two syringes.

Brandon Fasnacht committed the offense of possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.

The above named defendant committed the offense of operating a motor vehicle while under the influence of alcohol/drugs first offense within five years by operating a motor vehicle while under the influence of alcohol or other substances that impair a driver’s ability to operate that motor vehicle.

The above named defendant committed the offense of operating on a suspended or revoked operator’s license by knowingly and unlawfully operating a motor vehicle upon a Ky roadway while his operator’s license was suspended and revoked.

Alexiya Schwan committed the offense of fraudulent use of a credit card over $500 by knowingly and unlawfully defrauding an account registered to James Bolt of Louisa, Ky, for the purpose of obtaining money or goods, or anything of value, approximately $4000 in goods or services by representing without consent of the cardholder that she was the holder of the specific card wit the unauthorized purchases exceeding $500.
Commonwealth vs. Roscoe Muncy
The Grand Jury charges that on or before October 10, 2021, in Lawrence Co, Ky, the above named defendant:

Roscoe Muncy committed the offense of sexual abuse in the first degree by, while being twenty-one years of age or older, knowingly and unlawfully engaging in masturbation in the presence of another person, a minor under the age of twelve years of age, whom said person defendant knew or has reason to know the minor was present.

Commonwealth vs. William Spillman
The Grand Jury charges that on or before July 4, 2022 in Lawrence Co, Ky, the above named defendant:

William Spillman committed the offense of theft by unlawful taking over $10,000 but under $1,000,000 by knowingly and unlawfully taking a 2011 Cadillac Escalade automobile from Pamela Phelps of Louisa, Ky with an approximate value of over $10,000.
Commonwealth vs. Troy Miller
The Grand Jury charges that on or before June 27, 2022 in Lawrence Co, Ky, the above named defendant:

Troy Miller committed the offense of robbery in the first degree by knowingly and unlawfully while in the course of committing a theft from Mike Griffith of Louisa, Ky, he used or threatened the immediate use of a dangerous instrument upon Mr. Griffith.

Troy Miller committed the offense of sexual abuse in the third degree when he knowingly and unlawfully subjected another person, namely Mr. Mike Griffith, to sexual contact, without that person’s consent.

Troy Miller committed the offense of public intoxication by knowingly and unlawfully being manifestly under the influence of a controlled substance to the degree he may endanger himself or other persons or property, or unreasonable annoy anyone in his vicinity.
Commonwealth vs. Aaron Justice
The Grand Jury charges that on or before April 14, 2022 in Lawrence Co, Ky, the above named defendant:

Aaron Justice committed the offense of fleeing/evading in the first degree by knowingly and unlawfully being in physical control of a motor vehicle upon a Ky roadway and disregarding signals and commands to stop given by Deputy Mason Keefer with the Lawrence County Sheriff’s Department with the intent to flee, avoid, or elude his arrest.

Aaron Justice committed the offense of wanton endangerment in the first degree by knowingly and unlawfully engaging in conduct which created a substantial danger of death or serious physical injury to another person, namely Deputy Mason Keefer with the Lawrence County Sheriff’s Department.

Aaron Justice committed the offense of receiving stolen property greater than $1000 but less than $10,000 by knowingly and unlawfully being in possession of a 1997 Green Chevy automobile, with the value exceeding $1000 stolen from the state of West Virginia.

Aaron Justice committed the offense of operating a motor vehicle while under the influence of alcohol/drugs first offense within five years by operating a motor vehicle while under the influence of alcohol or other substances that impair a driver’s ability to operate that motor vehicle.

Aaron Justice committed the offense of possession of a controlled substance of possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.

Aaron Justice committed the offense of possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of a controlled substance, Heroin.
A grand jury does not determine guilt. Being indicted for a crime is not the same as a conviction. However, an indictment does indicate that the prosecutor has strong evidence against you.
