KENNETH EMORY PRINCE, 59 of Kermit, WV on or about September 3, 2018, in the County of Wayne, State of West Virginia,
The Grand Jury charged Kenneth Prince committed the offense of “FELONY FAILURE TO APPEAR” By feloniously, willfully, and without just cause failing to appear at a hearing as ordered by the court, and as required as a condition of bond on the charge of Delivery of a Controlled Substance (Wayne County Circuit Court 18-f153), said underlying charge being a felony after being admitted to bail and released.
Found upon the testimony of Cpt. James Ward, Wayne County Sheriff’s Department, duly sworn in open court to testify the truth, and set before the Grand Jury on November 5th, 2018, at the November term of said Court 2018.
ZACHARY TYLER WELLS, 23 of Prichard, WV. The Grand Jury charges that on or about September 24, 2018, in the County of Wayne, State of West Virginia, Zachary Wells committed the offense of “FELONY FAILURE TO APPEAR” by feloniously, willfully, and without just cause failing to appear at a hearing as ordered by the court, and as required as a condition of bond on the charges of Conspiracy to Commit Delivery of a Controlled Substance with Intent to Deliver(Wayne County Circuit Court 18-F-166), said underlying charges being felonies, after being admitted to bail and released.
Found upon the testimony of Chief Deputy J. Ward, Wayne County Sheriff’s Department, duly sworn in open Court to testify the truth, and set before the Grand Jury on November 5, 2018, at the November term of said Court, 2018.
MARIA A. THOMPSON, 28 of Fort Gay, WV The Grand Jury charges that on or about October 26, 2018, in the County of Wayne, State of West Virginia, Maria Thompson committed the “FELONY ESCAPE FROM CUSTODY” by unlawfully and feloniously escaping or attempting to escape from the custody of the Wayne County Home Confinement Officer by evading supervision of said Home Confinement Officer, the said Maria Thompson being lawfully confined as condition of bond upon the charge of a felony, being Possession of a Controlled Substance with intent to Deliver as designated in West Virginia Code, and as charged by indictment in Wayne County Circuit Court 18-F-167, against the peace and dignity of the State.
Found upon the testimony of Chief Rodney Frazier, Wayne County Home Confinement Department, duly sworn in open Court to testify the truth, and set before the Grand Jury on November 7th, 2018 at the November term of said Court, 2018.
ROGER DALE BLACKBURN, 38 of Crum, West Virginia The Grand Jury handed down several charges. Count 1 That on about September 23, 2018 to September 25, 2018, in the County of Wayne, State of West Virginia, Roger Blackburn committed the offense of “BURGLARY” by feloniously and burglarously breaking into and entering the dwelling house of Lowell Herb Dawson, located at 29 Baptist Street, Crum, West Virginia, with the intent to commit a crime therein, against the peace and dignity of the State.
Count 2 That on or about September 23, 2018 to September 25, 2018, in the County of Wayne, State of West Virginia, ROGER BLACKBURN unlawfully and feloniously committed the offense of “GRAND LARCENY” by stealing, taking and carrying away tools, a firearm, jewelry, a generator, a pressure washer, pole saw, a chainsaw, a reciprocating saw, a grass trimmer, a camera, a light fixture, a small safe, and household items which are valued at over one thousand dollars ($1,000.00), said personal property belonging to Lowell Herb Dawson, with the intent to permanently deprive Lowell Herb Dawson of said property, against the peace and dignity of the State.
Count 3 The Grand Jury charged that on or about September 23, 2018, in the County of Wayne, State of West Virginia, ROGER BLACKBURN committed the offense of “BREAKING AND ENTERING” by feloniously and burglariously entering without breaking a structure, not a dwelling house, being an outbuilding, located at 29 Baptist, Crum, West Virginia, being the property of Lowell Herb Dawson, with the intent to commit a felony or larceny therein, against the peace and dignity of the state.
Count 4 The Grand Jury Charges that on or about September 23, 2018, in the County of Wayne, State of West Virginia, ROGER BLACKBURN committed the offense of “BREAKING AND ENTERING” by feloniously and burglariously entering without breaking a structure, not a dwelling house, being an outbuilding, located at 29 Baptist, Crum, West Virginia, being the property of Lowell Herb Dawson, with the intent to commit a felony or larceny therein, against the peace and dignity of the State.
Count 5 The Grand Jury charged That on or about September 23, 2018, in the County of Wayne, State of West Virginia, ROGER BLACKBURN committed the offense of “BREAKING AND ENTERING” by feloniously and burglariously entering without breaking a structure, not a dwelling house, being an outbuilding, located at 29 Baptist Street, Crum, West Virginia, being the property of Lowell Herb Dawson, with the intent to commit a felony or larceny therein, against the peace and dignity of the State.
Count 6 The Grand Jury charges that on or about September 23, 2018, in the County of Wayne, State of West Virginia, ROGER BLACKBURN committed the offense of “FELONY DESTRUCTION OF PROPERTY” by unlawfully, willfully, intentionally, and feloniously destroying, injuring or defacing the home, contents of the home, and three outbuildings, during the same act, series of acts or course of conduct, said home, contents, and outbuildings belonging to Lowell Herb Dawson, located at 29 Baptist Street, Crum, Wayne County, West Virginia and said loss in value being of a amount of $2,500 or more, against the peace and dignity of the State.

ROGER DALE BLACKBURN, 38 of Crum, West Virginia has been handed down more charges from the Grand Jury. Count 1 That on or about September 18, 2018, in the County of Wayne, State of West Virginia, Roger Blackburn committed the offense of “BURGLARY” by feloniously and burglariously breaking into and entering the dwelling house of Bill and Rhonda Messer, located at 44003 Route 152, Crum West Virginia, with the intent to commit a crime therein, against the peace and dignity of the State.
Count 2 The Grand Jury Charges that on or about September 18, 2018, in the County of Wayne, State of West Virginia, Roger Blackburn unlawfully and feloniously committed the offense of “GRAND LARCENY” by stealing, taking and carrying away tools, jewelry, pocket knives, television, battery charger, a watch, and United States Currency which is valued at over one thousand dollars ($1000.00), said personal property belonging to Bill Messer and Rhonda Messer, with the intent to permanently deprive Bill Messer and Rhonda Messer of said property, against the peace and dignity of the State.
Found upon the testimony Deputy Ryan Harless, Wayne County Sheriff’s Department, duly sworn in open Court to testify the truth, and set before the Grand Jury on November 7th, 2018, at the November term of said Court, 2018.
KARRY ANN SPEARS, 37 of Prichard, West Virginia has multiple charges by The Grand Jury.
Count 1. That on or about October 7th, 2016 in the County of Wayne, State of West Virginia KARRY SPEARS committed the offense of “UNAUTHORIZED USE OF AN ACCESS DEVICE”by knowingly, willfully, feloniously and with the intent to defraud, using an authorized access device, being a debit card belonging to Betty Hazelett, to purchase items or pay for services on Karry Spears’ Sprint Wireless account in the amount in of “Two Hundred Dollars ($200.00), from the bank account of the said Betty Hazelett, against the peace and dignity of the State.
Count 2 on or about October 11, 2016 in the County of Wayne, State of West Virginia, KARRY SPEARS committed the offense of “UNAUTHORIZED USE OF AN ACCESS DEVICE” by knowingly, willfully, feloniously and with the intent to defraud, using an authorized access device, being a debit card belonging to Betty Hazelett, to purchase items or pay for services on Karry Spears’ Sprint Wireless account in the amount of One Hundred Dollars ($100.00), from the bank account of Betty Hazelett, against the peace and dignity of the State.
Count 3 The Grand Jury charges that on or about November 10, 2016 in the County of Wayne, State of West Virginia. Karry Spears committed the offense of “UNAUTHORIZED USE OF AN ACCESS DEVICE” by knowingly, willfully, feloniously and with the intent to defraud, using an unauthorized access device, being a debit card belonging to Betty Hazelett, to purchase items or pay for services on Karry Spears Sprint Wireless account in the amount of Two Hundred and one dollars and thirty one cents. ($201.31) from the bank account of the said Betty Hazelett, against the peace and dignity of the State.
Count 4 That on or about December 8, 2016, in the County of Wayne, State of West Virginia, Karry Spears committed the offense of “UNAUTHORIZED USE OF AN ACCESS DEVICE” by knowingly, willfully, feloniously and with the intent to defraud, using an authorized access device, being a debit card belonging to Betty Hazelett, to purchase items or pay for services on Karry Spears Sprint Wireless account in the amount of One Hundred and Ninety Five Dollars and Seventy-Eight cents. ($195.78) from the bank account of the said Betty Hazelett, against the peace and dignity of the State.
Count 5 That on or about January 5, 2017, in the County of Wayne, State of West Virginia, KARRY SPEARS committed the offense of “UNAUTHORIZED USE OF AN ACCESS DEVICE”by knowingly, willfully, feloniously and with the intent to defraud, using an authorized access device, being a debit card belonging to Betty Hazelett, to purchase items or pay for services on Karry Spears’ Sprint Wireless account in the amount of One Hundred Sixty Four Dollars and Seventy-Four Cents ($164.74), from the bank account of Betty Hazelett, against the peace and dignity of the State.
Count 6 That on or about May 5, 2017, in the County of Wayne, State of West Virginia, KARRY SPEARS committed the offense of “UNAUTHORIZED USE OF AN ACCESS DEVICE” by knowingly, willfully, feloniously and with the intent to defraud, using an authorized access device, being a debit card belonging to Betty Hazelett to purchase items or pay for services on Karry Spears Sprint Wireless account in the amount of One Hundred Sixty Four Dollars and Seventy four cents ($164.74), from the bank account of the said Betty Hazelett, against the peace and dignity of the State.
Count 6 That on or about May 5, 2017, in the County of Wayne, State of West Virginia, Karry Spears committed the offense of “UNAUTHORIZED USE OF AN ACCESS DEVICE” by knowingly, willfully, feloniously and with the intent to defraud, using an authorized access device, being a debit card belonging to Betty Hazelett, to purchase items or pay for services on Karry Spears Sprint Wireless Account in the amount of One Hundred and Sixty Dollars ($160.00), from the bank account of the said Betty Hazelett, against the peace and dignity of the State.
Count 7 That on or about June 22, 2017 in the County of Wayne, State of West Virginia KARRY SPEARS committed the offense of “UNAUTHORIZED USE OF AN ACCESS DEVICE” by knowingly, willfully, feloniously and with the intent to defraud, using an authorized access device, being a debit card belonging to Betty Hazelett, to purchase items or pay for services on Karry Spears’ Sprint Wireless account in the amount of Three Hundred Forty Six Dollars and Ninety Five Cents ($346.95), from the bank account of the said Betty Hazelett, against the peace and dignity of the State.
Count 8 That on or about August 11, 2017, in the County of Wayne, State of West Virginia. KARRY SPEARS committed the offense of “UNAUTHORIZED USE OF AN ACCESS DEVICE” by knowingly, willfully, feloniously and with intent to defraud, using an authorized access device, being a debit card belonging to Betty Hazelett, to purchase items or pay for services on Karry Spears Sprint Wireless account in the amount of Two Hundred dollars and thirty cents ($200.30), from the bank account of the said Betty Hazelett, against the peace and dignity of the State.
Count 9 The Grand Jury charges that on or about September 5, 2017 in the County of Wayne, State of West Virginia, KARRY SPEARS committed the offense of “UNAUTHORIZED USE OF AN ACCESS DEVICE” by knowingly, willfully, feloniously and with the intent to defraud, using an authorized access device, being a debit card belonging to Betty Hazelett, to purchase items or pay for services on Karry Spears’ Sprint wireless account in the amount of Two Hundred Dollars ($200.00) from the bank account of the said Betty Hazelett, against the peace and dignity of the State.
Count 10 That between the dates of August 9, 2016 and September 5, 2017, in the County of Wayne, State of West Virginia, KARRY SPEARS, committed the offense of “FINANCIAL EXPLOITATION OF AN ELDERLY PERSON” by feloniously, intentionally and willfully misappropriating funds and assets of Betty Hazelett, an elderly person, more than 65 years of age, date of birth October 13, 1945, in the cumulative amount of Four Thousand Nine Hundred and One Dollar and Eighty Two Cents ($4,901.82), by making unauthorized purchases, paying personal bills and obtaining funds from her at a time when the said Karry Spears was not engaged in a good faith effort to assist the Betty Hazelett, against the peace and dignity of the State.
Found Upon the testimony of A.J. Combs, Kenova Police Department, duly sworn in open court to testify the truth, and set before the Grand Jury on November 5, 2018, at the November term of said Court.
EARLENE BOUCHARD, 58, Of Wayne, WV
Count 1. The Grand Jury Charges that on or about September 12, 2018, in the County of Wayne, State of West Virginia, EARLENE BOUCHARD committed the offense of “FELONY FLEEING IN A VEHICLE WITH RECKLESS INDIFFERENCE TO THE SAFETY OF OTHERS” by unlawfully, feloniously and intentionally fleeing or attempting to flee in a vehicle from Chief Gary Queen, Town of Wayne Police Department, a law enforcement officer acting in his official capacity, after the officer has given a clear visual or audible signal directing the person to stop and operated his vehicle in a manner showing reckless indifference to the safety of others, against the peace and dignity of the State.
Count 2 that on or about September 12, 2018, in the County of Wayne, State of West Virginia, EARLENE BOUCHARD committed the offense of “DISORDERLY CONDUCT” by unlawfully, in a public place or public parking area disturbing the peace by violent, profane, indecent or boisterous conduct, or language and persisted in said conduct after being requested to desist by Chief Gary Queen, Town of Wayne Police Department, a law enforcement officer acting in his official capacity, against the peace and dignity of the State.
Found upon the testimony of Chief Gary Queen, Town of Wayne Police Department, duly sworn in open Court to testify the truth, and set before the Grand Jury on November 7, 2018, at the November term of said Court, 2018.
BRANDON J. WEST, 24, of Fort Gay, West Virginia and AMELLIA LEANN HUGHES, 27, of Huntington, West Virginia is charged with Count 1 that on or about FEBURARY 8, 2018 in the County of Wayne, State of West Virginia, BRANDON WEST AND AMELLIA HUGHES unlawfully and feloniously committed the offense of “GRAND LARCENY” by stealing, taking and carrying away an automobile belonging to Zachary Bowen, Peggy Bowen and Carl Bowen, said personal property being of the value of more than One Thousand Dollars ($1,000.00), with the intent to deprive the owner permanently thereof, against the peace and dignity of the State.
Count 2 The Grand Jury charges that on or about February 8, 2018 in the County of Wayne, State of West Virginia, BRANDON J. WEST unlawfully and feloniously committed the offense of “CONSPIRACY TO COMMIT GRAND LARCENCY” by conspiring with Amellia Hughes to steal, take and carry away automobile belonging to Zachary Bowen, Peggy Bowen and Carl Bowen, and BRANDON J. WEST did take act in furtherance of said conspiracy, said personal property being of the value of more than One Thousand dollars ($1,000.00), with intent to conspire to deprive the owner permanently thereof, against the peace and dignity of the State.
Count 3 That on or about FEBRUARY 8, 2018 in the County of Wayne, State of West Virginia, AMELLIA HUGHES unlawfully and feloniously committed the offense of “CONSPIRACY TO COMMIT GRAND LARCENCY” by conspiring with Brandon West to steal, take and carry away automobile belonging to Zachary Bowen, Peggy Bowen and Carl Bowen, and AMELLIA HUGHES did take act in furtherance of said conspiracy, said personal property being of the value of more than One Thousand dollars ($1000.00), with the intent to conspire to deprive the owner permanently thereof, against the peace and dignity of the State.

ROBERT W. CHAFIN, 42, of Louisa, Ky
Count 1 The Grand Jury charges that on or about January 30, 2019, in the County of Wayne, State of West Virginia, ROBERT CHAFIN committed the offense of “POSSESSION OF A CONTROLLED SUBSTANCE WITH INTENT TO DELIVER”by unlawfully, feloniously, knowingly and possessing Methamphetamine, a Schedule II Controlled Substance in violation of West Virginia Code Chapter 60A, Article 401 (a) as amended, with the intent to deliver said Scheduled II substance, against the peace and dignity of the State.
Count 2 That on or about January 30, 2019, in the County of Wayne, State of West Virginia, ROBERT CHAFIN committed the offense of “POSSESSION OF SUBSTANCES USED AS A PRECURSOR TO MANUFACTURE METHAMPHETAMINE OR PSEUDOEPHEDRINE IN AN ALTERED STATE” by unlawfully, feloniously, knowingly possessing any amount of ephedrine, pseudoephedrine, phenylpropanolamine, or other designated precursor with intent to use it in the manufacture or methamphetamine or knowingly possess a substance containing of ephedrine, pseudoephedrine, phenylpropanolamine or their salts, optical isomers or salts of optical isomers in a state or form which is, or has been altered or converted from the state or form in which these chemical are or were, commercially distributed in violation of West Virginia, against the peace and dignity of the State.

ANTHONY LYLE EDICK, SR. 54, of Fort Gay, West Virginia that on or about May 2018 in Wayne County, West Virginia. ANTHONY EDICK, SR. committed the offense of “FAILURE TO REGISTER AS A SEX OFFENDER” by unlawfully, knowingly, and feloniously failing to register or provide a change in any required information or address of residence, the said ANTHONY EDICK, SR., having previously been convicted of a sexual offense in North Carolina and being required to register under the terms of Chapter 15, Article 12, Section 1, of the West Virginia Code, as amended, against the peace and dignity of the State.
