LAWRENCE GRAND JURY RETURNS 32 INDICTMENTS
‘Gang of 13’ charged with manufacturing and selling meth for more than six month period, some still on the loose
The Lawrence County Grand Jury met last week and returned with 32 Indictments for March, 2018. According to the Grand Jury, March did indeed come in like a lion. Methamphetamine Possession and Manufacturing is still the cause of most charges and doesn’t appear to be moving out of this area anytime soon.

Steven B. Compton, 24 of Louisa, Ky. Indicted on Assault, 2nd degree (class C felony) penalty 5 to 10 years, Operating A Motor Vehicle Under The Influence Of Alcohol/Drugs, 1st Within A 10 Year Period, Aggravating Circumstances (misdemeanor), and Failure To Wear Seatbelt (violation).
The Grand Jury charges that on or before July 23, 2017 the defendant committed the offense by wantonly assaulting Madison Arrington of Louisa Kentucky causing physical injury by means of a dangerous weapon or deadly instrument. The defendant knowingly and unlawfully operated a motor vehicle under the influence of alcohol or other substances, with an alcohol content of 0.231, that impaired his ability to operate the motor vehicle, the defendant was not wearing a seat belt.
Jason Skaggs, 47 of Louisa, Ky. Indicted on possession of a controlled substance in the 1st degree (class D felony) penalty 1-5 years and Use/Possession of a Controlled Substance and Use/Possession of Drug Paraphernalia 1st offense (class A misdemeanor).
The Grand Jury charges but on or before July 18, 2017 the defendant knowingly and unlawfully possessed a controlled substance, methamphetamine and knowingly and unlawfully possessed to syringes.
Lacy Pack, 37 of Louisa, Ky. Indicted on Receiving Stolen Property Under 10,000 (class D felony) Fleeing/Evading in the 1st degree, (class D felony) and Operating A Motor Vehicle Under the Influence of Alcohol/Drugs, 1st offense (misdemeanor).
The Grand Jury charges that on or before February 15, 2018 the defendant knowingly and unlawfully being in possession of a 1985 Chevrolet C 10 pick up stolen from Thomas Marcum of Fort Gay, West Virginia the defendant knowingly and unlawfully disobeyed a direction from Julius Musick of the Louisa Police Department to stop the motor vehicle he was operating and while fleeing/eluding, the defendant was under the influence of alcohol or drugs. The defendant committed the offense of operating a motor vehicle while under the influence of alcohol/drugs 1st offense or greater within 10 year’s by operating a motor vehicle while under the influence of alcohol or other substances that impair a drivers ability to operate a motor vehicle.
Charles Perkins, 26 of Louisa, Ky. Indicted on possession of a controlled substance in the 1st degree (class D felony) and Use/Possession of Drug Paraphernalia, 1st offense (misdemeanor).
The Grand Jury charges that on or before October 5, 2017 the defendant knowingly and unlawfully possessed a controlled substance, methamphetamine and by possessing a syringe.
Donnie Harris, 37 of Louisa, Indicted on Importing Heroin (class C felony) penalty: 5 to 10 years and 2 Counts of Possession of a Controlled Substance, 1st degree (class D felonies) penalty 1 to 3 years.
The Grand Jury charges that on or before November 12, 2017 the defendant knowingly and unlawfully transported a quantity of heroin into the Commonwealth by any means with the intent to sell or distribute the heroin. The Defendant knowingly and unlawfully possessed a controlled substance, methamphetamine and the defendant knowingly and unlawfully possessed a controlled substance, heroin. The defendants bond is set for $10,000.
Separate Indictment:
The Grand Jury charges Donnie Harris with Burglary, 2nd degree (class C felony) penalty 5 to 10 years. According to the grand jury on or about December 21, 2017 the defendant knowingly and unlawfully entered and remained in a dwelling house located at 281 Highway 2033 Louisa, Kentucky owned by Garrett Henry, with the intent to commit the crime of theft.
Kevin Pack, 53 of Louisa, Ky. Indicted on Tampering With Physical Evidence (Class D Felony), Public Intoxication (Excluding Alcohol) (Misdemeanor), Carrying A Concealed Deadly Weapon (Misdemeanor)
The Grand Jury charges that on or before September 5, 2017 the defendant knowingly and unlawfully destroyed, removed, altered or concealed physical evidence that he believed would be used against him in an official proceeding. The defendant knowingly and unlawfully appeared in a public setting manifestly under the influence of a controlled substance or other drugs. The defendant knowingly and unlawfully carried a firearm or other deadly weapon on or about his person.
Dustin Fyffe, 28 of Blaine, Ky. Indicted on Fleeing/Evading, 1st degree (class D felony), Operating a Motor Vehicle Under The Influence of Alcohol/Drugs, 2nd offense, Operating on Suspended or Revoked Operators License (violation) Failure to Wear Seatbelt, No Registration Receipt, No Registration Plate
The Grand Jury charges that on or before October 2, 2017 the defendant as a pedestrian, knowingly and unlawfully disobeyed an order from Trooper Forest Newsome of the Kentucky State Police to stop and by fleeing/eluding, The defendant caused a serious physical injury to Trooper Forest Newsome. The defendant operated a motor vehicle while under the influence of alcohol or other substances that impair a drivers ability to operate a motor vehicle, while having one prior conviction for the offense. The defendant knowingly and unlawfully operated a motor vehicle while his operators license were suspended or revoked, the defendant was operating without a seatbelt, did not have registration receipt or registration plate and did not have required insurance coverage for the vehicle he was operating.
Sierra Caudill, 33 of Louisa, Ky. Indicted on Knowingly Exploiting an Adult By Person over $300 (class C felony) penalty: 5 to 10 years
The Grand Jury charges that on or before October 13, 2017 the defendant, with others committed the offense of Knowingly Exploiting An Adult By A Person Over $300 by knowingly exploiting an adult resulting in a total loss to the adult exceeding $300 financially or other resources or both, namely Lester Ward of Louisa, Ky.
Melvin Harmon, Jr. 27 of Webbville, Ky. Indicted on Criminal Possession of a Forged Instrument, 1st degree (class D felony)
The Grand Jury charges that from or about February 9, 2018 The defendant knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possesses a fraudulent or forged $100 bill and passed the fraudulent or forged wheel at marathon of Louisa, KY .
Eugene Cochran, 30 of Louisa, Ky. Indicted on Burglary, 2nd degree (class C felony) penalty:5 to 10 years and Possession of Burglary Tools (misdemeanor)
The Grand Jury charges that on or about February 8, 2018 the defendant knowingly and unlawfully entered and remained in a dwelling house located at 415 Rice Avenue Louisa, Ky. owned by Jennifer Hillman, with the intent to commit the crime of theft. The defendant knowingly and unlawfully possessed a tool or instrument or other thing adapted or designed and or were commonly used to commit or facilitate the commission of an offense involving theft or physical taking.
Regina Pinson-Stepp, 54 of Van Lear, Ky. Indicted on Criminal Possession of a Forged Instrument in the 2nd degree (class D felony)
The Grand Jury charges that from or about April 7, 2017 the defendant knowingly and unlawfully with intent to defraud, deceive or injure another, utters, Or possesses a fraudulent or forged check drawn that she passed at Louisa Community Bank of Louisa in the amount of $60,000, with the intent to defraud Richard Pinson.
James Burchette, 39 of Louisa, Ky. Indicted on Possession of a Handgun by a Convicted Felon (class C felony). The Grand Jury charges that on or before January 19th, 2018 the defendant knowingly and unlawfully possessed A High Point Brand 9 mm caliber handgun after having been previously convicted of a felony.
Thurman Endicott, II, 30 of Louisa, Ky. Indicted on Possession of a Controlled Substance 1st degree, (class D felony), Tampering With Physical Evidence/Complicity (class D felony), Operating Motor Vehicle on Suspended License and Failure To Maintain Insurance (both violations)
The Grand Jury charges that on or before November 6th, 2017 acting alone or in complicity with Devana Lycans, knowingly and a unlawfully possessed a controlled substance, methamphetamine. The defendant acting alone or in complicity with Devana Lycans knowingly and unlawfully destroyed, removed, altered or concealed evidence that he believed would be used against him in an official proceeding. The defendant knowingly in and lawfully operated a motor vehicle while his license had been suspended and failed to produce an insurance card for coverage.
Devana Lycans, 29 of Ft. Gay, WV. Indicted on Possession of a Controlled Substance 1st degree/Complicity (class D felony) and Tampering With Physical Evidence (class D felony) both have a penalty of 1-5 years.
The Grand Jury charges that on or before November 6, 2017, The defendant acting alone or in complicity with Thurman Endicott, II knowingly and unlawfully possessed a controlled substance, methamphetamine. The defendant acting alone or in complicity with Thurman Endicott knowingly and unlawfully destroyed, removed, altered or concealed evidence that she believed would be used against her in an official proceeding.
Shawna Elizabeth Nelson, 27 of Lancaster, OH. Indicted on Burglary In the 1st degree (class B felony) penalty 10-20 years.
The Grand Jury charges that on May 10, 2017 the defendant acting alone or in complicity with Harvey Lowery knowingly and unlawfully entered the dwelling house of Mr. Christopher York of Louisa with the intent to commit a crime of theft.
Harvey Lowery, 32 of Warfield, Ky. Indicted on Burglary In the 1st degree (class B felony) penalty of 10-20 years and Persistent Felony Offender, 1st degree (an enhancement)
The Grand Jury charges that on May 10, 2017 the defendant acting alone or in complicity with Shawna Nelson knowingly and unlawfully entered the dwelling house of Mr. Christopher York of Louisa with the intent to commit a crime of theft. Having been previously convicted of two prior felonies is now being charged with persistent felony offender.
Lonnie Marcum, 37 of Vanceburg, KY. Indicted on Receiving Stolen Property under $10,000 (class D felony) and Persistent Felony Offender, 1st degree.
The Grand Jury charges that on or before January 15, 2018 the defendant knowingly and unlawfully possessed a 2003 Ford F150 stolen from Linda Stulley of Lucasville, OH. With a value of $3,125, and having been charged with 2 or more felonies, the defendant is also charged with Persistent Felony Offender.
Melissa Thompson, 42 of Louisa, KY. Indicted on Burglary In The 3rd degree/Complicity (class D felony) and Theft By Unlawful Taking/Complicity (misdemeanor).
The Grand Jury charges that on or about February 3, 2018 the defendant knowingly and unlawfully entered and remained in Walmart of Louisa with the intent of committing the crime of theft and after Justin Harless having been banned from the premise. The defendant acting alone or in complicity with Justin Harless by knowingly and unlawfully taking a Bluetooth speaker from Walmart of Louisa.
Justin Harless, 30 of Louisa, KY. Indicted on Burglary In The 3rd degree/Complicity (class D felony) and Theft By Unlawful Taking/Complicity (misdemeanor) and Persistent Felony Offender, 1st degree.
The Grand Jury charges that on or about February 3, 2018 the defendant knowingly and unlawfully entered and remained in Walmart of Louisa with the intent of committing the crime of theft and after he had been banned from the premise. The defendant acting alone or in complicity with Melissa Thompson knowingly and unlawfully taking a Bluetooth speaker from Walmart of Louisa. After being previously convicted of 2 prior felonies, the defendant is now charged with Persistent Felony Offender.
Melvin Harmon, Jr., 27 of Webbville, KY. Indicted on Manufacturing Methamphetamine, 1st offense/Complicity (class B felony) penalty: 10 to 20 years.
The Grand Jury charges that from March 15, 2017 through September 29, 2017 the defendant acting alone or in complicity with Curtis Rowe, Heather Savage, Thomas Evans, Anita Farmer, Allan Farmer, Carrie Daniels, Jeremy Thompson, Crystal Fitzpatrick, Bradley Fraley, Amanda Jordan and Richard Vanhoose knowingly and unlawfully manufactured methamphetamine or with the intent to manufacture methamphetamine, was in possession of two or more chemicals or two or more items of equipment for the manufacturing of methamphetamine.
Richard Vanhoose, 35 of Ft. Gay, WV. Indicted on Manufacturing Methamphetamine, 1st offense/Complicity (class B felony) penalty: 10 to 20 years.
The Grand Jury charges that from March 15, 2017 through September 29, 2017 the defendant acting alone or in complicity with Curtis Rowe, Heather Savage, Thomas Evans, Anita Farmer, Allan Farmer, Carrie Daniels, Jeremy Thompson, Crystal Fitzpatrick, Bradley Fraley, Amanda Jordan and Melvin Harmon knowingly and unlawfully manufactured methamphetamine or with the intent to manufacture methamphetamine, was in possession of two or more chemicals or two or more items of equipment for the manufacturing of methamphetamine.

Thomas Evans, 29 of Louisa, KY. Indicted on Manufacturing Methamphetamine, 1st offense/Complicity (class B felony) penalty: 10 to 20 years.
The Grand Jury charges that from March 15, 2017 through September 29, 2017 the defendant acting alone or in complicity with Curtis Rowe, Heather Savage, Melvin Harmon, Anita Farmer, Allan Farmer, Carrie Daniels, Jeremy Thompson, Crystal Fitzpatrick, Bradley Fraley, Amanda Jordan and Richard Vanhoose knowingly and unlawfully manufactured methamphetamine or with the intent to manufacture methamphetamine, was in possession of two or more chemicals or two or more items of equipment for the manufacturing of methamphetamine.
Heather Savage, 41 of Louisa, KY. Indicted on Manufacturing Methamphetamine, 1st offense/Complicity (class B felony) penalty: 10 to 20 years.
The Grand Jury charges that from March 15, 2017 through September 29, 2017 the defendant acting alone or in complicity with Curtis Rowe, Melvin Harmon, Thomas Evans, Anita Farmer, Allan Farmer, Carrie Daniels, Jeremy Thompson, Crystal Fitzpatrick, Bradley Fraley, Amanda Jordan and Richard Vanhoose knowingly and unlawfully manufactured methamphetamine or with the intent to manufacture methamphetamine, was in possession of two or more chemicals or two or more items of equipment for the manufacturing of methamphetamine.
Curtis Rowe, 43 of Louisa, KY. Indicted on Manufacturing Methamphetamine, 1st offense/Complicity (class B felony) penalty: 10 to 20 years and Persistent Felony Offender, 1st degree.
The Grand Jury charges that from March 15, 2017 through September 29, 2017 the defendant acting alone or in complicity with Curtis Rowe, Heather Savage, Thomas Evans, Anita Farmer, Allan Farmer, Carrie Daniels, Jeremy Thompson, Crystal Fitzpatrick, Bradley Fraley, Amanda Jordan and Richard Vanhoose knowingly and unlawfully manufactured methamphetamine or with the intent to manufacture methamphetamine, was in possession of two or more chemicals or two or more items of equipment for the manufacturing of methamphetamine. Having been previously convicted of two prior felonies, the defendant is also charged as a Persistent Felony Offender.
