CORONA VIRUS CAUSE ARREST NUMBER TO PLUNGE SHARPLY IN LAWRENCE COUNTY, AS WELL AS NEIGHBORING COUNTIES; AS THE BIG SANDY REGIONAL DETENTION CENTER ONE OF THE MINORITY OF JAILS TO HEED THE CALL TO RELEASE PRISONERS, LEADING TO THE NUMBER OF INMATES BEING HOUSED AT THE BSRDC IN NEARLY A DECADE, DOWN JUST OVER 56% FROM ALL TIME HIGH IN THE MIDDLE SUMMER OF 2018, WHILE ARREST NUMBERS WERE DOWN 66% IN THE LAST TWO WEEKS VERSUS THE FIRST 2 WEEKS OF MARCH.
In mid-July 2018, the number of inmates that were lodged at the Big Sandy Regional Detention Center in Paintsville in Johnson County hit an all time high of 357.
The BSRDC was built and designed for with its maximum constructed capacity of 225 inmates at any given time.
Just very recently, three ago in early March, the inmate count hit at 227 inmates, up from just above 190 at the beginning of the month.
At 7:00 P.M.,Tuesday, March 31, the number of current inmates at the BSRDC in Paintsville was 157.
And it was down to 150 towards the end of the last week.
From March 1-15, there were 178 prisoners booked at the Big Sandy Regional Detention Center.
From March 16-31, there only 59 prisoners booked at the Big Sandy Regional Detention Center. The BSRDC routinely during any given month has ranged from the low 300s’ to up to just above 500 a month in prisoners booked in the past several years.
In Lawrence County, from March 1-15, 43 individuals were arrested in Lawrence County. Another 14 Lawrence County residents were arrested in other Kentucky counties during the same period.
From March 16-31, 7 individuals were arrested in Lawrence County. Another 6 Lawrence County residents were arrested in other Kentucky counties during the same period.
The names and criminal charges of those latest seven arrested in Lawrence County, along with the six Lawrence County residents arrested in other Kentucky counties, are the following:
David Bryan Johnson, 42, of Louisa, was arrested on March 16, 2020, at 7:26 A.M., by patrolman detective Hunter James, of the Louisa Police Department, and was charged with:
• PROBATION VIOLATION (FOR FELONY OFFENSE),
• FAILURE TO APPEAR, CITATION FOR MISDEMEANOR.
Matthew Dewayne Prince, 40, of Crum, West Virginia, was arrested on March 18, 2020,at 4:16 P.M., by patrolman Greg Powers, of the Louisa Police Department, and was charged with:
• THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500,
• CRIMINAL MISCHIEF 3RD DEGREE.
Jessie Parks, 34, of Louisa, was arrested on March 18, 2020, at 7:31 P.M., by deputy Julius Musick, of the Lawrence County Sheriff Department, and was charged with:
• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) NO VISIBLE INJURY,
• ASSAULT, 4TH DEGREE (CHILD ABUSE).
William B. Brice, 22, of Ashland, Kentucky; was arrested on March 19, 2020, at 2:40 A.M., by a deputy of the Lawrence County Sheriff Department, and was charged with:
• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ ETC. .08 – 1ST OFFENSE.
William Trevor Young, 18, of Louisa, was arrested on March 27, 2020, at 6:13 A.M., by a trooper of the Kentucky State Police, and was charged with:
• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL < 21 YEARS OF AGE .02-.07
Matthew S. Daniels, 29, of Tomahawk, Kentucky; was arrested on March 28, 2020, at 4:28 P.M., by deputy Dwayne Bowen, of the Lawrence County Sheriff Department, and was charged with:
• PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL),
• MENACING,
• RESISTING ARREST,
• TERRORISTIC THREATENING, 3RD DEGREE.
Jered Ferguson, 35, of Russell, Kentucky; was arrested on March 31, 2020, at 10:36 A.M., by a trooper of the Kentucky State Police, and was charged with:
• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ ETC. .08 – 1ST OFFENSE.

Betty Vanover, 24, of Louisa, was transported from the Boyd County Detention Center, in Catlettsburg, to and lodged in the Big Sandy Regional Detention Center in Paintsville, on March 19, 2020, at 1:03 P.M.;after she was originally arrested in Boyd County, on March 9, 2020, at 2:46 P.M.,by officer Richard Bohanon, of the Ashland Police Department,& was charged with:
• ENGAGING IN ORGANIZED CRIME,
• TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – ( 2 GRAMS METHAMPHETAMINE),
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE).
Betty Jane Vanover was set for at $20,000 full cash only on the organized crime charge, and $5000 full cash only on the meth trafficking charge; for a total of $25,000 full cash bond.
Better Vanover was transported due to facing grand jury indictment charges in Lawrence County for:
• ENGAGING IN ORGANIZED CRIME,
• TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – ( 2 GRAMS ]METHAMPHETAMINE) [2 SEPARATE COUNT CHARGES],
• THEFT OF SERVICES.
Tommy D. Evans, 42, of Louisa, was taken into custody on March 19, 2020, at 1:13 P.M., by order of a judge in Martin County District Court, to the Martin County Sheriff Department, to serve a guilty plea sentence “weekender”:
• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.
Michael S. Maynard, 45, of Ashland, Kentucky; was transported from the Boyd County Detention Center in Catlettsburg, to and lodged in the Big Sandy Regional Detention Center in Paintsville, on March 20, 2020, at 7:01 P.M.; after he was originally arrested in Boyd County, on February 18, 2020, at 8:21 A.M., by officer Jon McCormick, of the Ashland Police Department, & was charged with:
• PROBATION VIOLATION (FOR FELONY OFFENSE),
• FAILURE TO APPEAR (2 SEPARATE COUNT CHARGES),
• POSSESSION CONTROLLED SUBSTANCE, 1ST DEGREE, 3RD OR > OFFENSE (METHAMPHETAMINE), • POSSESSION CONTROLLED SUBSTANCE, 3RD DEGREE – DRUG UNSPECIFIED.
The two Failures To Appear charges were court bench warrants out of Lawrence County.
Donald Lee Roberts II, 39, of Louisa, was arrested in Greenup County, on March 20, 2020, at 12:33 A.M., by a deputy of the Greenup County Sheriff Department, and was charged with:
• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ ETC. .08 – 1ST OFFENSE.
Edward Joseph Maynard, 43, of Louisa, was arrested in Boyd County, on March 27, 2020, at 9:22 P.M., by a deputy of the Boyd County Sheriff Department, & was charged with:
• ALCOHOL INTOXICATION IN A PUBLIC PLACE (1ST & 2ND OFFENSE).
Angela D. Thompson, 45, of Louisa, was arrested in Johnson County, on March 28, 2020, at 12:28 P.M., by a trooper of the Kentucky State Police-Post 9-Pikeville, and was charged with:
• PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL).
