(June 13, 2019) The Louisa City Council met in regular business session June 11, 2019 with Mayor Harold Slone presiding. In attendance were council members Gary Robertson, Mitch Castle, Lisa Schaeffer, Tom Parsons, and John Nolan.
Mayor Harold Slone’s comments included the recognition of citizens volunteer week and awarded a proclamation to Jordan Cook and Caleb Rains for their missionary work in helping their community.
Council approved minutes for meeting May 14, 2019 on motion by Mitch Castle, Second by Gary Robertson.
Approved appointment for “Complete Count Committee” Teresa Pennington. Motion by Mitch Castle, Second by John Nolan. The Complete Count committee will help Louisa get as many of its people counted for the 2020 U.S. Census as possible.
- Second reading of Ordinance Establishing the Annual Budget for the Fiscal Year July 1, 2019 – June 30, 2020 in the amount of $1,932,721.11. Motion made by Gary Robertson, second by Mitch Castle.
- Second reading of Ordinance 2019 – 02 “Ordinance Establishing the Budget for the Louisa Utilities Board for July 1, 2019 – June 30, 2020. In the amount of $3,008,760.00. Motion made by John Nolan, second by Gary Robertson.
- Second reading of Ordinance 2019 –03, “Compensation of City Employees Pursuant to KRS 83A.070.” No amount available. Motion by Tom Parsons, second by Gary Robertson.
- Second reading of Ordinance 2019 – 04, “Compensation of Louisa Utilities Board Employees Pursuant to KRS 83A.070”. No amount available.
Discussing franchises…
Foothills Phone, Cable, Internet would like to be able to sell their services within Louisa City limits and that question will be heard at the July meeting, it was decided. Currently only Lycom Cable Phone and Internet can provide service within the city limits per previous agreement.
The Sewer Plant Project estimated $2.9 million dollars starting at Lock Avenue is currently accepting bids until July 5 close of business. Bidders may apply at City Hall or The Water Dept. They will go public on July 9, 2019 at 7pm at the next council meeting. Then the Utility Board and Engineers will suggest, and the City Council on July 16, 2019 will make the final decision. This will be a special meeting.
Any more than six bags of trash…?
During the Council Comments Trash Pickup was brought up. “The limit allowed per household is 6 bags and people have been putting a lot more of trash bags to be picked up,” Slone said. The Council suggested adding a business fee for people needing to get rid of more than the allowed amount but did not vote. The decision will be carried over until July meeting.
July regular Council meeting and Utility Board meeting will be moved, the Utility Board will meet July 9, 2019. The City Council meeting will be moved to July 16, 2019.

Wait till you see. I have a relative with foothills, basic tv, telephone with no long distance and 6mb per second internet, $185 per month, want to see a copy of the bill? It way higher than Lycom.
I have Foothills with EXPANDED TV, telephone w/ long distance and 25/25M Internet and my bill is just $188 a month… maybe your relatives are a little off on their pricing?
My parents have foothills, I can’t really brag on the cable but the internet is fast. They’re a little expensive but I think it would do Louisa good. Be way better than Lycom!
I have had Lycom since they came to Louisa!! Why change?! Nope I like Lycom!!! I don’t do change.
There needs to more like sudden link and others the more choice and Competition you have better the rates are
I had Foothills when we lived in Fallsburg, when we moved to town we got Lycom. Our bills are pretty much the same, HIGH. $170 for internet and cable at lycom. Our foothills bill was around the same. We did have more channels with the middle package at Foothills, and we have the highest package with lycom. But they are still high. We’re getting ready to cancel the cable, but keep internet.
People needs to have a choice.
Right now Lycom has a monopoly. We do not have a choice. Competition is good.
How is it legal for other companies not to be able to operate in Louisa? Free country, right? The only people that don’t want other companies choices are the owns that own the county monopoly, Lycans. Can’t believe this has to be discussed, bring on all the companies, competition helps prices. Why can’t other cable/phone/internet providers come here? Is there a law saying they can’t?
